In this instance, a `r F 3i F o I construction on Stanford Park began in early 2004, and is �w I! ongoing. Model homes are limited to a period of 18 i t 1 months, which is typically enough time to allow for �f I r it. a substantial completion and sales of homes in the p h. l 3 f subdivision. In this instance, because of the �.,wi I slow economy, the subdivision is still being built out and z c s sold. Provided signage is kept to a minimum, and U 0;' p J lighting is reduced after hours to minimize light pollution, impact on occupied residences is likely to be minimal. Findings of Fact: Model Home Permit Extension 1. The approval of this variance will not be injurious to the public health, safety, morals, and general welfare of the community because: model homes look like occupied houses, and function in a similar fashion. 2. The use and value of the area adjacent to the property included in the variance will not be affected in a substantially adverse manner because: model homes look like occupied houses, and function in a similar fashion. 3. The strict application of the terms of the Zoning Ordinance to the property will result in practical difficulties in the use of the property because: the model homes would need to be converted to residential homes, which would reduce the amount of information available to the developer to provide to potential homebuyers. Recommendation: The Dept. of Community Services recommends positive consideration of Docket No. 09120010 V after all concerns have been addressed.
