A.) The W.R. Fertig Drain Meijer Arm runs along the western edge of Old
Meridian Street.
B.) This drain is not show on the site plan submitted for review by this office.
C.) The HCSO/Hamilton County Drainage Board will require at least 25 feet from
the centerline of the drain to the edge of the permanent structure (building), to
allow room to maintain the drain.
D.) A non enforcement permit and other permits will be required at the time of
construction plan submittal /review.
RE: Meridian Pointe Variances
Dear Ms. Solada:
We have reviewed the BZA submittal to the Hamilton County Surveyor's Office on December
18, 2009, for this project and have the following comments:
1. The proposed project falls in the incorporated area and MS4 jurisdiction of the City of
Carmel.
2. The proposed project DOES NOT fall in a Carmel Wellhead Protection Zone.
3. The proposed project falls in the W.R. Fertig Regulated Drain Watershed.
4. The Hamilton County Surveyor's Office has the follow comments in regards to the
Carmel BZA Special Use request:
E.) The HCSO has no concerns with the other variance being requested.
5. Please submit full construction plans and drainage calculations to this office when
they become available.

As you know, we have been asked to provide an engineer's estimate for the public right
of -way improvements associated with the subject project. Since the project is in its very
early stages, it would be difficult to produce an estimate with any level of accuracy at this
time.
Please note that we have been told in previous conversations with the City Engineer's
office that typical right -of -way improvements are in the range of $90 per lineal foot of
street frontage. Based on the updated survey, the property line lengths along Old
Meridian Street and Pennsylvania Street total approximately 2284 lineal feet. Therefore,
a rough estimate for the right -of -way improvements at $90 /lineal foot would be
$205,000.
Please let me know if I can provide any additional information or if you have any
questions.

The following letter represents comments for this project specifically addressing the area of
alternative transportation. I have reviewed the project submitted for the January 20, 2010
Technical Advisory Committee meeting, and offer the following comments:
Alternative Transportation Review and Comments
1) The Bicycle and Pedestrian Plan requires the construction of a 10' asphalt path along
Pennsylvania St and an enhanced sidewalk along Old Meridian. Please revise the
plans to include and label these facilities.
2) Please see the City of Carmel's Parking Ordinance in order to determine appropriate
locations and construction details for the required bicycle parking for the apartments
and the office building.
3) Please connect all internal sidewalks to each other and to exterior multi -use paths and
provide full connectivity for the exterior paths at the northwest corner of the site.
Please revise the plans to reflect these changes.
4) Please consider providing including long term covered bicycling parking for the
apartments.
5) Please indicate ADA compliant handicap ramps at all crossings.

We request that all responses to our comments be provided in writing. Failure to provide written
responses may result in delay of the review process.
It is critical that this office be made aware of all modification made on the plans being re-
submitted, particularly if any such changes are considered "new" or fall outside of our previous
reviews. Please provide revised plans indicating all revisions. Please notify us of any changes
and specifically state any changes, including changes resulting from Plan Commission, Special
Studies or other committee meetings.
The Department of Community Services reserves the right to provide additional comments based
on subsequent reviews.
