EXECUTIVE SUMMARY
THE LEGACY COTTAGES
Adult Family Living, Inc. "AFL respectfully requests approval of its Development
Plan Architectural Design, Exterior Lighting, Landscaping and Signage (DP /ADLS)
for its proposed adult senior residential living/continuing care development (the
"Legacy Cottages The 6.352 acre site is located generally on the northwest
corner of Community Drive and Cherry Creek Boulevard within the Legacy Planned Unit
Development District (see Tab 2).
In the state of Indiana, dementia and Alzheimer's disease (collectively,
"dementia are widespread among the elderly. Currently when a person shows signs
of dementia, there are few choices open to the family. The Living Cottages will help
address these seniors' needs with a residential option for seniors suffering from various
forms of dementia, but who otherwise are in relatively good health (e.g., not in need of
hospital care). The residences will include on -site caregivers who will assist the residents
with non medical activities of daily life (e.g., dressing, bathing, medication reminders,
organized activities, and companionship) in a residential setting. AFL believes that
this use will provide seniors and their families the benefits and comforts of in -home
residential care without the strain (on both the senior and their family) of family -home-
based care.
AFL's plan is to construct a total of ten (10) buildings in four (4) phases, with
the initial phase consisting of two (2) buildings (identified as Building 1 and Building 2
on the site plan at Tab 3). As illustrated by the site plan at Tab 3 and the architectural
plans at Tab 4, each building purposefully is designed to be residential in character. The
interior layout provides separate private bedrooms for each senior resident (up to six on
each side and up to twelve per building) and offers common area facilities such as the
kitchen area, dining area and sitting area as well as the caregiver's area (each side of a
building also will have an on -site caregiver 24 hours per day).
If approved, AFL plans to begin development of the Legacy Cottages this summer.

SUMMARY OF "GREEN" ELEMENTS
THE LEGACY COTTAGES
The Legacy Cottages will be built by Adult Family Living, Inc. (AFL) utilizing many design
features that are environmentally conscious and low impact. In addition to constructing the
homes, AFL also intends to manage the homes long term and as such, AFL believes these
features will create a more sustainable investment in the community.
Site Design
Best Management Practices for stormwater.
Native landscaping.
Pedestrian and vehicular connectivityto adjacent sites including the incorporation
of bicycle parking accommodations.
Building Design
CFLs (Compact Fluorescent Lights) throughout the homes (light bulbs will be
properly recycling through AFL's maintenance program as they expire and are
replaced).
The on -going recycling of materials.
Skylights are incorporated to allow for natural light into the interior spaces of the
buildings that do have access to windows.
Windows are operable for cross ventilation and light.
Windows are Energy Star rated for insulation value to minimize the use of HVAC
units for climate control.
High- efficiency HVAC systems.
Energy Star rated appliances.
Blow -in cellulose insulation for higher R values.
Low VOC paint for less release from the paint into the atmosphere.
Carpeting will consist of recyclable backing.
Water- efficient fixtures throughout the house, subject to ADA compliance.
Use of recycled materials in construction and fit -out.
Tankless water heaters are currently being evaluated to potentially incorporate.
This list is not inclusive and may be subject to change upon final building design and
feasibility analysis.

Based upon all the evidence presented by the Petitioner and upon the Department
Report of the Department of Community Services, dated, we determine that the
Development Plan complies with the Standards set forth in the Carmel /Clay Zoning
Ordinance.
We hereby approve the Development Plan as submitted with the following specific
