Docket No. 09050010 OA: Carmel SmartCode.
Adopt Article 3: CARMEL SMARTCODE as part of Carmel City Code, Chapter 10: Zoning Subdivisions. The
SmartCode contains new development regulations that will be in effect for the area of Carmel north of 116` Street and
bounded by US 31 and Keystone. Filed by the Department of Community Services, on behalf of the Carmel Plan
Commission.
Docket No. 09070013 Z: Carmel SmartCode Rezone.
The applicant seeks to amend the Official Zoning map of Carmel /Clay Township to include the proposed SmartCode. The
area included is north of 116 east of US 31, and west of Keystone Avenue. The zones to be added to the zoning map
include T l /Natural Zone, T2/Rural Zone, T3 -E /Sub -Urban Estate Zone, T3 -L /Sub -Urban Large Lot Zone, T3 /Sub -Urban
Zone, T4 /General Urban Zone, T5 /Urban Center Zone, T6/Urban Core Zone, and SD /Special District. Filed by the
Department of Community Services, on behalf of the Carmel Plan Commission.

Enclosed is a revised draft of the SmartCode in both Code and Word Redline formats. Numerous changes have
been made based on diligent review of comments and suggestions from the Subdivision Committee, public and
staff. Some of the more significant amendments include:
SmartCode will no longer be optional in other parts of Carmel or Clay Township, resulting in
a. The elimination of the Sector Plan (formerly Article 2). The SmartCode area is all considered an
infill area.
b. T3 E and T3 L zones have been eliminated; they were a translation of existing S -1 and S -2
Residence Districts which do not exist in the SmartCode area.
Overlay Districts have been integrated into Table 14
Sustainabilty Tables have been added as Tables 18 -22

"Appropriate Transitions" language has been included in the definitions to prescribe how different
Transect Zones address one another when they meet.
The Approval Process for Smart Code projects will remain the same in terms of Plan Commission vs.
Administrative (DOCS) approvals. However, the Committee suggested that a plan or timeline be set
forth to turn over approvals to staff once the Smart Code has been in place and at such time the PC feels
more comfortable.
SMARTCODE REZONE (MAP):
Several changes were also made to the Transect Map, including:
Revised Colors
Elimination of Special Districts (formerly identified in M3 and Meijer Store) in favor to individual T-
Zones.
Identification of Old Town District and recognization of the existing commercial uses in homes along
North Range Line Road.
Identification of T1 as Preserve.
Addition of Pedestrian Shed boundaries /metrics.
PUDs have been shaded as corresponding T- zones; however, PUDs are still in place.
