Docket No. 09090017 OA: 116th and College PUD (116th Street Centre, Ph 2) The applicant seeks approval to amend Ordinance Z- 484 -05: 116th Street Centre Planned Unit Development (PUD). The site is located at the northeast comer of 116th St. and College Ave. and is zoned PUD. Filed by Steve Hardin of Baker Daniels, LLP for J.C. Hart Company, Inc. The petitioner requests text amendments and conceptual site plan changes to the 116th Street Centre Planned Unit Development District (PUD) to permit the development of a $20 million apartment home community. The PUD currently permits attached townhomes (maximum 80 dwelling units and maximum building heights of 50 -ft) and retail and office uses. The amendment, if approved, will allow apartment uses (maximum 196 dwelling units and maximum building heights of 60 -ft) within the northern 6.75 acres and establish development and architectural standards for those uses. If approved, J.C. Hart plans to file its DP /ADLS applications to begin construction in 2010. The Dept of Community Services (DOCS) is working with the petitioner on a project layout that will not preclude an east -west road (117 Street) between Guilford Rd. and College Dr. (and which will facilitate connections with adjoining property /street network). Uses adjacent to the residential portion of the site include planned retail and office to the south along 116 Street, retail and office to the east, office uses to the west and north, and townhomes to the northeast. This item appeared at the October 21 Technical Advisory Committee meeting where there were no concerns with the ordinance amendment; future plans will be reviewed when the petitioner submits the construction plans associated with the DP ADLS applications for the site plan and building designs. Several members of the townhome development just north of the subject site do have a few concerns, mostly about connectivity and screening. Letters have been forwarded on to the committee members. Please refer to the petitioner's informational packet for more detail. Outstanding review comments: 1. The Planning/Zoning Dept. would like to see an east -west road (117th Street) between Guilford Rd. and College Dr., which will facilitate connections with adjoining property /street network. The Dept of Community Services (DOCS) recommends that this item is forwarded to the Dec. 15 Plan Commission meeting with a favorable recommendation, only after all comments /concerns are addressed.
