1. Docket No. 09090018 CPA: 96 Westfield Subarea Plan Comprehensive Plan
Amendment
The applicant seeks approval to amend the Carmel Clay Comprehensive Plan (C3 Plan 2009), to adopt
Land Classifications and a Subarea Plan for the 96th Street Westfield Boulevard Special Study Area,
which is located south of 99th St. north of 96th St., east of the Monon, and west of Keystone Pkwy.
Filed by the Department of Community Services, on behalf of the Carmel Plan Commission.
DESCRIPTION: As you recall, the C3 Plan was adopted last year with several locations designated as "Areas
for Special Study" per the Land Classification Plan Map. The function of this amendment is to update the Land
Classification Map and to adopt a Subarea Plan for the area surrounding 96 Street and Westfield Boulevard for
inclusion in Part 5: Critical Corridors and Subareas of the C3 Plan.
PROPOSED PLAN: Please view the revised informational packet for further detail. Within the info
packets are two copies of each of the following:
Proposed changes to the Comprehensive Plan, including the 96 Street and Westfield Boulevard
Subarea
Proposed Land Classification Plan Map (pg 45 of the C3 Plan)
Proposed Thoroughfare Plan Map (pg 63 of the C3 Plan)
One copy is a clean version of the proposed changes, and the second copy shows the changes that have been
made since this plan was first introduced to the Plan Commission back in October of 2009.
BACKGROUND: Since the initial Plan Commission meeting in October of 2009, the 96 Street Westfield
Boulevard Subarea Plan was reviewed at 3 Special Studies Committee meetings. Many revisions were made
based on public and committee input. At the January 5 committee meeting, the proposed amendments
were given a 5 -0 favorable recommendation. The following is a brief list of some of the major changes made
at the committee level:
Removed the conceptual location of the green buffer area from the Subarea Plan Map and replaced it
with a "Transition" area to clarify that the "buffer" is not a set line it is meant to be conceptual,
indicating that an effective buffer should be established in any proposed redevelopment design
Removed the use of "2 lots and 3 lots deep" when discussing where redevelopment should occur and
instead reference the "Transition" area shown on the Subarea Plan Map.
Terminated Kittrell Dr, Lincoln Blvd, and Maple Dr with cul -de -sacs
Changed the street classification of 96 Street from Primary Arterial to Primary Parkway on the
Thoroughfare Plan Map; applicable to the segment between Westfield Blvd and Haverstick Rd
Revised the Land Classification Map to show that residential areas along Westfield Blvd. can be
redeveloped into higher density residential uses and to show the proposed "Aramore PUD" as an Urban
Residential classification
Removed areas that overlap the 96 Street and Westfield Boulevard Subarea Plan on page 89 of the C3
Plan
The Department of Community Services (DOCS) recommends that the Plan Commission forwards this
item to City Council with a positive recommendation.
