Docket No. 09090018 CPA: 96 Westfield Subarea Plan Comprehensive Plan Amendment The applicant seeks approval to amend the Carmel Clay Comprehensive Plan (C3 Plan 2009), to adopt Land Classifications and a Subarea Plan for the 96th Street Westfield Boulevard Special Study Area, which is located south of 99th St. north of 96th St., east of the Monon, and west of Keystone Pkwy. Filed by the Department of Community Services, on behalf of the Carmel Plan Commission. PROPOSED PLAN: Based on the December 1S Special Studies Committee meeting, several changes have been made to the proposed 96 Street Westfield Boulevard Subarea Plan, which are reflected in purple in the attached draft. Previous changes are still shown in red on the draft. The following is a brief list of the most recent changes: Removed the word "Commercial" from the Buffer Stable Neighborhoods from Commercial Redevelopment subheading. Reworded the text within the Buffer Stable Neighborhoods from Redevelopment Subheading to state that any areas of redevelopment should be buffered from existing neighborhoods. The conceptual location of the green buffer area will be removed from the map. It will be replaced with a "Transition" area. The text still states clearly that a buffer must be installed and be effective. "Transition" has been described within the text of the document. Changed the words "Between Wild Cherry Lane and Haverstick" to "Near Wild Cherry Lane" in the title of the cross section illustration. Updated the Conceptual Cross Section for Haverstick Rd. and Wild Cherry Lane to reflect the map and text amendments to include the "Transition" area. Instead of using the term "2 lots and 3 lots deep" the Subarea Plan Map (i.e. the purple shaded area) will be referenced. Revised the Land Classification Map to show the proposed "Aramore PUD" as an Urban Residential classification. Changed any reference of "Parkway Arterial" to "Primary Parkway." On page 89 in the C3 plan, areas that overlap the 96 Street and Westfield Boulevard Subarea Plan will be removed. Items mailed to Committee members last week are: Proposed changes to the Comprehensive Plan, including the 96 Street and Westfield Boulevard Subarea Proposed Land Classification Plan Map (pg 45 of the C3 Plan) Proposed Thoroughfare Plan Map (pg 63 of the C3 Plan) The Department of Community Services (DOCS) recommends that the committee votes to send this item to the January 21 Plan Commission meeting with a favorable recommendation.
