A quick review of Gary's comments indicates that 1 through 14 and 16 have been responded to, but not all have been resolved as the response to comments 5, 6, 14, and 16 is: "This comment will be addressed by the client's attorney." There was no response to comment 15. In response to comment 9, the Department of Engineering received a request for a variance from Mr. Fleming. Guilford Rd. Eric, I am uncertain what the overall point of this calculation is. Technically, in nature trees grow within inches of each other with great success. Obviously, society tries to maintain a distance between trees and depending on the species 20' between trees is not unrealistic. If I do my math right this would encompass the 54 trees per .5 acre. Fortunately, there are alternatives to planting all the trees on site, like planting them adjacently off -site ect. Hopefully this will not need to be an issue. From what I see with the latest landscape plan I am unaware where there is a problem with too many trees on the site. In all actuality, the City of Carmel would like to have all existing trees remain and any landscaping changes needed would only affect the proportionally small area of the site where additions and construction are taking place. We do not desire any changes to any of the perimeter landscaping outside of your requested building construction limits. Hopefully, this answers your question. PS. Scott Brewer the Environmental Planner will be back at work starting on Monday. He will be the one to contact on any plan review questions from here on out. I will of course relay any conversation and thoughts that we have had. I have reviewed the drawings submitted November 20, 2009 and offer the following comments: URBAN FORESTRY REVIEW COMMENTS 1) After reviewing the site, I have found discrepancies with what existing trees are on the site compared to what existing trees are shown on the plan C100. All three berms show a lesser count of existing trees on the plan as compared to the actual site. Please provide an updated and accurate Sheet C100 noting these discrepancies. 2) The Park Place PUD District requires that the developer shall conserve existing trees. With that, I would like to have the existing trees that are outside any construction limits saved. This particularly details the west berm and the south berm. If it is decided that removing the berms are an essential part of the construction process, tree replacement shall occur to mitigate the size and quantity of the existing trees. Angie explained correctly where we ended up, in that the pole barn is an accessory structure which is clearly subordinate to the main building, not part of a complex where the buildings are designed to act together as a whole. It may not take a lot of additional investment in order to re -work the building /site so they look and function as more of a unit. And prior to that, Mike consulted with the Plan Commission attorney. The way the definition of multi tenant building complex is read, the two buildings have to be primary buildings and not an accessory building. That was the result of conversations at the staff meeting last Monday. However, if you can bring plans to us that show the accessory building being used as a primary building, such as with an additional tenant located in the easternmost building that is not located in the western primary building, additional paved parking, and some exterior color /material upgrades that match the proposed upgrades to the westernmost building, then we can permit additional signage. But as of now, we have not seen revised plans for that accessory structure, and cannot permit the additional signage for that building, or the additional multi- tenant ground sign, without a variance. The proposed sizes are correct, so long as the tenant spaces are exactly as shown. There is one instance on the south elevation where they show two tenant signs for one tenant space (farthest sw). This would only work if there are actually two tenants there. I know they're probably just showing what could be there...but based off the floor plan as shown it would not work. If they could add to the sign criteria: no raceways, limit the colors to three plus black and white, logos are limited to 25% of the total sign area but are not restricted in color, and sign width cannot exceed 80% of the storefront width. They have presented two ground signs and wall signs for all the tenants. They will not be able to do this. Since they are on two street frontages, they can have wall signs for the tenants and one ground sign with all tenants represented on the sign. They do have the option of having the ground sign and the wall signs face the same frontage, but I would recommend having the sign at the sw corner (diagonal to the street intersection) of the site to most effectively utilize the ground sign. If there is concern over entrance identification, they could have small (3 sq. ft. and 3' tall) directional signs to identify the entrance /exits. As for design of the building, I think the awning on the west elevation seems out of place. Also, the colors seem very similar (muted). Are there going to be different accent colors? Like white at the top of parapet? Lastly, what kind of screening are they going to provide to block the north view? I can imagine when the retirement community goes in there, looking at garage doors, it will be an issue. Let me know if anything needs clarification. Overall I think this will be an improvement to the site.
