Altman Pond The applicant seeks the following special use approval: Docket No. 10020016 SU Appendix A: Use Table Artificial pond, not platted. The site is located at 1769 East 106 Street on 3.4 acres and is zoned S2 /Single family residential Filed by Christine Crull Altman, owner. 4 ,1e, General Info: The petitioner would like to construct a pond, for 4 4 drainage and buffering purposes, on a 3.4 -acre site composed of four P g parcels. Surrounding uses are residential. T w 1 Analysis: The petitioner would like to construct a pond at the an, northern edge of the site to serve as a sound wall for the s I expansion of 106` Street. The pond would also provide for drainage, and enhance the appearance of the site It is unlikely 41, to have any impact on adjoining residences. A Findings of Fact: Special Use Amendment as 1. The premises in question is particularly physically suitable for the proposed Special Use because: the fif pond would serve the subject site only, and would improve noise buffering and aesthetics. 2. The Special Use will not injuriously or adversely affect economic factors, such as cost /benefit to the community and its anticipated effect on surrounding property values because: the pond would serve the subject site only, and would improve noise buffering and aesthetics. 3. The Special Use will be consistent with social/neighborhood factors, such as compatibility with existing uses and those permitted under current zoning in the vicinity of the premises under consideration and how the proposed Special Use will affect neighborhood integrity because: the pond would serve the subject site only, and would improve noise buffering and aesthetics. 4. The Special Use will not injuriously or adversely affect the adequacy and availability of water, sewage and storm drainage facilities and police and fire protection because: utilities are in place at this site, and it will not require additional infrastructure. 5. The Special Use will not adversely affect vehicular and pedestrian traffic in and around the premises upon which the Special Use is proposed because: the pond would serve the subject site only, and would not impact adjacent roadways. 6. The Board has reviewed the requirements of Ordinance Z-160, Section 21.03 (1 -26) as they relate to this Special Use, and does not find that those criteria prevent the granting of the Special Use: the pond complies with all criteria. Recommendation: The Dept. of Community Services recommends positive consideration of Docket No. 10020016 SU after all concerns have been addressed.
