The applicant seeks to amend the Carmel/Clay Comprehensive Plan in order to
incorporate the 96 Westfield Neighborhood Plan.

The Department of Community Services, as the land use planning agency for all of Clay
Township, sees the development pressures this planning area is facing. Rather than being
reactive to piece -by -piece development proposals, the Department initiated a planning process,
which seeks to have in place a conceptual neighborhood land use plan to guide development and
infrastructure, should it be proposed through the private market.
Over the past several months, the Department of Community Services has been engaged in an
effort to create a neighborhood plan for the area near 96 Street and Westfield Boulevard. As
part of the planning process, two neighborhood meetings were held at Hope Church in August
2005, each with hundreds of citizens in attendance. The neighborhood meetings included
presentations outlining several key issues and opportunities, summarizing some best
development practices and introduction of conceptual plans. The public was given time to ask
questions and make comments regarding their desires for the neighborhood and its conceptual
plan.
To assist the department in fine- tuning the plan, a fifteen- member steering committee of area
residents was assembled, and, with the help of their input over the course of several steering
committee meetings, the Department made modifications to the conceptual plan. In February
2006, the revised land use plan was presented at another Hope Church neighborhood meeting.
The plan is now before you as a proposed amendment to the Comprehensive Plan. Please review
and comment on the Neighborhood Concept Plan, which outlines planning background and
recommendations for this area's future development. You may review some of the history of the

There were several questions posed at the public hearing on March 21 which the Department
looks forward to discussing further at Committee. However, there are a few items we feel should
be clarified:
PLAN IMPLEMENTATION. It is not the City's intent to buy any houses to implement
this plan. The private market has continually shown interest in this area, and we do not
anticipate this to change. The adoption of a plan for this area will serve as a guide for the
private market and the neighborhood, instead of a piece -by -piece approach. The
implementation of a plan will take place by the private market, if and when it assembles
land, and upon proper approvals by the Plan Commission.
STEERING COMMITTEE. There were several comments and questions about public
participation, particularly the makeup of the steering committee. Given the public's
interest in the plan by the attendance at the neighborhood meetings, the Department felt
that a steering committee would be beneficial in fine- tuning a plan. Residents interested
in serving on the steering committee were asked to come forward with their contact
information after one of the Hope Church meetings. The response was overwhelming;
nearly 40 residents expressed interest in serving. In an effort to maintain a manageable
committee size, the Department limited the group to fifteen. We chose participants based
on geographic location, and felt that the group represented an even distribution of
residents in and around the study area. All steering committee meetings were open to
attend, and in most cases, non committee members in attendance were included in
discussions.
URBAN DESIGN INITIATIVE CIVIC DESIGN. There were several references to
Civic Design, and the Carmel Urban Design Initiative. As the Commission knows, the
Department recently published Civic Design, which outlines several guiding design
principles for Carmel's Central Core principles which generally have been supported by
the Mayor, Council and Plan Commission. In addition to serving as a discussion piece,
the intent of Civic Design is to serve, as an organizational tool for future planning So,
even though the Urban Design Initiative is separate from this neighborhood planning
process, we used the design principles as a foundation for this plan, including promoting
a comfortable variety of housing types, walkable centers and open spaces.
The Department recommends that the Subdivision Committee forward this item back to
the full Plan Commission with a positive recommendation after all comments and concerns
are fully addressed.
