CARMEL /CLAY PLAN COMMISSION
SUBDIVISION COMMITTEE
TUESDAY, NOVEMBER 12, 2002
The Subdivision Committee met in the Caucus Rooms of City Hall on November 12, 2002. Members
in attendance: Stephanie Blackman, Dave Cremeans, Wayne Haney, Ron Houck, Norma Meighen,
Maureen Pearson.
DOCS Staffin attendance: Laurance Lillig.
The Subdivision Committee considered the following items:
1. Docket No. 122 -02 Z; Manor Healthcare Corporation (Rezone)
The applicant seeks to rezone 4.321 acres to the OM/MF (Old Meridian Multi Family) zone
designation. The site is generally located south of 131 Street between Old Meridian Avenue
and Pennsylvania Street. The site is zoned OM/SFA (Old Meridian Single Family Attached).
Filed by Paul G. Reis of Drewry Simmons Pitts Vornehm, LLP for Manor Healthcare
Corporation.
Paul Reis, attorney, Drewry, Simmons, Pitts Vornehm appeared before the Committee
representing the Edward Rose Properties for Manor Healthcare Corporation. Also in attendance:
Steve Harman, John Houchen, and Mark Monroe.
The Manor Healthcare owns undeveloped property around the Summer Trace Facility; in
addition, there are two lots on Main Street under contract. This particular piece of property is
zoned single family attached and generally follows the Grand Boulevard. The properties lie within
two different districts. Edward Rose is attempting to rezone the property to multi family so that
it can be developed in conjunction with the remainder of the multi family property. Eventually,
the applicant will return to the Plan Commission and file for ADLS review and approval for the
entire site.
The proposed re -zone would be a consistent use. The intent of the development is to continue
within the guidelines of the Old Meridian Zone to maintain the character of the district and change
the use from single family to multi family. It would be unusual for this small piece to be carved
out and developed by two different developers.

Department Report, Laurance Lillig: The rezone is looked at as a logical step toward the Old
Meridian Plan in this area. The petitioner will submit an ADLS application and be prepared to
fully comply with the Old Meridian Plan as stated in the Ordinance and Comprehensive Plan for
the area. At this point, the plan is conceptual and some tweaking needed. The Department is
recommending this item be forwarded to the full Commission with a favorable recommendation
after all comments and concerns have been addressed.
Dave Cremeans said he had no problem in looking at this as a rezone only.
Ron Houck commented that this is a rezone only, not a Development Plan or ADLS connected
with it at this time.
Laurance Lillig asked that the Committee focus on the appropriateness of use and the broad scope
of the site plan. The intent of the Old Meridian District was to have the single family attached
border the entire district with the multi family behind it. As a part of the rezone, the Committee is
also considering the master plan for the Old Meridian District.
Ron Houck: Any plans for buffering single family from Summer Trace?
Paul Reis: None other than the buffer proposed; there is also a natural ridge barrier.
Wayne Haney noted that the Grand Boulevard matches the master plan for the entire area.
Ron Houck made formal motion to forward Docket No. 122 -02 Z, Manor Healthcare
Corporation Rezone) to full Commission with a positive recommendation, seconded by
Stephanie Blackman, Approved 6 -0.
2. Docket No. 123 -02 PP; Clay Creek Overlook (Primary and Secondary Plats)
The applicant seeks approval to plat a 1 -lot residential subdivision on 1.006± acres. The
site is located at the east end of Redgold Run adjacent to High Grove Subdivision. The
site is zoned S -1 /Residence Estate.

Inc.
Dennis Olmstead of Stoeppelwerth Associates appeared before the Committee on behalf of the
applicant. Also in attendance: George Geiger, Shamrock Builders.
The petitioner is requesting approval to plat a one -lot residential subdivision that borders Clay
Creek on the northeasterly side of the lot. Right -of -way has been provided for access onto
Redgold Run. The lot is included within the covenants for High Grove and will utilize the utilities
in High Grove.
Department Report, Laurance Lillig: Laurance said that proposal is now known as High Grove
Section III, formerly Clay Creek Overlook. The Department is recommending that this item be

forwarded to the full Plan Commission with a favorable recommendation after all comments and
concerns have been addressed.
Dennis Olmstead clarified that there is no intention at this time to further sub divide.
Maureen Pearson made formal motion to forward Docket No. 123 -02 PP, High Grove Section III
to the full Commission with a favorable recommendation, seconded by Ron Houck approved 6 -0.
3. Docket No. 39 -02 OA, 40 -02 OA
Amendments to the Carmel/Clay Zoning Ordinance
Use Table Adoption Definitions Amendment (Text Amendments)
The petitioner seeks to make amendments to the structure of the Ordinance relating to
uses, add definitions and group all definitions into Chapter three of the Ordinance.
Filed by the Department of Community Services.
Laurance Lillig facilitated discussion and review of the Definition section of the Amendment to
the Use Table Adoption Definition Amendment.
Continued to the December Committee meeting.
There was no further business to come before the Committee and the meeting adjourned at 8:35
PM.
