CARMEL /CLAY PLAN COMMISSION
SPECIAL STUDY COMMITTEE
APRIL 9, 2002
The Special Study Committee met on April 9, 2002 at 7:00 PM in the Caucus Rooms of City Hall,
Carmel, Indiana. Members present were: Jerry Chomanczuk, Leo Dierckman, Nick Kestner, Dianna.
Knoll, Pat Rice, Paul Spranger, and Wayne Wilson.
DOCS Staffin attendance were Michael Hollibaugh, Director, and Jon Dobosiewicz.
1. Docket No. 165 -01 ADLS Amend; Lanter Eye Care Laser Surgery Signage ADLS
Amendment
Petitioner seeks Architectural Design, Lighting Signage approval for a new sign. The
site is located at 10610 North Pennsylvania Street. The site is zoned B -5 /Business and is
within the US 31 Meridian Street Overlay Zone.
Filed by Lisa Bohn of Premier Sign Group.
This petitioner was not readily in attendance and this item was moved to the end of the Agenda.
2. Docket No. 154 -01 ADLS Amend; Carmel McDonald's Ground Sign
Petitioner seeks Architectural Design, Lighting Signage approval to replace an existing
sign. The site is located at 750 East Carmel Drive. The site is zoned B -8 /Business.
Filed by Chris Golden of GSW Lighting for McDonald's.
Moved to the end of the Agenda.
3. Docket No. 163 -01 ADLS Lot 1 of Merchants' Pointe, Forum Credit Union
Petitioner seeks Architectural Design, Lighting, Landscaping Signage for a Financial
Institution. The site is located at 2359 East 116 Street. The site is zoned B -8 /Business.

Jim Shinaver of Nelson Frankenberger appeared before the Committee representing the
applicant. Also in attendance were Bryan Crum of Forum Credit Union, Tom Martin of Martin
Construction, Steve Robinson of Browning, Day, Architects, Corey Meyer of Weihe Engineers,
Barbara Eden of Carson Design, and Buddy Hennessee on behalf of The Linder Co.
This item had public hearing in February, 2002 and Special Study Committee review on March 5,
2002 for ADLS approval. During the March committee review, significant comments and

concerns were received regarding the architectural design of the building. The comments were
beneficial and resulted in the re- design of the building from its original concept. Cast stone has
been added around the base of the building, similar to those buildings on the north side of 116
Street. The blue brick band has been eliminated and the low -slope arch has been maintained in
keeping with other buildings in the existing complex. Blue awnings have been added to most of
the windows consistent with Borders and Blockbuster in both color and fabric. The cornice has
been articulated to add detail, and the massing has been revised for more differentiation along the
facade, especially on the north and west elevations. The materials are the same brick as the
Borders building and the windows are the same champagne -color metal as the Borders store. The
west elevation of the building was shown incorporating the changes.
There will definitely be a drive through ATM machine. There may also be a walk -up ATM
machine in the future if the need dictates. The east elevation of the building shows a small
window that could be converted to a walk -up ATM.
The petitioner is not seeking a ground sign at this time. There will be two wall signs on the
building: one on the north elevation, one on the west. The color scheme is blue (the
"Forum" portion and the small logo) the trade union portion of the sign would be white. All of
the letters would be individually mounted, the logo in the "Forum" would be internally
illuminated, however, the trade union portion of the sign will not be internally illuminated.
Paul Spranger suggested the body of the ATM machine pick up the base color of the beige stone
that is part of the building.
Pat Rice asked about lighting for the ATM, the drive through and the possible walk -up. Steve
Robinson responded that a walk -up ATM typically has a light that is part of the machine, within
the frame, that illuminates the front, and this would be the only lighting. The drive through
machine itself would have a canopy and would illuminate the machine.
Laurence Lillig asked about the view from the west along 116 Street. Mr. Robinson said
rather than leave the front open, the cornice piece will be continued around and the coloring
will be consistent rather than seeing the back of a false facade. Mr. Robinson agreed to submit a
rendering showing the changes.
For clarity, Paul Spranger specified the final cornice will continue for the purpose of trying to
create continuity for the two, adjacent buildings within the site line, both east and west bound on
116 Street, particularly as it is widened and redeveloped. Mr. Robinson agreed to update the
elevations so there would be no question.
Regarding the signage, Jim Shinaver displayed the colors of the logo and the most recent sign
treatment —both signs are 22.5 square feet each and allowable under the Sign Ordinance.
Nick Kestner did not like the "box" effect— essentially it is an internally illuminated box.
Paul Spranger commented that if there is a way to create a "cutout," it could be a real classy, logo
element if it is not just in a typical sheet metal box that everyone else uses. The illumination in the

individual letters should be muted to a degree so there is no glare. A "hot sign" will not be
needed because of the illumination from 116 Street traffic lanes. The sign company could do
some creative things. The petitioner volunteered to contact the sign company.
Laurence Lillig thought that enlarging the logo would help.
Pat Rice commented the box should be the same height as the letters otherwise it would look
odd.
Jim Shinaver asked if they could continue with the approvals and come back for this particular
unit, since it would be the last element to be put into place.
According to Wayne Wilson, the building design looks good, but the sign is akin to a gas pump
sign.
The petitioner will go forward with the building and return to the May Committee for the sign
design.
Pat Rice moved to recommend approval to the full Commission on Docket No. 163 -01 ADLS,
Lot 1, Merchants' Pointe, Forum Credit Union, with the exception of the ATM building. The
motion was seconded by Paul Spranger and approved 7 -0.
4. Docket No. 13 -02 ADLS Amend; Pier 1 Imports
Petitioner seeks Architectural Design, Lighting, Landscaping Signage Amendment
approval in order to alter the architectural design approved as part of Docket No. 111 -87
ADLS. The site is located at 715 East Carmel Drive. The site is zoned B- 8/business and
is located within the SR 431/Keystone Avenue Overlay Zone.

Glenn Golson, Jr. appeared before the Committee representing the applicant. The entrance
element has been removed and another cornice element has been added for balance and aesthetics.
Regarding the site, the sidewalks and pedestrian walks have been added, and the planters have
been included at the front. The landscape design has been submitted to Scott Brewer and found
to be acceptable.
According to Pat Rice, the shrubbery along the fence line needs to be cleaned up. It is the State's
responsibility; however, the petitioner can also clean up on his side of the fence.
Laurence Lillig said the Department had not received the correct sign.
Paul Spranger asked for the "signature awning" for the Merchants' Square complex. With a
minimal investment and given the traffic and the high visibility location of Pier One, the awning
will quickly identify the main entrance.

Paul Spranger moved for the approval of Docket No. 13 -02 ADLS Amend, Pier 1 Imports, as
modified by the petitioner to include the dark navy blue awning over the main entrance and final
review acceptable to the DOGS. The motion was seconded by Pat Rice and APPROVED 7 -0.
5. Docket No. 29 -02 ADLS Amend- The Lakes at Hazel Dell, Subdivision Sign
Petitioner seeks approval to amend their Architectural Design, Lighting, Landscaping
Signage for a subdivision sign. The site is located at the intersection of Hazel Dell Parkway
and Dellfield Boulevard. The site is zoned S -1 Residential.
Filed by Joseph M. Scimia of Baker and Daniels for Drees Premier Homes, Inc.
Joe Scimia, attorney with Baker and Daniels appeared before the Committee on behalf of the
applicant. The petitioner is proposing to erect individual bronze letters on an existing wall at the
entrance to the Lakes at Hazel Dell Subdivision. Previously, a variance was obtained from the
Board of Zoning Appeals to erect suspended signs at the entrance to the Lakes at Hazel Dell
Subdivision. There are actually three neighborhoods within the Lakes at Hazel Dell being
developed by Drees, originally under Zaring Homes.
The residents of Hazel Dell felt there should be better identification of their subdivision from
Hazel Dell Parkway. It seemed to be a problem for those persons coming to the development to
locate homes within the subdivision, home deliveries, etc. Currently, the projected signs are 140
feet from the entrance and relatively small; therefore, they do not provide a clear identification for
the subdivision. Drees is requesting placement of 8 inch, individual letters on the northeast corner
and the southwest corner on existing walls at the Subdivision entrance to help provide additional
identification. There are still concerns by some of the neighbors that the 8 inch letters will still not
adequately identify the subdivision, and they are concerned that we will be back again.
Mr. Scimia requested that this item be tabled for 30 days in order for a better proposal to be
presented to the Committee.
Dawn Barnett of Drees Premier Homes stated that there are 4 more sections to develop, probably
120 more homesites to sell.
Docket No. 29 -02 ADLS Amend, The Lakes at Hazel Dell Subdivision Sign was tabled to the
May meeting.
6. Docket No. 30 -02 ADLS Amend; Fazoli's
Petitioner seeks Architectural Design, Lighting, Landscaping Signage Amendment
approval in order to alter the architectural design approved as part of Docket No. 43 -96
ADLS Amend. The site is located at 465 East Carmel Drive. The site is zoned B-
8/business.
Filed by Mark Naylor of The Robert's Group for Fazoli's Systems, Inc.
Mark Naylor of The Robert's Group appeared before the Committee for Fazoli's. Mr. Naylor
reported that the temporary storage facility has been removed from the premises. The current
request includes the construction of a permanent storage structure to match the existing building
and be a part of the refuse area. The shed would be stucco, 8X12, painted and finished to match

the existing building.
In addition, a brick base will be installed under the monument sign. The previous building was a
tan color with red, white, and green striped awnings; this has been changed to a brighter color
(terra cotta).
Leo Dierckman said the building looks much better without the awnings.
Laurence Lillig: the Department suggested the monument sign be wrapped around the sides of the
oval so that it is setting in a base. The only elevation the Department has an issue with is the
awnings. The dumpster enclosure was not discernable on the elevations.
Mr. Naylor said the enclosure has not yet been built, but it will be and it will look consistent.
Pat Rice took exception to the color of the building—if the color is not acceptable to the
Committee, it should be changed.
Jerry Chomanczuk said the actual entrance to the building faces the car wash next door. The
entrance is unclear. Mr. Naylor responded the entry was the original design at the time Rocky
Rococco occupied the building.
There was discussion among the Committee regarding the color—it is pretty much the same as
Hunters Glenn Apartments, and the Macaroni Grill. According to Paul Spranger, the problem
was a clash in the colors. The awnings are definitely a problem.
Mr. Naylor was asked to bring in samples of the existing colors and some color chips.
Docket No. 30 -02 ADLS Amend, Fazoli's, will return to Special Study Committee on May 14,
2002 at 7:00 P.M.
7. Docket No. 34 -02 ADLS Amend; West Carmel Retail Center 106th Street Grill
Petitioner seeks Architectural Design, Lighting, Landscaping Signage Amendment
approval in order to construct a fence to enclose an outdoor dining area. The site is
located at 4335 West 106th Street. The site is zoned B- 3/business.

Robert Garcia, owner of 106 Street Grill, appeared before the Committee requesting approval to
construct a fence to enclose an outside dining area. The fence is black aluminum; the area is
17X36 feet on the southwest corner of the restaurant. The fenced area will not only enhance the
restaurant but will be a safety factor for families with small children dining outside.
The tables will be used primarily in the spring and summer. Mr. Garcia displayed a picture of the
proposed fence.
Laurence Lillig reported the Department has no objection to the fence. There is an issue with the
banner presently displayed that is in violation of the sign ordinance —the banner must be removed.

The advertising on the umbrellas in the past has been an issue for the Plan Commission.
Mr. Garcia will remove the banner and will not replace with any other. Mr. Garcia will commit to
no advertising on the umbrellas. There will be a total of 12 tables in the fenced area, seating for
48. There is no problem with access to the fenced area; it does not protrude into the sidewalk.
Pat Rice moved for approval of Docket No. 34 -02 ADLS Amend, West Carmel Retail Center,
106 Street Grill, conditioned upon the removal of the banner and no advertising on the
umbrellas. The motion was seconded by Jerry Chomanczuk and APPROVED 7 -0.
Paul Spranger exited the meeting at this point.
8. Docket No. 35 -02 ADLS Amend; Steak'N Shake
Petitioner seeks Architectural Design, Lighting, Landscaping Signage Amendment
approval in order to construct an 875 square foot building addition. The site is located at
635 East Carmel Drive. The site is zoned B- 8/business.

Joe Chambers, senior manager of architecture and engineering for Steak `N Shake, explained that
the proposed change is a very simple addition to the existing building. The rear appearance of the
building will be changed. Originally, the addition was planned for later in the year; however, the
freezer /cooler died and it became an emergency situation, and it was easier to do the construction
all- inclusive. The building will be stucco texture to match the existing.
Pat Rice moved for the approval of Docket No. 35 -02 ADLS Amend, Steak `N Shake. The
motion was seconded by Wayne Wilson and APPROVED 6 -0. (Paul Spranger was out of the
room when the vote was taken)
9. Docket No. 36 -02 ADLS Amend;
Hazel Dell Corner, Lot 5 St. Vincent Immediate Care Sign
Petitioner seeks Architectural Design, Lighting, Landscaping Signage Amendment for a
wall sign. The site is located at 13250 Hazel Dell Parkway. The site is zoned B-
3 /Business.

Paul Reis, attorney, 12358 Hancock Street, Carmel appeared before the Committee representing
the applicant. Also in attendance was Gary Everline of St. Vincent Hospital and Health Services.
The applicant is seeking approval for signage on the new, Immediate Care facility to be located in
the multi- tenant, medical office building at 13250 Hazel Dell Parkway.
Lot 5 is located just north of the intersection of 131S and Hazel Dell Parkway on the west side of
the street. The building layout is shown in the informational booklets; the site provides for a
building frontage of 73 feet—as shown in the book, the proposed identification signage is 56
square feet, composed of individual, internally illuminated blue lettering and the logo for St.
Vincent.

The hours of operation are 9 AM to 9 PM.
The Department is recommending approval of the sign.
Nick Kestner commented that it is important people understand when they are not open and
people get confused between immediate care and emergency.
Wayne Wilson moved for approval of Docket No. 36 -02 ADLS Amend, Hazel Dell Corner, Lot
5, St. Vincent Immediate Care Sign, conditioned upon Department review of the brightness of the
illumination. The motion was seconded by Jerry Chomanczuk and APPROVED 7 -0.
There was no representative for the Carmel McDonald's Ground Sign petition, and this item was
tabled to the May meeting.
There was no representative for the Lanter Eye Care Laser Surgery Signage petition. Pat Rice
moved to dismiss Docket No. 165 -01 ADLS Amend. The motion was seconded by Dianna Knoll
and APPROVED 7 -0.
There being no further business to come before the Committee, the meeting adjourned at 9:00
P.M.
