CARMEL /CLAY PLAN COMMISSION
SPECIAL STUDIES COMMITTEE
TUESDAY, JUNE 11 2002
The Special Study Committee met at 7:00 PM on June 11, 2002 in the Conference Room of the
Department of Community Services. Items for consideration were continued from the
Committee meeting of June 4, 2002.
Committee members present were: Leo Dierckman, chairperson; Jerry Chomanczuk; Nick Kestner;
Dianna Knoll; Pat Rice; Paul Spranger; Wayne Wilson
Jon Dobosiewicz was in attendance representing the Department of Community Services.
10. Docket No. 58 -02 ADLS Amend; Arbors of Carmel Villages of Providence Signage
The applicant seeks ADLS Amendment approval for a signage plan. The site is located at 382
Arbor Drive. The site is zoned M- 3/Manufacturing Park District.

Lynnette Williams with Buckingham Arbors, LLC, 333 North Pennsylvania Street, Indianapolis
46204 appeared before the Committee representing the applicant. Approval is being requested
for a signage plan for the Providence, formerly known as the Arbors of Carmel. The two
Providence communities will be formed as one. The former Arbors will be known as the Villages
of Providence.
There is a temporary ground sign at the entrance to the Villages of Providence on Carmel Drive.
Variances are being requested along Guilford to allow identification signs.
Jon Dobosiewicz reported for the Department. Approval is being recommended for the ADLS
amendment for the signs on Guilford. A variance is required for the sign on Guilford replacing
the existing sign.
Jon Dobosiewicz further reported that the sign permits that were issued were reviewed and
approved. The signage is consistent and conforms to the Ordinance. If there were a specific
design approved by the Plan Commission, under the PUD that was in place, this would have been
used in reviewing the permits.

Lynnette said that currently, there is no sign existing on Guilford. The previous owner never
received approval for the previous sign. There is a permanent sign at the corner of Old Meridian
and Carmel Drive.
Wayne Wilson said the sign should establish the identity of the complex; marketing should not be
allowed. The carriage house and 1,2,3 bedrooms should be eliminated.
The style of the sign in sign 2 should be identical in style to the sign in sign 1.
Wayne Wilson said he assumed the ironwork on the proposed sign would match up with the sign
existing at Old Meridian and Carmel Drive.
Paul Spranger moved to approve Docket No. 58 -02 ADLS Amend, Arbors of Carmel/Villages of
Providence Signage, subject to the following changes: Sign 91 as shown in the packet is
approved as shown; sign 92 has the following changes: a) the height is reduced to 8 feet from 10
feet; and b) the copy on the sign is limited to the sign shown as exhibit No. 1. The motion was
seconded by Pat Rice and APPROVED 7 -0.
11. Docket No. 73 -02 ADLS Amend; Marriott Suite Hotels Ground Sign
The applicant seeks ADLS Amendment approval for a proposed ground sign. The site is
located at 11895 North Meridian Street. The site is zoned B -6 (Business) and is within the
US 31/Meridian Street Overlay Zone.

Julie Christiansen of REI Investments, 11711 North Pennsylvania Street, Suite 200,Carmel
appeared before the Committee representing the applicant. ADLS approval is being requested for a
ground sign located at 11895 North Meridian Street.
Julie Christiansen distributed photographs of the site, the island with the buildings in the
background. Marriott has not yet given their final approval of the sign colors. Brick has been added
at the base of the sign, and REI is somewhat restricted as to what Marriott will allow.
Jon Dobosiewicz reported for the Department. There are two issues to go before the BZA: one is
the height of the sign, the other is the number of signs. The sign could be much better in design.
Springhill Suites and Marriott can decide for themselves who is on which side of the sign.
Pat Rice commented the sign is too tall, 7 feet, with only /z foot of brick. Pat suggested a double
wide sign with Marriott centered across the top.
Leo Dierckman suggested the petitioner go back to the drawing board and return to Committee in
July.
12. Docket No. 74 -02 ADLS Amend;
Indiana Farmers Mutual Insurance Company Ground Sign

The applicant seeks ADLS Amendment approval for a proposed ground sign. The site is
located at 10 West 106th Street. The site is zoned B -5 (Business) and is within the US
31/Meridian Street Overlay Zone.

Richard Hadley of Indiana Farmers Mutual Insurance Company, 10 West 106 Street, appeared before
the Committee representing the applicant. Approval is being requested for a ground sign at the
driveway entrance to the Insurance Company. Indiana Farmers Mutual has been at this particular
location over 30 years and the addition of the sign, together with the address, would be helpful for
identification purposes.
Department Report, Jon Dobosiewicz. The Department is recommending approval as presented.
Wayne Wilson moved for approval of Docket No. 74 -02 ADLS Amend, Indiana Farmers Mutual
Insurance Company Ground Sign, as presented. The motion was seconded by Dianna Knoll and
APPROVED 7 -0.
13. Docket No. 75 -02 ADLS Amend;
The Heart Center of Indiana and Medical Office Building Signage Plan
The applicant seeks ADLS Amendment approval of a sign plan including six proposed signs.
The site is located at 10580 and 10590 North Meridian Street. The site is zoned B -6
(Business) and is within the US 3I/Meridian Street Overlay Zone.

14. Docket No. 76 -02 ADLS Amend; C. P. Morgan Signage- Wall Sign
The applicant seeks ADLS Amendment approval for a proposed wall sign. The site is located
at 4670 Haven Point Blvd. The site is zoned R -5 (Residence).

Sherry Marchbanks of A Sign By Design, 5008 West 96 Street, Indianapolis 46238 appeared
before the Committee representing the applicant. C.P. Morgan is requesting a wall sign on the
building located at 4670 Haven Point Boulevard. The sign would be 33 '/2 square feet on the front
of the building, reverse channel, illuminated letters. The box is backlit.
Leo liked the look of the sign, but not the tagline" at the bottom; the Committee members
agreed.
Wayne Wilson moved for approval of Docket No. 76 -02 ADLS Amend, C.P. Morgan Signage,
Wall Sign, with the deletion of the "tagline" at the bottom. The motion was seconded by Pat
Rice and APPROVED 7 -0.
15. Docket No. 77 -02 ADLS Amend; Majestic Corner Plaza Building Entrances
The applicant seeks ADLS Amendment approval to modify the entrances of three buildings
from the elevations approved under Docket No. 135 -00 DP /ADLS. The site is located at 3701

West 97th Street. The site is zoned B -5 (Business) and is within the US 421/Michigan
Road Overlay Zone.

Ron Bussell, Pro -Med Lane, Carmel appeared before the Committee representing the applicant.
Majid Rastegar was also in attendance.
The applicant is requesting modification of the entrance on three buildings to allow the ability to
install another window in the third story, lobby area. The three buildings face one another, and by
modifying the entrance, it would be a visual distinction for clients. All of the entrances fit within
the Georgian style.
Department Report, Jon Dobosiewicz. The buildings were reviewed and approved by the Plan
Commission at the time of the Development Plan/ADLS submission. The petitioner has made the
changes, and it was brought to their attention upon a building inspection that the elevations were
identical to what was approved by the Commission. The modifications are perhaps an
improvement over what was originally proposed.
Wayne Wilson agreed that the modifications are an improvement.
Pat Rice asked why the changes were made first, and then permission requested to make the
changes.
Majid Rastegar explained that at the time, a mistake was made in the gable and this was corrected
and the addition of the window was the end result.
Jerry Chomanczuk said it was a serendipitous mistake and he was happy with the result.
Leo Dierckman said he could "live with the change," but cautioned the petitioner that if there are
any other items that are not in conformity with the approved plan, Mr. Rastegar would need to
notify the Department immediately.
Paul Spranger moved for approval of the changes presented in Docket No. 77 -02 ADLS Amend,
Majestic Corner Plaza, Building Entrances, as shown, seconded by Jerry Chomanczuk. The
motion was APPROVED 7 -0.
Information and Discussion Item: Regulation of copy on the signs. There may be a need to
amend the Ordinance. Jon Dobosiewicz will take up this matter with John Molitor, legal counsel.
There being no further business to come before the Committee, the meeting was adjourned at
8:00 PM.
