Committee members present were: Leo Dierckman, Chairperson, Jerry Chomanczuk, Nick Kestner, Dianna Knoll, Pat Rice, Paul Spranger, and Wayne Wilson. Marilyn Anderson was also in atendance as an ex- officio member. Jon Dobosiewicz and Director Mike Hollibaugh were in attendance representing the Department of Community Services. 1. Docket No. 29 -02 ADLS Amend- The Lakes at Hazel Dell, Subdivision Sign Petitioner seeks approval to amend their Architectural Design, Lighting, Landscaping Signage for a subdivision sign. The site is located at the intersection of Hazel Dell Parkway and Dellfield Boulevard. The site is zoned S -1 Residential. Filed by Joseph M. Scimia of Baker and Daniels for Drees Premier Homes, Inc. Joe Scimia, attorney with Baker and Daniels, appeared before the Commission representing the petitioner. The petitioner is seeing approval to amend their Subdivision Signage located on the west side of Hazel Dell Parkway at its intersection with Dellfield Boulevard. The residents feel the signage is inadequate at Hazel Dell Parkway in order to alert motorists as to the entrance into the subdivision. The proposal is for two signs, 12 inch, individual bronze letters, located on the 3 -foot high brick wall on either side of the entrance. Department of Community Services, Jon Dobosiewicz stated that the Department is in favor of the petitioner's request. The petitioner will be appearing before the Board of Zoning Appeals. Pat Rice moved for approval of Docket No. 29 -02 ADLS Amend, The Lakes at Hazel Dell, Subdivision Sign. The motion was seconded by Wayne Wilson and APPROVED 7 -0. Note: Items 2 and 3 heard concurrently. 2. Docket No. 61 -02 ADLS Amend- Old National Bank Carmel Banking Center Petitioner seeks an amendment of the Architectural Design, Lighting, Landscaping Signage to Remodel and expand the existing building (Walden Bookstore) into a financial S \P lanCommission\ Minutes \SpecialStudyCommitteeMinutes \S S2002ju1 institution. The site is located at 1430 South Rangeline Road. The site is zoned B- 3 /Business. Filed by J. William White of A.J. Armstrong, Inc. 3. Docket No. 72 -02 DP Amend; Old National Bank Carmel Banking Center Petitioner seeks Development Plan Amendment approval to Remodel and expand an existing building (Walden Bookstore) into a financial institution. The site is located at 1430 South Rangeline Road. The site is zoned B -3 /Business. Filed by J. William White of A.J. Armstrong, Inc. Charlie Frankenberger, 5212 Carrington Circle, Carmel, attorney with Nelson Frankenberger appeared before the Commission representing the applicant. The petitioner is seeking ADLS and Development Plan Amendment approval for the site located at 1430 South Rangeline Road. Per the Committee's suggestions: the rectangular glass area has been eliminated, the entrance to the building has been centered, and the ATM has been re- located to the west -side of the building. Sample boards were displayed; the EFIS selected will match the brick as closely as possible. After some discussion, the petitioner agreed to reduce the cornice o the drive through canopy in order to maintain proportion to he building. Department of Community Services, Jon Dobosiewicz said the Department is recommending both the ALDS and the Development Plan be forwarded to the full Commission with a positive recommendation. Paul Spranger moved to approve Docket No. 61 -02 ADLS Amend, Old National Bank, Carmel Banking Center, subject to the cornice on the drive through canopy being reduced to maintain proportion to building and EFIS to match brick as closely as possible; also moved to recommend approval of Docket No. 72 -02 DP /Amend, Old National Bank, Carmel. Following a second by Pat Rice, the motion was APPROVED 7 -0. 4. Docket No. 45 -02 DP Amend, ADLS Amend, 103rd Street Medical Building Expansion The applicant seeks Development Plan and ADLS amendment approval to construct a building addition and site improvements. The site is located at 200 West 103 Street. The site is zoned B -3 /Business. Filed by Rich Kelly of EMH &T for Kite Construction Company. TABLED Note: Item number 11, The Heart Center of Indiana and Medical Office Building Signage Plan was heard at this time, out of sequence. Note: Wayne Wilson exited the meeting at the conclusion of Docket No. 75 -02 ADLS Amend and did not return. Docket No. 46 -02 DP /ADLS; Carmax Auto Superstore The applicant seeks Development Plan and ADLS approval to construct an auto superstore. The site is located at the northwest corner of Gray Road and 96th Street. The site is zoned B -3 /Business. Filed by E. Davis Coots of Coots Henke Wheeler for Carmax Auto Superstores. 6. Docket No. 47 -02 PP; Carmax Auto Superstore Primary Plat The applicant seeks approval to plat a 2 -lot subdivision. The site is located at the northwest corner of East 96 Street and Gray Road. The site is zoned B -3 /Business. Filed by E. Davis Coots of Coots Henke Wheeler for Carmax Auto Superstores. Dave Coots, attorney with Coots, Henke Wheeler, appeared before the Committee representing the applicant. Earl Smith, architect, Tony Kirp, CarMax, and Doug Corey, Mid States Engineering were also present. There were concerns at public hearing regarding the overall character and color of the building and the amount of blue roof. The undefined roof line was also an issue as well as the guard rail. There is now landscaping that will hide the rail and it will be painted black—it will not be a visible design. The guardrail is a vital part of security for CarMax. The elevation is to be broken up by offsetting, and the color is being addressed, although no paint samples were available. Landscaping is also a big part of breaking up the side of the building. Regarding sidewalks, there is no design to attract pedestrian traffic to the facility. There is a multi -path around the perimeter and installing sidewalks along the landscape area would reduce the amount of landscaping. Scott Brewer approved the landscape plans with some minor recommendations as far as species modifications. The petitioner will be filing an amended Variance application with the Board of Zoning Appeals for a second sign on the east wall to show the service area, and two ground monument signs, one at the Gray Road entrance, one at the 96 Street entrance. Committee Concerns /Comments: a) Length of time for the landscaping to grow and cover the guardrail —sight lines are critical. b) Plans for the property at the corner of 96 Street and Gray Road. c) Level of lighting illumination levels are felt to be excessive and the poles are in excess of 20 feet —the shoebox lighting is acceptable. d) The color scheme of the building is a concern. e) Dark blue fabric canopies throughout the building would up -scale the project. The petitioner will return to the August 6, 2002 committee meeting with color representations and material samples and will address comments and concerns from the Committee; additional information on signage will be submitted and signage will be looked at closely. Docket No. 62 -02 DP /ADLS; West Carmel Center, Block B Carmel Center West Office Buildings The applicant seeks Development Plan and ADLS approval to construct an office center. The site is located at the southeast corner of West 106 Street and Commerce Drive. The site is zoned B -5 /Business and is subject to the requirements of the US 421/Michigan Road Overlay Zone. Filed by Paul G. Reis of the Reis Law Firm for West 106 Street Properties, LLC. Paul Reis, attorney, 5013 Buckeye Court, Carmel appeared before the Committee representing the applicant. Frank Swiss, developer; Nela Sapia, Mid States Engineering; and Rick Thomas, architect, were also in attendance. The petitioner is seeking Development Plan approval to construct an office center located at the southeast corner of West 106 Street and Commerce Drive and ADLS approval for two general office buildings. The site is subject to the requirements of the 421 Overlay Zone, and all TAC issues have been addressed. The foundation plantings and the air conditioning unit was an issue, and this has been resolved. There was discussion about sign criteria, and drawings were distributed. The tenant signs are individual, back -lit letters, dark bronze in color. The elevation of the tenant identification signs was commented on —they would be the same, back -lit letters, same materials. Brick, shingle, and color samples were displayed. The lighting is shoebox design, and there will be sconces on the rear of the buildings. The petitioner has agreed to dedication of additional right -of -way, and a final instruction letter has been received from the Hamilton County Highway Department regarding 106 Street. The petitioner will return to the Commission for a re -plat, since one this block is approved, there will be two blocks created. Department of Community Services, Jon Dobosiewicz said the petitioner has addressed the concerns and issues brought up at the full Plan Commission meeting. A revised sign elevation has been received that is different that the one submitted last month —there are limestone coins and more in concert with the style and design of the building. A third building on the site would come back for ADLS approval. Pat Rice moved to forward Docket No. 62 -02 DP /ADLS, West Carmel Center, Block B, Carmel Center West Office Buildings, to full Plan Commission with positive recommendation. The motion was seconded by Jerry Chomanczuk and APPROVED 6 -0. 8. Docket No. 66 -02 DP Amend /ADLS; Hamilton Crossing Building #5 (Revised) The applicant seeks amended development plan and ADLS approval to construct an office building. The site is generally located at the southwest corner of 131 Street and U.S. Highway 31. Filed by Blair D. Carmosino of Duke Realty Corporation. S: \P1anCommission\ Minutes\ SpecialStudyCommitteeMinutes \SS2002ju1 4 Blair Carmosino of Duke Realty, 600 East 96 Street, Carmel, appeared before the Committee representing the applicant. Allen Tucker, CSO Architects, and Steve Granner, Bose McKinney Evans, were also in attendance. The proposal is for a 45,000 square foot facility. The main entrance to the building will be on Hamilton Crossing Boulevard. The landscape plan has been submitted to the Department for review by the Urban Forester. There is an uncertainty of right -of -way at present regarding 131 st Street and US Highway 31. The petitioner will not be dedicating the area bound by the north property line, existing US 31 right of -way, and the proposed ramp right -of -way property line. Approval of the proposed plan will ensure that no improvements placed within the area will interfere with future acquisition by the State for the purpose of constructing an interchange. The State has not yet adopted a final plan for construction of improvements at this intersection. Any future request for a modification in the Development Plan that would include improvements within this area would require an amendment to the Thoroughfare Plan if approved. The tenant in the building is speculative at this point, and cannot be said at this time. The two story building is cross -cut, gray stone, pre -cast, limestone color on the building. The glass is gray and similar to other buildings within Hamilton Crossing. The architecture of the building is bland, stone base. There will be limestone caps on the building. There are wing walls at either end of the building and a false canopy at the front entrance. The lighting will match the existing fixtures at Hamilton Crossing. The petitioner is not proposing any signage at this time and will return for ADLS amendment to address signage. Department Report, Jon Dobosiewicz said the petitioner has submitted a revised landscape plan. No signage is proposed at this time; however, a future ADLS amendment will need to be submitted to address signage. The Department would like to see the light poles reduced. Paul Spranger noted the aesthetics of the front of the building and efforts to screen the HVAC equipment. It was suggested that the height be increased two feet to balance the building with the wing walls. After further discussion, the Committee requested revised building elevations and a perspective of the building that would include the fly -over ramp on 131S Street. The petitioner will return to the August Committee meeting for further review on August 6, 2002 at 7:00 PM. 9. Docket No. 67 -02 DP Amend /ADLS, West Carmel Center, Block D, Lot 2- Fifth Third Bank The applicant seeks amended development plan and ADLS approval to construct a financial institution. The site is located at the northeast corner of U.S. 421 and Retail S: \P1anCommission\ Minutes\ SpecialStudyCommitteeMinutes \SS2002ju1 5 Parkway. The site is zoned B -3 /Business and is subject to the requirements of the US 421/Michigan Road Overlay Zone. Filed by Jeffery Hartley of Klump Associates. Present for Petitioner: Jeff Klump and Jeff Hartley of Klump Assoc., Architects; Tim Kling and Steve Bill of Fifth Third Bank; and Tom Engel, legal counsel for Fifth Third Bank. The proposed bank is 4200 square foot banking center with 5 drive through lanes, 4 -car stacking in each lane. There are 22 on -site parking spaces. With the addition of dormers, the building will have the appearance of 1' /2 stories. Department Report, Jon Dobosiewicz confirmed the site plan has been revised. The Department would like to see a cross connection on the west side of the parking lot, and plans are to be revised reflecting the parking area layout The architectural issues have been addressed, and the Department is recommending favorable consideration if the Committee so chooses. The Committee felt that five lanes of drive through are excessive. The roof design was also an issue —the height and mass of the roof over the drive through area is to be reduced. Signage was discussed. Currently, there is a sign for Target on this parcel. Subdividing would result in the ground sign no longer being located on the Target site and off premise signs require BZA approval for a variance. The ATM machine was discussed -the Committee was unanimous in "No Red ATM" machine. The petitioner will consider bricking the ATM. Also, the red stripe was noted under "Fifth Third" on the building sign, and the committee was not generally in favor of the stripe. The petitioner will return to the August 6, 2002 Committee meeting with a re- design of the roof and re- design of the ATM machine, plus signage for the ATM. 10. Docket No. 73 -02 ADLS Amend; Marriott Suite Hotels Ground Sign The applicant seeks ADLS Amendment approval for a proposed ground sign. The site is located at 11895 North Meridian Street. The site is zoned B -6 (Business) and is within the US 3I/Meridian Street Overlay Zone. Filed by Tracy Ogden of REI Investments, Inc. Tracy Ogden and Julie Christiansen of REI Investments, 11711 North Pennsylvania Street, Carmel, appeared before the Committee on behalf of the applicant. A new design is being proposed for a sign at Mariott Springhill Suites and Residence Inn. Department Report, Jon Dobosiewicz commented the petitioner was asked to revise the materials on the signs to be consistent with each other and the building design, and reduce the height of the sign. The petitioner will need BZA approval of two variances in addition to the Plan Commission's ADLS approval. S:\P1anCommission\ Minutes\ SpecialStudyCommitteeMinutes \SS2002ju1 6 The EFIS on the sign will match the brick on the buildings. The sign will have acrylic lettering, and will be groundlit —not backlit, not internally illuminated. The petitioner commits to scale down the cornice and extend all the way across the top of the sign. The brick base is to be extended 6 inches on either side. Paul Spranger moved for approval of Docket No. 73 -02 ADLS Amend, Marriott /Springhill Suites Hotel Ground Sign, seconded by Pat Rice and APPROVED 6 -0. 11. Docket No. 75 -02 ADLS Amend; The Heart Center of Indiana and Medical Office Building Signage Plan The applicant seeks ADLS Amendment approval of a sign plan including six proposed signs. The site is located at 10580 and 10590 North Meridian Street. The site is zoned B -6 (Business) and is within the US 3I/Meridian Street Overlay Zone. Filed by Glenn Hoge of Bremner Wiley, Inc. for CIHS Newco, LLC. Glenn Hoge, vice president of Bremner Wiley, partner and owner of the Medical Office appeared before the Committee representing the petitioner. Approval is being requested for ADLS Amendment of a plan for signage to include six signs. ADLS approval was received last June 2001 for the entire project, including a "generic" sign package. At this time, the petitioner is requesting specific signs to be located at follows: 106 Meridian; main entry sign off Illinois Boulevard, double sided -12X6; south side at Service Entrance, 3X6; and a ground sign. The amendment does not request any change in the ground sign; however, an increase is being requested in the building facade sign for The Heart Center and the logo. The signs are backlit, internally illuminated, ivory color. The background of the ground sign at 106 Meridian matches the rose color of the text. Department of Community Services, Jon Dobosiewicz reported the Department has issues with the up- lighting from the ground that illuminates the building as well as the sign area. In addition, a Variance is necessary regarding the 159 square foot sign; the 59 square foot sign on the side of the building is OK. The ground signs are not internally illuminated. There is a change in text from "Chest Pain Center to "Heart Emergency." Nick Kestner was not in favor of the text of the ground sign that implies a "heart emergency hospital" rather than immediate care. Leo Dierckman reminded the committee of their charge which is to look at the sign package, colors, lettering, lighting —not text and not the liability issue. Dianna Knoll moved for approval of Docket No. 75 -02 ADLS Amend, The Heart Center of Indiana and Medical Office Building Signage Plan, subject to backlighting of all signs attached to the building as proposed, and subject to BZA approval for the size variance. The motion was seconded by Pat Rice and APPROVED 6 in favor, one opposed (Jerry Chomanczuk.) 12. Docket No. 87 -02 ADLS Amend- Parkside Village, Subdivision Sign S: \P1anCommission\ Minutes\ SpecialStudyCommitteeMinutes \SS2002ju1 7 Petitioner seeks approval to amend their Architectural Design, Lighting, Landscaping Signage for a subdivision sign. The site is located at the intersection of Autumn Drive and 3r Avenue SW. The site is zoned R -4 /Residential. Filed by Alex Robins for the Parkside Village Property Owners Association Alex Robins, secretary of Parkside Village Homeowners Association, appeared before the Committee representing the petitioner. The petitioner is requesting permission to re- locate a Subdivision Sign in order for the Parkside Village community to have more presence in the area. The sign would be moved to a pre existing fence on the northwest corner of 3r Avenue and Autumn Drive. Jon Dobosiewicz of DOCS explained that previously, Autumn Drive was to be the extension of 126 Street; the City made the decision to re- locate 126 farther to the east. Additional approval is needed from the Board of Public Works for encroachment. Pat Rice moved for approval of Docket No. 87 -02 ADLS Amend, Parkside Village, Subdivision Sign, subject to Board of Public Works' approval. The motion was seconded by Dianna Knoll and APPROVED by Committee 6 -0. ADD -ON Item. Docket No. 91 -02 ADLS /Amend, Johny Warehouse 31 Third Street SW Amendment of the Architectural Design, Lighting, Landscaping Signage for a commercial building located at 31 3r Street SW. The site is zoned B -2 /Business. Filed by John Anagnostou John Anagnostou, 10048 Lake Shore Drive East, Carmel, appeared before the Committee representing the applicant. Jon Dobosiewicz, Department of Community Services explained the structure was damaged by fire earlier this year. The City Council has adopted new standards. The petitioner is requesting a change in the roof from flat to gable, and an increase in height to 19 feet, 6 inches. The exterior material is block, painted white to match existing. Pat Rice moved to approve Docket No. 91 -02 ADLS /Amend, change in roof and increase in height to 19 feet, 6 inches, Johny Warehouse. The motion was seconded by Dianna Knoll and APPROVED 6 -0. Informational Item: Jon Dobosiewicz presented approved drawings for the Meijer convenience store. Brick color samples were displayed for Committee recommendation. Jon will request a revised, color rendering from Meijer's. The Committee favored brick samples from Washington State. The Committee adjourned at 10:00 PM.
