Members present: Jerry Chomanczuk; Leo Dierckman; Nick Kestner; Dianna Knoll; Pat Rice; Paul Spranger; and Wayne Wilson. Marilyn Anderson was also in attendance. Members of the Department of Community Services present: Jon Dobosiewicz, Director Mike Hollibaugh; Adrienne Keeling, Code Enforcement Officer. 1. Docket No. 128 -02 ADLS Amend; King of Glory Lutheran Church Ground Sign Petitioner seeks amended Architectural Design, Lighting, Landscaping Signage approval to install a new ground sign. The site is located at 2201 East 106th Street. The site is zoned S -2 Residential. Filed by William Erickson for King of Glory Lutheran Church. TABLED BY PETITIONER 2. Docket No. 101 -02 ADLS Amend- Tharp Convenience Center Petitioner seeks an amendment of the Architectural Design, Lighting, Landscaping Signage approval to modify the signage for a retail shopping center. The site is located at 808 West Main. The site is zoned OM -SF Old Meridian Single Family. Filed by Mark Keen of Sign Fab for Don Tharp. Mark Keen, 6468 Ruckle Road, Indianapolis of Sign Fab appeared before the Committee on behalf of Don Tharp, Tharp Investments, Tharp Convenience Center at 808 West Main Street, Carmel, Indiana. Mr. Keen referred to his last appearance before the Committee and confirmed the black, reverse channel letters on the signs, elimination of the raceways, and a change in the lighting. Mr. Keen was appearing at Committee for clarification of the Signage. Previously, the letter height was approved at 16 inches, the maximum length was 9 feet. There are two existing signs that are longer than 9 feet. Paul Spranger's understanding from the previous Committee meeting is that the two existing signs would be "grandfathered" until there was a tenant change, in which case, the signs would S:\PlanCommissionMinutes\SpecialStudyCommittee\2002nov conform. The new signs for prospective tenants must conform. Also, the canopy was to be underlit completely —not two or three lights. The petitioner will comply with the lighting requirement under canopy and also the protruding lights along the sidewalk that are to be recessed. Paul Spranger moved to approve 101 -02 ADLS amendment to permit the two existing wall signs until such time as there is a change in tenant or the current tenant requests a change in signage. Further, the petitioner will follow through on all other commitments made. The motion was seconded by Pat Rice and approved 7 -0. Paul Spranger moved for approval of requested new signage, 16 inches high, not to exceed 80% of the width of the unit, or 13 feet in width, whichever is less. This motion was seconded by Dianna Knoll and approved 7 -0. 3. Docket No. 113 -02 ADLS; and Docket No. 132 -02 ZW, 133 -02 ZW; Carmel Ambulatory Surgery Endoscopy Center The applicant seeks approval to construct a medical office building at 13421 Old Meridian Street. The applicant seeks the following Zoning Waivers: 132 -02 ZW SCO 23G5. 8.B. L b Minimum wall height of 24' 133 -02 ZW SCO 23G5.8.B. L b Minimum of two (2) occupiable floors Filed by Robert A. Hicks, Esq. for Carmel Physicians Surgery and Endoscopy Center. NOTE: Leo Dierckman recused himself from all discussion and vote on this item, and was not present during Committee review. Paul Spranger chaired the meeting for this item. Robert Hicks, attorney, 12111 Castle Overlook, Carmel, appeared before the Committee representing the applicant. Also in attendance: Bob Whitacre, developer; Rob Scheck and Becky Feigh of BSA Design; and Charles Jeffras representing the landowner, St. Vincent's. Currently, there is an issue with an additional curb cut on Guilford Avenue. In this regard, there were a number of residents of the Guilford Avenue /Wildwood Drive area in attendance. The residents were invited to address the Committee with their concerns. Paul Spranger noted a letter had been received from the area residents, signed by a number of persons, in opposition to an additional curb cut on Guilford Avenue. Remonstrance: Tom Laskey, 11 Wildwood Drive, gave a brief history of the curb cut issue and an overview of a letter signed by several residents of Guilford Avenue/Wildwood Drive area. Bob Hicks confirmed Tom Laskey's characterization of the curb cut issue. The Petitioner would like NOT to install and pay for the curb cut. S:\ P1anCommissionMinutes \SpecialStudyCommittee \2002nov 2 Jon Dobosiewicz reported for the Department saying, "There is never a wrong time to make the right choice." The Carmel Fire Dept. expressed the need for a curb cut off Guilford at the Technical Advisory Committee meeting. If the curb cut does not eventuate, the Department would recommend grass pavers for emergency vehicle access. Bob Hicks commented that they feel as if they have met the requirements of ADLS review specified in the Ordinance with the help of BSA Design. There were two other issues: The Zoning Waivers and the sidewalks. The petitioner has committed to construct sidewalks along Old Meridian Street and in fact, a commitment was made in 1990 by the landowner to install sidewalks, and that commitment is still firm and binding. The only question is "When does the City require it Bob Hicks said there is a portion of the building facing Old Meridian is one story —the wall height is 15 feet 8 inches and requires a waiver. This is a benefit to the ease and comfort of the patients. Pat Rice moved to forward the two variances to the full Commission with a recommendation for approval and requesting the ADLS portion be returned to the Special Study Committee with full authority for final approval; the motion was seconded by Wayne Wilson, and APPROVED 6 in favor, none opposed, Leo Dierckman recused. Following a short recess, the Committee continued with the business at hand. 4. Docket No. 141 -02 ADLS Amend; Fountains Plaza 500 East Carmel Drive Petitioner seeks amended Architectural Design, Lighting, Landscaping Signage approval to install a new ground sign, landscaping islands and lighting standards. The site is located at 500 East Carmel Drive. The site is zoned B -8 Business. Filed by Brad Barnes of Barnes Investment Company. Brad Barnes, 11308 Lakeshore Drive East, Carmel, appeared before the Committee representing the applicant. The petitioner is up- dating the old Marsh Center on Carmel Drive. The landscaping is affected by the dedication of right -of -way; two existing pole fixtures are rusted and will be replaced. Also, the pole sign located in the middle of the plaza will be converted to a ground sign. Jon Dobosiewicz reported for the Department. Currently there are no sign permits on file for Time Warner roadrunner logo, Glamour Nails, and Whitehouse Donut Shop. The signs in existence are not characteristic of signage approved for the center. The petitioner agreed to work with the Department on size and type of signage; the light fixtures; planting islands; and a ground sign. Docket No. 141 -02 ADLS Amend, Fountains Plaza 500 East Carmel Drive was Continued to S:\ P1anCommissionMinutes \SpecialStudyCommittee \2002nov 3 the December Committee meeting. The petitioner will return with renderings, dimensions, etc. for committee review. 5. Docket No. 142 -02 ADLS Amend; 501 Congressional Boulevard Sign Program Petitioner seeks amended Architectural Design, Lighting, Landscaping Signage approval of a sign program. The site is located at 501 Congressional Blvd. The site is zoned B -6 Business. Filed by Steven Granner of Bose McKinney Evans for Duke Realty Limited Partnership. Blair Carmosino, Duke Realty, and Steve Granner, Bose McKinney Evans appeared before the Committee representing the applicant. Department Comments, Jon Dobosiewicz: Based on illustrations presented, the only concern is variation or flexibility not typically granted by Committee to allow for red, green, or black copy. Paul Spranger, requests "red" be stricken, and limit to two colors can be illuminated, but backlit. Would prefer to see no red -blue is questionable, maybe green allow splash of color in logo, and will allow black and white. Paul Spranger moved for approval of new signage being limited to black and white, and grandfathering existing Signage. This motion was seconded by Dianna Knoll and approved 7 -0. 6. Docket No. 125 -02 ADLS; Natureworks— 421 South Range Line Road The applicant seeks Architectural Design, Lighting, Landscaping Signage approval for an office building. The site is located at 421 South Range Line Road. The site is zoned B -1 Business. Filed by Randy Sorrell. Randy Sorrell of Natureworks, 421 South Range Line Road appeared before the Committee representing the applicant. Approval is requested to convert the residence at 421 South Range Line Road to an office building. The proposal is for significant site improvements to both the building and grounds. Variance approvals are also required for the location of the existing structures, parking setbacks and curbing of the parking area. Department Report, Jon Dobosiewicz: The Department is recommending approval, conditioned upon dedication of full width 40 -foot one -half right -of -way by the petitioner. The Department also recommends a commitment from the petitioner that no heavy equipment will be stored on site. Petitioner commits to no heavy equipment stored on site. Pat Rice moved for approval of Docket No. 125 -02 ADLS, Natureworks, conditioned upon no S:\ P1anCommissionMinutes \SpecialStudyCommittee \2002nov 4 heavy equipment stored on site, resolution of drainage issues, and dedication of right -of -way. The motion was seconded by Wayne Wilson and approved 7 -0. 7. Docket No. 154 -02 ADLS Amend- Saddle Creek Subdivision Sign (141st Street and Beaumont Blvd.) Petitioner seeks amended Architectural Design, Lighting, Landscaping Signage approval to install a new subdivision sign. The site is located at the intersection of 141st Street and Beaumont Blvd. The site is zoned S -1 Residential (Very Low Intensity). Filed by Doug Elmore for Ditch Road Properties. Mr. Simons appeared before the Commttee in lieu of Doug Elmore for Ditch Road Properties. Photos were distributed of the existing subdivision sign located at 141S and Beaumont Blvd. The materials utilized include Bedford Stone veneer, masonry, routed copy with goldleaf. Department Report, Jon Dobosiewicz: No sign was ever approved or reviewed for this location. The Department is recommending approval as shown. There are four other signs in this Subdivision and a potential future sign at Towne Road. If the future sign at Towne Road will be of the same materials, copy, and construction, the Department would also recommend approval of the future sign. Pat Rice moved for approval of Docket No. 154 -02 ADLS Amend, Saddle Creek Subdivision Sign as presented, including the future sign at Towne Road if identical to the one presented this evening. This motion was seconded by Dianna Knoll and approved 7 -0. 8. Docket No. 155 -02 ADLS Amend- Butler Toyota Body Shop Building Addition Petitioner seeks amended Architectural Design, Lighting, Landscaping Signage approval to construct a building addition. The site is located at 931 North Range Line Road.. The site is zoned B -3 Business. Filed by Robert Coghill of C -A Consultants for Robert G. Butler. Boyd Sherrill, C -A Consultants appeared before the Committee for Robert G. Butler. The petitioner is requeting approval to construct a small building addition behind the existing Butler Toyota Body Shop on Range Line Road. The material proposed is metal, and a two story, 1200 square -foot building, consistent with existing facade. The second floor is storage only and windows would serve no purpose. Department Report, Jon Dobosiewicz: The Department is recommending approval at this time the project does not warrant more detail. Pat Rice moved to approve Docket No. 155 -02 ADLS Amend, Butler Toyota Body Shop, seconded by Wayne Wilson and Approved 7 -0. 9. Docket No. 156 -02 ADLS Amend- Marsh Village Pantry 4496 S:\ P1anCommissionMinutes \SpecialStudyCommittee \2002nov 5 Petitioner seeks amended Architectural Design, Lighting, Landscaping Signage approval to modify building and canopy exteriors. The site is located at 9601 North College Avenue. The site is zoned B -3 Business. Filed by David Olson of Village Pantry, LLC. Steve Bickell, Marsh Village Pantry, 9800 Crosspointe Boulevard, Indianapolis appeared before the Committee representing the petitioner. Approval is requested to modify the building and fuel pump canopy located at 9601 North College Avenue. The buildings are to be changed on a county -by- county basis. Necessary permits previously neglected project manager at 106' and Michigan location will rectify next week. Currently, the signs are green (teal) painted concrete block, with white and off white. Signage added to the canopies was installed without permit and /or variance approval and will be removed immediately. Department Report, Jon Dobosiewicz: If the logo on Village Pantry was reviewed as part of ADLS, it is not considered signage by identification or recognition. Both locations at College and Michigan apparently do not have permits for canopy and original ADLS at Michigan Road. The petitioner will appear before full Commission. Department requests existing brick facade be incorporated into the design rather than painting. The petitioner states he will comply with the Ordinance and not exceed 30% window signage. The droplights will be changed to flush mounted. The canopy will be solid, no stripe, no lettering. Paul Spranger suggests a cornice at the top along with the awning, and adding a subtle color change. Jon Dobosiewicz requested a time requirement for design and possible new building construction; the petitioner is in agreement and also agreed not to paint the brick. The awnings will be fabric; cornice on the building; flush lighting. Docket No. 156 -02 ADLS Amend, Marsh Village Pantry 9496 was TABLED to the Decmeber Committee meeting. Note: Pat Rice exited the meeting at this point and did not return. 10. Docket No. 114 -02 Z; Crooked Stick Golf Course Petitioner seeks a favorable recommendation of a rezone from S -1 /Residential to P- 1 /Parks and Recreation on 189.34 acres. The site is located west of Ditch Road between 106 Street and 116 Street. The site is zoned S -1 /Residential. Filed by the Department of Community Services. Jon Dobosiewicz appeared before the Committee representing the petitioner. Also present: Joe Scimia, attorney representing Crooked Stick Golf Course. S:\ P1anCommissionMinutes \SpecialStudyCommittee \2002nov 6 The Department seeks to rezone the Crooked Stick Golf Course to P -1 /Parks and Recreation from S -1 /Residential. Joe Scimia has provided a more accurate legal description for the proposed rezone; the Department is requesting digital submission as well. Jon Dobosiewicz noted that the Department concurs with Joe Scimia's comments regarding the legal description and recommends the Committee forward this item to full Commission with full legal description and favorable recommendation, eventually forwarding to City Council, again with favorable recommendation and full legal description provided. Nick Kestner moved to forward Docket No. 114 -02 Z, Crooked Stick Golf Course to full Plan Commission with a positive recommendation and then on to City Council with a positive recommendation, including full legal description. This motion was seconded by Wayne Wilson and APPROVED 6 -0. 11. Clarian North Hospital Informational Item Only The Petitioner will be seeking DP /ADLS approval for a hospital and medical office building. That application along with a rezone request will be on the November 19 Plan Commission agenda under public hearings. The site is located at the southwest corner of Pennsylvania Parkway and College Avenue. Filed by Joseph M. Scimia of Baker and Daniels for Clarian Health Partners, Inc. Present for Petitioner: Joe Scimia, attorney with Baker and Daniels. Information Purposes only to provide a preliminary overview for hospital and medical office to be constructed on site scheduled for a rezone request at the November full Commission meeting. Add -On Item: Docket No. 159 -02 ADLS Amend, Community Health Pavilion Trash Enclosure located at 11911 North Meridian Street, Carmel, Indiana. Filed by REI Investments, Inc., 11711 North Pennsylvania Street, Carmel, Indiana Jon Dobosiewicz, Department of Community Services presented for REI Investments. The petitioner is requesting approval to construct a trash enclosure, brick face to match the existing building, with wooden gates, stained. Nick Kestner moved for approval of Docket No. 159 -02 ADLS Amend, seconded by Paul Spranger. This motion was APPROVED 5 in favor, 1 opposed (Jerry Chomanczuk.)
