SPECIAL STUDIES COMMITTEE
TUESDAY, DECEMBER 3, 2002
MINUTES
The regularly scheduled Special Study Committee met at 7:00 PM in the Caucus Rooms of City Hall,
December 3, 2002, Carmel, Indiana.
Members present: Jerry Chomanczuk; Nick Kestner; Dianna Knoll; Pat Rice, and Paul Spranger.
Department of Community Services Staff in attendance: Laurence Lillig; Adrienne Keeling, Code
Enforcement Officer.
The Committee considered the following items:
1. Docket No. 174 -02 ADLS Amend; Foster Addition, Lot 3 Windows Siding of
Indianapolis, Inc.
Petitioner seeks amended Architectural Design, Lighting, Landscaping Signage approval to
modify existing building elevations. The site is located at 431 South Range Line Road. The site is
zoned B -1 Business.
Filed by David Cremeans for A/C LLC.
Dave Cremeans of Windows and Siding of Indianapolis, 431 South Range Line Road, Carmel
appeared before the Committee representing the applicant. Windows Siding has recently
purchased the home on Range Line Road and is relocating their business.
The current plan is to change the look of the exterior first, and then return to the Committee with
landscaping, parking, and the construction of a storage barn on site. The home is circa 1970 with
brown brick front added to a block building. The roof is fairly new, the gutters need repair, and
the house will be painted a light gray color. Fiber cement siding will be utilized on the building in
the lap style. The goal is to make the structure a little more contemporary and approval is
requested at this time.
Laurence Lillig reported for the Department. This docket is somewhat out of order in that the
ADLS Amendment is being reviewed prior to seeing the actual ADLS petition in order for the
exterior renovations to be completed. This is somewhat unusual, and the ADLS needs to be filed
immediately if not sooner.

The existing landscaping consists of tall weeds; Dave Cremeans intends to trim them into a
manageable style. Nature Works will institute the landscape plan in conjunction with theirs next
door—ornamental grasses, etc.
Laurence Lillig reiterated that the application for ADLS needs to be brought in immediately; this
property is currently in violation and the work has already begun. Dave Cremeans said he would
comply and would be appearing before the Technical Advisory Committee as soon as possible,
but no later than February.
This item will require approval by the Special Study Committee only. If the Committee is
satisfied with architectural changes proposed to the principal structure, the Department is
recommending approval, subject to receipt of the ADLS application. This property is a
conversion from residential to commercial and a full ADLS review will be required.
Dianna Knoll commented that because of the nature of the petition, the Committee's action must
be beyond reproach. The Committee is not in the practice of doing favors for members of the
Commission and allowing shortcuts.
Nick Kestner moved for approval of Docket No. 174 -02 ADLS Amend, Windows Siding of
Indianapolis, Inc., conditioned upon petitioner's commitments as stated. The motion was
seconded by Pat Rice and APPROVED 5 -0.
2. Docket No. 128 -02 ADLS Amend; King of Glory Lutheran Church Ground Sign
Petitioner seeks amended Architectural Design, Lighting, Landscaping Signage approval to
install a new ground sign. The site is located at 2201 East 106th Street. The site is zoned S -2
Residential.
Filed by William Erickson for King of Glory Lutheran Church.
Bill Erickson, counsel and property person for King of Glory Lutheran Church appeared before
the Committee requesting permission to install a new ground sign. The site is at 2201 East 106
Street. Currently, the property has two signs in existence since 1973. A variance is being applied
for through the Board of Zoning Appeals. The proposed sign measures 28 square feet and will sit
off the easement line in such a manner that should not obscure visibility either north bound or
south bound on Keystone, or eastbound on 106 Street.
King of Glory has also requested that the sign be installed 6 feet off the ground due to the slope
and nature of the property, and the fact that the traffic control device is on the church corner. Six
feet from grade will offer visibility of the sign.
Laurence Lillig reported for the Department. This project also requires a Developmental
Standards Variance through the Board of Zoning Appeals for the number of signs and location of
one of the existing signs currently encroaching in the right -of -way. The petitioner will be
appearing before the Board of Public Works tomorrow morning. The Department is
recommending that the Special Study Committee approve the ADLS application after all concerns
have been addressed.

Pat Rice moved for approval of Docket No. 128 -02 ADLS Amend, King of Glory Lutheran
Church Ground Sign, subject to Board of Zoning Appeals approval and Board of Public Works
approval. The motion was seconded by Jerry Chomanczuk and APPROVED 5 -0.
3. Docket No. 113 -02 ADLS;
Carmel Ambulatory Surgery Endoscopy Center
The applicant seeks Architectural Design, Lighting, Landscaping Signage approval for a
medical office building. The site is located at 13421 Old Meridian Street.
Filed by Becky Feigh of BSA Design for Carmel Physicians Surgery and Endoscopy
Center.
Bob Hicks, attorney, Castle Overlook, Carmel, appeared before the Committee representing the
applicant. Also in attendance: Becky Feigh, Monte Hoover, and Rob Scheck of BSA Design.
The Committee reviewed the revised elevations of the buildings showing the raised, 2 nd story of
the building. The mechanical screen wall was lowered and the parapet raised to obscure
mechanical equipment from pedestrian view.
Monte Hoover went over the revisions. The parapet was raised two feet and the screen wall was
lowered one foot. The screen wall will be painted in a neutral color. The large expanse of glass
has been eliminated and the band has more horizontal emphasis. The intent with the vertical
elements was to create more of the Village appearance. The canopy at the main entry has been
changed significantly—it is more modern, more horizontal focus. The canopy at the pedestrian
walkway and discharge area has been changed to a canvas awning. On the backside of the
building, additional windows have been added along Guilford Avenue as well as more
landscaping.
Regarding the colors of brick, two more traditional tones have been added and limestone has been
incorporated into the parapets and lentils at the window punch openings and some of the accent
areas. There is still an issue with some of the windows being blocked; so far there is no total
solution, but there is flexibility to study the issue.
Laurence Lillig asked about the design of the canopy—green/white stripe canvas. The petitioner
undertook to submit revised drawings and sample colors to the Plan Commission before the
meeting on the 17
Pat Rice commented the canvas awnings looked more retail in nature rather than a medical
building. Pat wanted to keep the glass and blend with the new look.
Jerry Chomanczuk said that with the revisions proposed, there is a blend between the medical
institutions to the north and the Old Meridian corridor. Jerry was also in agreement with Pat Rice
that the glass should be re- introduced into the design of the entryway.
Lawrence asked if there were any plan to illuminate the building. Becky Feigh explained that the
canopies are down lighted and there are two ballards at the handicap parking site.

Paul Spranger suggested uplighting the building on the Old Meridian side for soft accents (flat
lens suggested); the petitioner was agreeable. There will be parking lot lights to match the
existing.
Dianna Knoll was complimentary of the revisions that have brought the building from an
institutional look to an upscale project.
Paul Spranger recapped for the benefit of the petitioner. The building will be uplighted for soft
accents (flat lens). The structural canopy limestone will be as shown with banded brick columns
and a more gabled look, and will blend higher profile glass with period architecture. The walkway
will be covered by a metal structure with glass -NO fabric awnings. The petitioner will increase
the landscaping on the Guilford side.
Dianna Knoll moved to recommend approval of Docket No. 170 -02 ADLS Amend, Carmel
Foot Ankle Center, subject to conditions as agreed by petitioner. The motion was seconded
by Jerry Chomanczuk and APPROVED 5 -0.
4. Docket No. 141 -02 ADLS Amend; Fountains Plaza 500 East Carmel Drive
Petitioner seeks amended Architectural Design, Lighting, Landscaping Signage
approval to install a new ground sign, landscaping islands and lighting standards. The site
is located at 500 East Carmel Drive. The site is zoned B -8 Business.

Petitioner seeks amended Architectural Design, Lighting, Landscaping Signage

6. Docket No. 140 -02 DP Amend /ADLS Amend; Bauer Commercial Park
Motorcycles of Indianapolis
The applicant seeks Amended Development Plan and ADLS approval to construct
building additions. The site is located at 4146 East 96 Street. The site is zoned B -3
(Business).

Bill Keller of KES Consultants appeared before the Committee on behalf of Motorcycles of
Indianapolis. The petitioner would like to add a small office area, add a canopy to the west side
of the building for sheltering vehicles after service, and remove and install a new canopy on the
front of the building extending out from the building for greater protection.

The building is currently dark brown with the existing canopies and cap being dark bronze metal.
The proposal includes slightly arching the canopies, utilizing the same, exact metal on the present
canopies—essentially the same color. The canopies will have a little more height to add some
character to the building. The additional to the east, the office building, will be a little lower in
height to the overall existing building, and there will be windows along the side to the east (Bauer
Drive.)
Currently, there is landscaping around the perimeter of the building on three sides back to the
service area; it will continue around the new building addition to the office area and match up
with the sidewalk area. There is a three -foot berm between the commercial property and Bauer
Drive with trees planted around it. In 1996 when the initial development was approved,
landscaping was a part of the package. Somehow, that landscaping has either been removed or
did not survive the widening of 96 Street. The landscaping will be replaced to its original
location as it was in 1996. The right -of -way was researched presently there is a full 80 -foot
right -of -way dedicated and owned by Hamilton County, curb cuts provided. There is no change
proposed in the parking or lighting.
The signage will be changed slightly due to the loss of two dealerships. There is no intention to
store vehicles overnight. Those motorcycles that have been serviced will be set out for pick -up.
Again, nothing will be stored outside, nothing overnight.
Laurence Lillig reported for the Department. Recorded documents evidencing the dedication of
right -of -way was requested. The sign face was changed without a permit and the petitioner needs
to acquire a permit for the existing sign and approval by the Committee. Trailers are to be parked
to the rear of the property —not the front. Landscaping is to be returned to original plan as
approved in 1996.
Pat Rice was not in favor of the addition of metal canopies—it adds nothing aesthetically to the
development —the extended canopy is not good.
Laurence Lillig reported that this applicant has a petition Tabled before the Board of Zoning
Appeals pending the Plan Commission's decision on the DP /ADLS for this site.
The petitioner agreed to return to the January 7, 2003 Committee meeting with a refined design
and a more definitive landscaping plan.
7. Docket No. 170 -02 ADLS Amend; Carmel Foot Ankle Center
Petitioner seeks amended Architectural Design, Lighting, Landscaping Signage
approval to replace an existing ground sign. The site is located at 277 East Carmel Drive.

8. Docket No. 171 -02 ADLS Amend; Carmel Science Technology Park, Block 13
Lakeside Corporate Center
Petitioner seeks amended Architectural Design, Lighting, Landscaping Signage
approval of a proposed wall sign. The site is located at 630 West Carmel Drive. The site
is zoned M -3 Business.

Marcy Reddick, attorney, One Indiana Square, Indianapolis, appeared before the Committee
representing 5MetaCom. Also in attendance was Mark Duffin, Director of Administration for
5MetaCom, 630 West Carmel Drive.
Ms. Reddick displayed renderings of the sign. The sign graphics are black, internally illuminated,
translucent, channel lettering.
After discussion among the Committee, the petitioner agreed to allow DOCS final determination
on the level of illumination of the signage.
Jerry Chomanczuk moved for approval of Docket No. 171 -02 ADLS Amend, Carmel Science
Technology Park, Block 13, Lakeside Corporate Center, conditioned upon DOCS
determining the level of illumination, seconded by Pat Rice and APPROVED 5 -0.
9. Docket No. 172 -02 ADLS Amend; E. 96 Street Auto Park, Lot 3 Tom O'Brien
Revised Sign Package
Petitioner seeks amended Architectural Design, Lighting, Landscaping Signage
approval to amend the approved wall Signage. The site is located at 4630 East 96th
Street. The site is zoned B -3 Business.

Chrysler /Jeep.
Tom O'Brien, Vice President of Tom O'Brien Chrysler Jeep appeared before the Committee
representing the applicant. Beverly Miller, Sign by Design, was also present.
The Jeep sign is internally illuminated and is the corporate green color. Chrysler does not want to
increase the size of the Jeep sign; however, the "J" will be larger. On the Chrysler sign, the
"wings" are illuminated —the black "Chrysler" letters above are not. The top of the wings is open
so that light casts up from underneath.
The Tom O'Brien sign will be black during the day, white at night.
There will be identification signs at the small doors of the garage, there will be identification signs
such as "Parts," etc. There is absolutely no signage at the Service Entrance.
Department Report, Laurence Lillig. The Dept. recommends favorable consideration after all
concerns have been addressed. This petitioner was approved by BZA for 6 identification signs:
the two Tom O'Briens on the east /west facade and two off premise signs on East 96 Street Auto
Center Sign.

Pat Rice moved for approval of Docket No. 172 -02 ADLS Amend, Tom O'Brien revised sign
package, seconded by Dianna Knoll and APPROVED 5 -0.
10. Docket No. 173 -02 ADLS Amend; West Carmel Center Block A, Lot 4
Landscaping
Petitioner seeks amended Architectural Design, Lighting, Landscaping Signage
approval to amend the approved landscape plan. The site is located at 4335 West 106th
Street. The site is zoned B -3 Business.
Filed by Blain Paul of American Consulting, Inc. for Glendale Partners.
Bill Stoops, Indianapolis, and D.B.Martin, principals of Glendale Partners appeared before the
Committee representing the applicant.
The petitioner submitted a copy of the proposed landscape plan and what is in existence today.
There are trees along Commerce Drive and trees and shrubs on the south side of the building; the
north side of the building is in pretty good shape. The main area is the screen lawn along 106
Street. Originally, there were foundation plantings along the east face of the building. Today,
there is asphalt paving up to the back of the building.
Laurence Lillig reported that plantings in the utility easements must be moved; elimination of
foundation plantings would require a variance from BZA. Scott Brewer must submit a review
letter on the landscape plan. The petitioner is to submit a maintenance plan on the revised
landscape plan. The architectural features at the front of the building must conform to the
Overlay Ordinance, otherwise variance approval from the BZA would b required.
Clarification: The petitioner understands and agrees with the following. Striping is to be added
to the sidewalk at mid -point of the building. More detail is requested on the southeast corner
regarding mulching, grass, mowing, maintenance, etc. of the island located in the southeast and up
close to the corner of 106 and Commerce Drive. The petitioner will appear before the BZA for
a variance on foundation plantings. 12 plantings will be moved outside the utility easement. The
architectural features at the front of the building will be examined for conformity with the
Overlay—otherwise BZA approval is required.
Nick Kestner questioned the location for the path—it does not seem to go all the way through on
Commerce Drive. Bill Stoops responded that the path does go through, it is a portion of sidewalk
that is yet to be installed along with the handicap accessible ramp.
The petitioner committed to make the following changes: Add striping to the sidewalk at the mid-
point of the building to the stairs. More detail and information will be provided of the location of
the mulch and the grass and how the area will be maintained. The petitioner will appear before
the Board of Zoning Appeals to justify the elimination of the foundation plantings on the east side
of the building. The petitioner will take another look at the Honey Locust species of trees and
make sure they do not have borings; if they do, this species type will be changed. The 12
plantings outside the existing utility easements along Commerce Drive and 106 Street will be
moved. The architectural details and the front of the Strip Center will be looked at to determine

whether or not architectural bump -out was constructed in accordance with the Overlay
Ordinance. If not, the petitioner will appear before the Board of Zoning Appeals for a variance.
Jerry Chomanczuk moved for approval of Docket No. 173 -02 ADLS Amend, West Carmel
Center Lot A Block 4 Landscaping, with conditions as understood by the petitioner, seconded
by Dianna Knoll and APPROVED 5 -0.
11. Docket No. 175 -02 ADLS Amend; 1425 South Range Line Rd. Building Elevations
Petitioner seeks amended Architectural Design, Lighting, Landscaping Signage
approval to modify existing building elevations. The site is located at 1425 South Range
Line Road. The site is zoned B -8 Business.

P.J. Schwepp, One Main Street, Carmel, resident for 19 plus years, appeared before the
Committee on behalf of the petitioner. Ms. Schwepp was a little confused as to why she needed a
permit to paint the building at 1425 South Range Line Road (not in the historical district.)
Ms. Schwepp distributed the color of paint used to begin painting the building and asked for
approval to complete the task.
Laurence Lillig reported for the Department. The B -8 Business District requires Architectural
Design, Lighting, Landscaping, and Signage approval by the Plan Commission, including color.
Since this property is within the B -8 District, it is subject to the Ordinance and requires Plan
Commission approval. The building has begun to be painted green and white, including the
window frames (green.) A Christmas Tree sales lot has been established on the site. The
Christmas Tree sales lot would require a temporary use permit from the DOGS; the permit cannot
be issued at present because it is in violation of the ADLS requirement. The Department has no
problem with the use as a temporary Christmas Tree lot, but the temporary use would not be
approved for a period beyond December 31, 2002. There is a concern with the colors currently
being used —green and white —not appropriate to the Range Line Corridor or to this building.
The Department is definitely not in favor of this site being converted to a permanent, temporary
use. If this were approved, once the temporary use expires, the site is to be restored to its original
colors.
The building is to be restored to non objectionable trim color until such time as a re -use occurs.
The petitioner is willing to paint (weather permitting) to MAB Texas Tan, the color preferred by
Committee. The Department will issue a temporary use permit.
Dianna Knoll moved for approval of Docket 175 -02 ADLS Amend, conditioned upon petitioner
painting the trim "Texas Tan," weather permitting, and will finish painting the building no later
than April 30, 2003, subject to the owner's approval; seconded by Jerry Chomanczuk and
Approved 5 -0.

Amendments to the Carmel/Clay Zoning Ordinance Patch #4
The petitioner seeks to add new provisions to and make several corrective amendments to the
Zoning Ordinance.
Filed by the Department of Community Services.
The Patch 94 Ordinance containing new provisions and corrective amendments was discussed at
length. Discussion regarding the amendments; Committee will split into two sections, a) and b).
The new provisions will be added as agreed by Committee.
Dianna Knoll made formal motion to recommend approval to the full Commission of Section (a)
of the Patch 94 Amendment, seconded by Pat Rice and Approved 5 -0.
Note: The corrective amendments, Section (b) will be discussed at the next Committee meeting.
There being no further business to come before the Committee, the meeting was adjourned at
10:40 PM.
