suggest that you email and /or mail plans to all TAC members, if you have not done so already. Their contact info is
online at: http: /www.ci.carmel.in.us/ services /DOCS /TAC2010 /TAC %20members %2012.18. We would like a TAC
application submitted to us as well, but will not charge the fee, since it is a Hamilton county parks project. Chris
Wiseman mentioned in an email below that it came through in 2007 do you have a docket no. handy for that one? I
only have 05050009 V and 05010020 TAC...
If possible, we would like you to appear at the Jan. 20 TAC meeting, to present the proposed changes. You would be
heard at the end of the meeting, around 10 am. Here is a link to that agenda:

We are getting ramped up to start the Coxhall Mansion /Parking renovation. My question for you is that since this was
masterplanned and this is another phase, what do we need to do for DOCS? We are in the process of getting our SWPPP
reviewed by Gary and his office for some preliminary work to prepare for the interior work prior to the site work. Will
this be an administrative approval? I believe that we would be submitting plans for the mansion renovations sometime
in February.
Below are some emails between Chris Wiseman and Gary Duncan. This may help explain a little better.
Please let me know if you have any questions and what we need to do to get things started on your end.

Storm review will consists of water quality calculations for the rain garden detention area and then storm sewer
caculations for the enclosed storm sewers.
Yes, we are asking for an early release on installation of the construction access and silt fence etc SWPPP plan items. I
believe there will be some minimal earthwork associated with cut and fill on that temporary road as well.
I have attached the current SWPPP plans for review to get this initial permit started.
Is there an abridged permit for just SWPPP review?
If you need these drawings stamped and certified I can resend as well.

I do not expect much in terms of a drainage review (should just be pipe sizing calc's, correct What we must review
prior to issuance of the storm water management permit is the SWPPP. Are you considering phased construction with
an early release on earth moving? This is possible, we just need to do it right. Please remember to also submit plans and
calculations to Crossroads.

The last project which was approved in 2007 was reviewed and approved by Amanda Foley with the city, so I don't
believe the Soil and Water will review and approve but typically we submit a set to them for coordination.
I have included Gary Duncan and Mike McBride in case I'm under the wrong impression.

I plan on submitting to entire plans for review and approval.
Will you need to complete the drainage and r/W review prior to issuance of the storm water Management Permit which is
attached?
The Park Department, Al, would like to install the construction access road, silt fence and contractor staging area so that
internal building demolition can begin prior to the external site improvements. This would allow the building renovation to
begin well before the site work can begin which is anticipated in April.
Please advise.

Hi Chris,
The Carmel SWPPP requirements and Stormwater Permit are attached. Again, if the Hamilton County Parks Dept. is part
of the Hamilton County MS4, the SWPPP should be submitted to John South with the Soil and Water Conservation
District and Stormwater Permitting will be administered through IDEM. Bob Thompson, with the Hamilton County
Surveyor's office should be able to verify if the parks department is part of the MS4.
I spoke with Gary and he will still need plans for drainage and r/w review. Please let me know if you need anything else
and have a good day.
