The City has received your comment letter and drawings dated July 8, 2005 based upon the City review of June 30,
2005. All of the comments have been addressed with the following exceptions:

COMMENTS- SECONDARY PLAT
13. The layout of the secondary plat is very confusing and some of the sheets do not seem to match:
Sheet 5. Does not have a continuation note at the bottom (see Sheet 8). Does the bearing S00° 00'
39" E 1977.44' terminate at the northeast corner of Lot #47 or continue south?
Sheet 6. The transition from Sheet 6 to Sheet 7 does not match the overall layout on Sheet 1. For
example, the western boundary bearing on Sheet 6 (N00° 00' 14" W/ 1974.67') seems to terminate
as it flows into Sheet 7 where it connects to the bearing NO0° 00' 13 "W/512.83'. However, the
western boundary bearing on Sheet 6 matches the legal description. The continuation on the right
side is incorrect. It should read see Sheet 8 for continuation. The sheet does not have a
continuation note at the bottom (see Sheet 7).

19. Sheet 24 Traffic Control Plan
Please remove "NOTE: REGULATORY SIGNS ARE TO BE DELIVERED TO HAMILTON
COUNTY HIGHWAY DEPARTMENT." Review #4 This note is still on Sheet 24.
20. Sheet 25 Entrance Plan
Comment on previous review: "If a median is desired, it can be a maximum of 10 -feet wide, back of
curb to back of curb. Entrance and exit lanes shall be 18 -feet wide maximum, back of curb to back of
curb. If a dedicated exit left turn lane is desired, please locate it in front of the median island with
necessary taper and make the lane 12 feet wide. The Department requests that the left tum lane be
placed in front of the island, that the island have a 50 -foot taper, and that the left turn lane be 50 feet in
length measured out to the back edge of the 131' Street auxiliary lane. Align the left tum with exit left
turn lane on the opposite side of 131` Street." Please revise entrance so that it conforms with the
previous comment. The configuration as shown would pose problems for maintenance, snow removal,
and emergency vehicle access. Review #4 There is still some misunderstanding about the entrance.
The Department's intent is to have no more than 18 feet total of travel lane on either side of the median.
The plans still show two 12 -foot lanes for the exit for a total of 24 feet (6 feet more than the City is
allowing).
Please show the subsurface drain beneath the stone shoulder. Review #4 The subsurface drain is shown
as 4" in Section A -A on Sheet 25. This conflicts with the standard on Sheet 30. The subsurface drain
should be 6" minimum.
21. Sheets 35A and 35B Landscape Plan
Please remove these sheets from the set of plans submitted for approval. Approval of the Landscape
Plan does not come from the Department of Engineering. Review #4 This comment is repeated from
Review #2. The landscape plan had previously been removed, but was included in the set of plans
submitted July 8, 2005.

These comments represent the Department of Engineering's fourth review of the construction plans for this project.
We request that all responses to our comments be provided in writing. Failure to provide written responses may result
in delay of the review process.
It is critical that this office be made aware of all modification made on the plans being re- submitted, particularly if any
such changes are considered "new" or fall outside of our previous reviews. Please provide revised plans indicating all
revisions. Please notify us of any changes and specifically state any changes, including changes resulting from Plan
Commission, Special Studies or other committee meetings.
All bonds and performance guarantees (if required) must be posted prior to Engineering Department approval. Also,
Board of Public Works and Safety approval and any other governing agency approvals (if required) must be obtained
prior to Engineering Department approval.
Per the letter dated May 24, 2005 from Crossroad Engineers all of the comments from the drainage review have been
satisfactorily addressed.
The Department of Engineering reserves the right to provide additional comments based on subsequent reviews.

The City has received your comment letter and drawings dated May 23, 2005 based upon the City review of February
16, 2005. All of the comments have been addressed with the following exceptions:
COMMENTS SECONDARY PLAT
12. Does the Secondary Plat submitted represent the entire development or just Section 1 of the development?
The Key Map on Sheet 1 does not indicate that the development is broken into sections. However, the legal
description on Sheet 10 is labeled as the Land Description for the Aberdeen Bend Subdivision, Section 1 and
the bearings seem to represent the overall dimensions of the Key Map on Sheet 1. But then Sheet 5 indicates
the northern lot line of Lot 47, the cul -de -sac right of way line and northeastern and northwestern lot lines of
Lot 48 appear to be a section line or dividing line between Sections 1 and 2.

We assume that these plans are for the entire development? Is this how this will be developed and not
divided into sections? If it is to be developed by sections, then each section must have it's own set of
plans and identified as such.
Under Utility Companies, replace Violia with Carmel Utilities.
19. Sheet 24 Traffic Control Plan
Please remove "NOTE: REGULATORY SIGNS ARE TO BE DELIVERED TO HAMILTON

south side of the existing 131' Street centerline. This lane will extend the full length of the frontage or
the limits of the auxiliary lanes, whichever is greater. Please revise Section A -A (the mainline cross
section) to reflect these changes (should be 27' -0" on project side)." The widening east of the entrance
appears to be a width less than 15 feet.
Comment on previous review: "Please indicate resurfacing of the entire width of 131 Street mainline
across the frontage or to the limits of the auxiliary lane, whichever is greater." Resurfacing of the entire
width is not delineated sufficiently.
Comment on previous review: "On the south side of 131" Street, please provide a 3 -foot #73 stone
shoulder across the entire frontage. Provide a subsurface drain under all of this shoulder." The stone
shoulder is not labeled clearly for the entire length of the frontage.
Comment on previous review: "Subsurface drains need to be double wall." Could not locate where this
requirement was addressed. Please indicate or revise the drawing.
Comment on previous review: "Please indicate that the stone for the 3 -foot wide stone shoulder is to be
#73 stone." Please describe in the label as "3' WIDE #73 STONE SHOULDER."
Please show the subsurface drain beneath the stone shoulder.
Please change the asphalt path section to the following:
1 -inch H.A.C. #11 surface on 2- inches of H.A.C. #8 Binder on 5- inches #53 Stone.
23. Sheet 30 Construction Details
Comment on previous review: "Please remove Standards P -1 (pipe under drain), C -1 (concrete roll curb
and gutter) and C -5 (concrete chair back curb and gutter) and replace with City of Carmel Standards for
these details." Please include these City of Carmel Standards as previously requested.

The undersigned has reviewed the proposed plans for
Aberdeen Bend Subdivision
and has approved the plans subject to the following:
1. Will there be an amenity building associated with this project? If so, we request that a Knox box
be installed on that building for emergency access.
2. Our office, in conjunction with the Department of Community Development, are requesting in
newly platted subdivisions, fire hydrant makers be installed in the street pavement perpendicular
to the fire hydrant. This will allow the fire department to more easily spot fire hydrants during an
emergency.
Please respond to the above noted condition(s) in writing and submit to our office prior to the
scheduled Technical Advisory Meeting for this project.

addressed before construction plans are approved.

This letter is in response to your Primary Plat filing for Aberdeen Bend Subdivision. The
following comments need to be addressed and plans updated accordingly:
1. Provide estimate of construction cost of Road Improvements per Commitment
proposed by owner. We will evaluate the estimate and determine the appropriate
action in receiving the improvements per the commitment.
2. Landscape Plan:
a. Provide analysis of frontage required plantings per that frontage for review and
approval by Scott Brewer, DOCS Urban Forester.
b. Provide landscaping at southern end of development.
c. It appears as though there is a conflict between the proposed ponds and
landscaping along West 131 Street. Please advise.
d. Provide typical lot landscaping spec.
3. Remove address blocks.
4. The minimum required easement width between lots is 20' per 6.1.1 SCO. Please
Revise.
5. Alternative transportation plan: sidewalks required at 5', asphalt path along West
131 Street required at 10', and asphalt paths within subdivision required at 6'.
6. Clearly identify passing blister on the north side of West 131 Street; ROW will be
available.
7. Be advised of requirements of 26.2.7 (existing and proposed) of the Zoning
Ordinance regarding setbacks.
8. Our preference would be that swales along the rear of lots be within a dedicated
drainage easement.
9. Shorten Truman Court to pull cul -de -sac ROW 75' off of south property line.
10. Identify "131 Street" as "West 131 Street."

Enclosed please find two copies of a platting commitment regarding the improvements required for
131' Street. This standard is consistent with the other projects previously approved in the area.
Additionally we are trying to acquire additional R/W from the owner to the north for a passing blister.
We realize that we will be needed prior to starting construction on Phase 1.
The primary plat and revised landscape plan will be refilled to you and other TAC members
directly by Mid States. I believe we have incorporated all of the comments from the TAC meeting as
requested. Mid States will also provide you with the booklets and evidence of proper notice.
If all of your concerns and comments have been addressed, we would like to see if you could
recommend in your staff report to suspend the rules and have the plan Commission vote on this plat on
May 21 Please let me know if this would be possible to make that recommendation. If there are any
outstanding issues please let me know and I will try to address them. Please feel free to call me at 281-

Brookston silty clay loam- this soil is dark colored, silty in texture and on depressional uplands.
It is deep and very poorly drained with moderate permeability. It has high available water for
plant growth and high organic matter content. It has compact till starting at a depth of 40 to 60
inches. The main soil features that affect the urban development uses are seasonal high water
table, high potential frost action, moderate shrink -swell potential, moderate permeability and
ponded surface water.
Crosby silt loam, 0 -3 percent slopes- this soil is light colored, silty in texture and on sloping
uplands. It is deep and somewhat poorly drained with slow permeability. It has high available
water for plant growth and medium organic matter content. The soil has compact till starting at a
depth between 20 —40 inches. The main soil features that affect urban development uses are
seasonal high water table, moderate shrink -swell potential, high potential frost action and slow
permeability.
I have reviewed the plans for this project and have the following comments:
1. Subsurface drainage should be accessible for each lot.
2. Basements are not recommended in these soil types.
3. Proposed use and restoration of the common areas should be detailed on the construction
plans.
4. Potential wetlands have not been identified on this site.

1 have reviewed the primary plat for this project and have the following comments.
1. The storm sewers for this project will be petitioned to become Regulated Drain.
2. This project is located within watershed of the JW Brendle Regulated Drain. The
allowable discharge rate for this watershed is 0.24 cfs per acre.
3. Please provide an overall preliminary drainage report.
4. Offsite drainage flows onto this site. This project will be required to extend storm
sewer inlets to the west property line, Per the County Surveyor, the inverts of these
structures are required to be low enough to drain the area from Shelbourne Road with
subsurface drain.
5. Lot 44 will have ground water flow requiring a sump pump. I recommend a
subsurface drain between lots 48, 49 and 50 to help intercept ground water before it
gets to lot 46. Fill and grading won't necessarily prevent ground water flow. It will,
however, direct surface flow characteristics. Another options such as moving the lot
lines also exist.
6. The Hamilton County Surveyor's Office standard details will be required on the
construction plans. These may now be downloaded from our website
www.co.hamilton.in.us

New 126th Street Middle School
Plans have been received by the District and reviewed by the District's engineering
consultant and will be ready for submittal to IDEM for state construction permits once the

needs to consider dedicating the sewers to the District for maintenance once they are
completed. The District is also negotiating with the School Corporation for easement
rights for a future force main through the property; if they remain private, no other
users besides the School Corporation will be allowed to connect. Building permits should

Saddle Creek Sections 10 11
A comment letter was sent by the, District's engineering consultant to Cripe in July 2001
but the District has not received any revised plans for review since that time. Please
have the petitioner provide plans for review. Building permits should NOT be issued unless

Cox Hall Park Maintenance Facility
The plans received by the District do not indicate how the facility proposes to receive
sanitary sewer service. District specifications need to be added to the plans. Building
permits should NOT be issued unless the District has issued connection permits.
Little Farms Lot 46 (Primary Plat Amendment)
The petitioner will need to contact the District to discuss the proposed sanitary sewer
connection; for an existing active line, connection via a manhole core drill is preferred.

This letter serves to acknowledge receipt of a transmittal received 3/22/02 containing the
plans for the above- mentioned project. After reviewing the plans the Highway
Department has the following comments:
1. An Application for Project Review needs to be completed and the appropriate
review fees for a Primary Plat paid, before any approvals will be granted from this
office. I have enclosed a blank form for your use.
2. In accordance with the Hamilton County Thoroughfare Plan, a 50' half right of way is
required along 131 Street. Please dimension and label the right of way. A 50'
triangular cut is also needed at the entrance.
3. Please label and dimension the accel/decel lanes along 131 Street. The decel taper
should be 100' with a 150' lane. The accel taper should be 100'. The lane width is
12'. The pavement section for the widening and lanes should consist of a 14" stone
base, 5" HAC binder and 1" HAC surface.
4. The eastbound lane of 131 Street will need to be widened three foot and a three
foot stone shoulder constructed beyond the widening_
5. A two -foot non access easement is needed behind the right of way for 131 Street.
The easement should also extend along Southland Street to the north property line
of Lots 9 and 10.
6. Additional right of way will be required for the passing blister. Please forward the
Dedication of Right of Way to the Highway Department.
7. The entrance will need to be relocated to accommodate the necessary decel lane. If
the entrance is not relocated, additional right of way will be needed for the decel
lane. Construction Plans will not be approved until the necessary right of way is
acquired.
8. Please note that decorative signs, sprinkler systems, trees, landscaping mounds,
light poles or other such amenities are not permitted in the right of way.
9. Please verify that all right of way radii at the intersections of the interior streets are
greater than 20'.
10. Please label and dimension the curb retum radius at the entrance. The radius for
entrance should be 40'. All interior curb radii should be 20.
