You should have recently received a certified mail notice regarding a zoning request submitted by
Riverview Hospital for Parcel 1 of the Riverview Medical Park complex regarding Buildings A and B. This
variance request will be heard by the City of Carmel, Board of Zoning Appeals, on January 26, 2004 at 7:00
p.m. at the Carmel City Hall Building In anticipation of this meeting, we would like to invite you to an open
house to address any questions or concerns that you may have regarding the variance request.
The nature of the variance request relates to allowing some storage to be located on the second floor of
Building A, as well as some storage on the second level of Building B, including a few offices and a conference
room. When these two (2) buildings were originally designed, each building was to have a basement. However,
Riverview Hospital discovered that there is a high water table near Buildings A and B which would prevent the
inclusion of basements for each building. Consequently, since Buildings A and B will not have a basement,
storage cannot be located in the basement. Thus, Riverview is seeking a variance to permit storage to be located
in certain areas of the second level of Building A, as well as storage in certain areas on the second level of
Building 8, including a few administrative offices and a conference room. Enclosed for your reference is a site
plan for the complex. On the site plan, we have marked the location of Building A and Building B.
This open house will be held at Riverview Hospital, 395 Westfield Road, Noblesville, Indiana
46060. You should enter the Hospital and take the nearest elevator to the fifth floor south. When you
exit the elevator on the fifth floor south, ask to be directed to the Conference Room. There is only one
conference roots on the fifth floor south. This open house will begirt at 7:00 p.m. Should you have any

The Riverview Medical Park is located at the southeast corner of 146 Street and Hazel
Dell Parkway in Carmel. The Applicant, Riverview Hospital, is the tenant for the two (2)
buildings which are to be located on parcel 1 of the Riverview Medical Park Complex. Building
A is the Immediate Care Center and Building B is the Medical Health Center and Office
Building.
The originally approved plans and elevations for both. Building A and Building B
included a basement for each. Riverview previously obtained ADLS approval for both Building
A and Building B. The proposed basements for Building A and Building B were to be partially
utilized for storage purposes. However, because of concerns of the high water table in the
immediate area near Building A and Building B, the Applicant has decided to forego installation
of basements for both Building A and Building B. As a result, the storage originally planned for
the basements for both Building A and Building B, is now planned to be located on the second
floor level of each building. The second floor level for Building B will also include a few
administrative offices and a conference room. The relocation of the storage from the basements
to the second levels for both Building A and Building B requires a variance, which variance
request will be heard by the Board of Zoning Appeals on January 26, 2004.

While the changes in the internal floor plan have not resulted in any exterior changes to
Building A, some exterior changes to Building B have resulted. For example, originally
Building B did not incorporate a canopy to the main entrance. The revised elevation for
Building B now includes a canopy to the front entrance, as well as a slight modification to the
east elevation of the building. Enclosed with this letter are an aerial photograph and site plan for
parcel one of the Riverview Medical Park, as well as the associated drawings and elevations
regarding the proposed changes to Building B, and copies of the signed cover letters to the TAC

Dell Parkway in Carmel. The Applicant, Riverview Hospital, is the tenant for the two (2)
buildings which are to be located on parcel 1 of the Riverview Medical Park Complex. Building
A is the Immediate Care Center and Building B is the Medical Health Center and Office
Building.
The originally approved plans and elevations for both Building A and Building B
included a basement for each. Riverview previously obtained ADLS approval for both Building
A and Building B. The proposed basements for Building A and Building B were to be partially
utilized for storage purposes. However, because of concerns of the high water table in the
immediate area near Building A and Building B, the Applicant has decided to forego installation
of basements for both Building A and Building B. As a result, the storage originally planned for
the basements for both Building A and Building B, is now planned to be located on the second
floor level of each building. The second floor level for Building B will also include a few
administrative offices and a conference room. The relocation of the storage from the basements
to the second levels for both Building A and Building B requires a variance, which variance
request will be heard by the Board of Zoning Appeals on January 26, 2004.

Dear Ms. Waggoner:
The Riverview Medical Park is located at the southeast corner of 146` Street and Hazel
Dell Parkway in Carmel. The Applicant, Riverview Hospital, is the tenant for the two (2)
buildings which are to be located on parcel 1 of the Riverview Medical Park Complex. Building
A is the Immediate Care Center and Building B is the Medical Health Center and Office
Building.
The originally approved plans and elevations for both Building A and Building B
included a basement for each. Riverview previously obtained ADLS approval for both Building
A and Building B. The proposed basements for Building A and Building B were to be partially
utilized for storage purposes. However, because of concerns of the high water table in the
immediate area near Building A and Building B, the Applicant has decided to forego installation
of basements for both Building A and Building B. As a result, the storage originally planned for
the basements for both Building A and Building B, is now planned to be located on the second
floor level of each building. The second floor level for Building B will also include a few
administrative offices and a conference room. The relocation of the storage from the basements
to the second levels for both Building A and Building B requires a variance, which variance
request will be heard by the Board of Zoning Appeals on January 26, 2004.

schedule for this matter is as follows:
Please advise me if this item will require review by the Technical Advisory Committee. If such
TAC review is required, please advise me of the deadline and the number of drawings I will need to
submit to your office. Further, my understanding is that the other slight architectural changes to
Building B will require an ADLS amendment filing. My understanding is that the ADLS amendment
application would be reviewed by the Committee and that the deadline to submit the application is
