I have just a few short comments;
1. Could you switch the locust trees from the South side of the building to the west face of the building
(front), and the maples to the south face.
2. Would it be possible to connect the two parking lot islands into one larger island in the middle of the
lot increasing the available soil volume for the trees to take advantage of.
3. Please remove Planting Note number 12 at this time, unless there are existing trees that are going to
be preserved on site, then you will need a preservation detail to be added to the plans.

In response to the questions raised by the special studies committee, the Engineering Department has
considered the proposed on- street parking spaces on the north side of Medical Drive and the east side of
Rangeline Road.
This segment of Rangeline Road currently includes two travel lanes in each direction and a two -way left turn
lane that transitions to dedicated turn lanes at the signalized intersections. This segment of Rangeline Road
experiences high to moderate traffic volumes consistently throughout each day. The sizable number of
commercial driveway access points along this segment of roadway combined with the high traffic volumes
already creates a less than desirable traffic situation. Additionally, the nature of the development adjacent to
this segment of Rangeline Road (all of the businesses are destination types with limited time of use by patrons
and ample onsite parking areas) creates congestion and increases potential for vehicle and pedestrian conflicts
as motorists attempt to access each of the businesses.
With the current arrangement of roadway cross section, commercial drive frequency, and adjacent site uses, it
is the opinion of the Engineering Department that on- street parking accessible directly from the travel lane
would contribute to congestion in the area and result in an overall decrease in public safety.
Additionally, it is the opinion of the Engineering Department that in order to accomplish the long term plan for
the Rangeline Road corridor, it is likely that substantial modifications to the intersection of Rangeline Road and
Medical Drive would be required. It appears that reconstruction of the proposed on street parking on Medical
Drive would be required when improvements are made to this intersection.
Therefore, Engineering Department does not recommend the construction of the proposed on- street parking
spaces for this site until such time as this segment of Rangeline Road is modified to support better access
management, pedestrian movements, and a more regional implementation of on- street parking.
The Engineering Department recommends that commitments be obtained from the developer for the
contribution funds equivalent to the construction costs associated with the on street parking in lieu of requiring
the actual construction of these parking spaces. Estimates for the cost associated with the construction of
these on street parking spaces will be reviewed for acceptability and approval by the City Engineer.

The petitioner has provided a response to our TAC comments and submitted revised plans. I reviewed the responses and
the plans with the petitioner yesterday and all of our technical comments have been addressed. We still need to issue a

Statement regarding Docket No. 09100011
Carmel Health and Living Community has invested substantial time and over $100,000 into correcting
runoff drainage issues from properties to the west and north of our property located at 118 Medical Dr.
The most current investment required installation of a new storm sewer system that directed the offsite
drainage from the west and north into the existing storm sewer network ending in the dry retention
pond located along Medical Drive.
While we do not contest the development of the New Retail Building at 1421 S Range line Rd, we would
ask that the City Plan Commission take extra care in reviewing the site plans to insure that any drainage
from the proposed Range Line property be directed away from the existing properties to the north of
the proposed site and specifically away from our property located at 118 Medical Dr and to protect the
safety and security of the 160 elderly residents at Carmel Health and Living.

Jon,
Here are a couple scenarios explaining my thoughts on the latest signage for CVS. Generally I'm OK with the curved wall
signs. I am also OK with one blade sign facing Medical Drive and the drive thru pharmacy sign above the drive thru. It's
the rest of the signs that I have a hard time supporting.
Scenario #1
1. Consider the curved wall sign on northwest corner to be the sign on west facade. (75.25 sq. ft.) Then they
wouldn't need variance for sign facing north. (Variance fees can be put towards sign permits.)
2. Consider the curved wall sign on the southwest corner to be the sign on the south facade. (75.25 sq. ft.)
3. Remove both blade signs. Would not need additional blade sign on south facade because small directional signs
would let people coming from east know where the CVS entrance is.
4. Have enough sq. ft. left over for Drive Thru Pharmacy sign (only) over drive thru. (7.75 sq. ft.)
5. Wouldn't need any variances because we could consider the drive thru pharmacy sign an awning sign, which is
considered part of that particular facade's wall sign allowable area.
6. Still would need to remove signs above windows and just utilize window signage for those advertising messages.
7. Also still need to remove extra signs around drive thru and especially those facing east.
Scenario #2
1. Consider curved wall sign on NW corner to still face north. (Variance required and filed)
2. Consider curved wall sign on SW corner to still face west.
3. Still have blade sign on S wall facing Medical Dr. (Variance required and filed, but still need to know exact
dimension of only the letters and 24 hours part. This will play into the total square footage for the site. Also, still do
not think back -lit sign will be as visually effective as if it were internally illuminated.)
4. Remove blade sign on W wall facing Range Line Rd. because either way people are driving, they will see a wall
sign most likely before they see the blade sign.
5. Drive Thru pharmacy sign still ok as an awning sign because that square footage when combined with the blade
sign will still be under the 60 sq. ft. allowed for that facade.
6. Still need to remove signs above windows and just utilize window signage for those advertising messages.
7. Also still need to remove extra signs around drive thru and especially those facing east.
8. If extra signs cannot be removed, an additional variance for total square footage will be required because the total
sign area for the site will be over the 172 that is allowed.

Jon,
Thanks for submitting the updated sign package. However, there are a bunch of new signs added and some that should
have been deleted that were not. I know you said they didn't have everything quite right yet, but if you could get them to
make the corrections are resubmit, that would be wonderful. I really liked the signs you proposed at the meeting before
Thanksgiving: CVS /Pharmacy on the north and west canopy (not split on the corner) and a blade sign on the southwest
corner with the text going horizontal and not reverse illuminated. If you can convince them to go this route, I think that
would be best and the option we can support. We are not in favor of splitting the CVS and pharmacy on the corners.
The addition of the "drive -thru pharmacy" and "open 24 hours" above the windows are redundant and will cause the need
for more variances. Please have signs #3, 4, 5 and 6 removed. We will not support those signs. Also, I know you share
this sentiment, but all signs on the east elevation need to be removed 10, 12, 13). I am still not in favor of the signs by
the doors #14 15) but understand they are under 3 sq. ft. and could be installed if they really wanted. Sign #22 is ok on
the receiving door. Signs #9b and 9c (Full Service) are not necessary and will not be supported. We would be ok with sign
#9a "drive thru pharmacy" pending variance approval for number of signs and two signs facing one ROW for that facade.
think that covers everything. Please let me know what they think and are willing to compromise on.

Based on additional review, the City provides additional comments:
CONSTRUCTION DRAWING REVIEW COMMENTS
1. Please remove P.E. stamp from all sheets and replace with the text: APPROVAL
PENDING -NOT FOR CONSTRUCTION.
2. Pursuant to Section 2.09 of the Carmel Zoning Ordinance, compliance with the
Thoroughfare Plan includes construction of the improvements prescribed by the
Thoroughfare Plan across the frontage controlled by the development (including sections
with no access).
3. Sheet C'I.2.
a. Ptease.add note to saw cut existing curb at nearest joint past removal limit.
b. Please add note to protect existing subsurface drain under curb and that contractor is
responsible to repair any damage to the satisfaction of the City.
4. Sheet C2.1.
a. Please locate proposed stop signs outside of the right -of -way.
b. Any striping in the right -of -way shall be thennoplastic and indicated as such in the
plans.
c. Entrances within the right -of -way shall be concrete 6 inches minimum thickness or
that minimum thickness necessary to support the heaviest vehicles expected to
regularly access the site.
d. Please reconfigure the ADA ramp at Medical Drive to cross Rangeline Road and
Medical Drive perpendicularly (will require two independent ramps unless existing
receiving ramp on opposite sides of the roadway prevent this).
e. Return radii of entrances shall be 30 feet minimum.
f. Curbing in the right -of -way shall match the existing curbing in all dimensional
aspects.
g. Is it possible to shift Rangeline entrance farther north to better align with existing
opposite entrance? Even if parking spaces are lost?
h. Please confirm that the Department of Community Services has approved proposed
streetscape in the right -of -way.
i. Revise Site Note 11 to require backfill to City specifications where in the right -of-
way.
j. Please confirm with the Urban Forester if structural soil is required in the right -of-
way.

a. Thank you for indicating. underground detention. The City has customarily accepted
detention under its redevelopment policy for such a redevelopment project. What
basis was utilized to establish the peak outflow and, required detention volume?
b. It does not appear that any current site flow is to Rangeline Road. .Has an
analysis of the receiving system been completed to establish if the existing' system
can accept the runoff from the.onsite detention system?
c. Please verify if any offsite water enters the proposed site, including flood routing of
offsite .properties.
d. Is the existing drainage pattern on the east property: line changing? i expectthat the
watershed draining to the property to the east is being reduced,. but please verify: The
existing flow from this property to the east cannot be increased.
e. Is the flood route from this property being changed? Appears to be that the proposed
site will stage to 828.85 and release down the drive to Medical Drive.
f. If the overflow "weir" of the site is 828.85; I. expect the MLAG elevation to be
830.85.
g. Please revise General Grading Note 6 to require backfill to City standards where in
right -of- -way.
6. Sheet.C3.2.
a. Due to depth of 12 inch outfallpipe, are there concerns with backwater from the
roadway system into the onsite detention system? Is it possible to raise the outfall
Pipe?
b. Why is there a note to adjust the existing casting to grade in Rangeline? Is this
casting presently lower than the pavement elevation?
c. Please indicate the installation of City standard dual conduit within the right -of -way
across each frontage. Detail is available on the. City's website.

d. Is itnecessary to have the sanitary lateral in the right -of -way?
e. General Utility Note 6 please revise to require backfill per City specs where in the

Dear Mr. Cofer:
The City received your construction plans on October 15, 2009. We offer the following comments:
GENERAL INFORMATION
l These comments represent the Department of Engineering's first review of the preliminary
development plans for this project.
2. We request that all responses to our comments be provided in writing and be accompanied by
a drawing reflecting the requested revisions. Failure to provide written responses may result
in the delay of the review process.
3. It is critical that this office be made aware of all modifications made on the plans being re-
submitted, particularly if any such changes are considered "new" or fall outside of our
previous reviews. Please provide revised plans including all revisions. Please notify us of
any changes and specifically state any changes, including changes resulting from Plan
Commission, BZA or other committee meetings.
4. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage
calculations submitted to this office for review. If you have not already done so, please
provide a set of drainage plans and calculations to their office for review. We will share
Crossroad's comments as they are received.
5. Final drawings will not be approved for construction until:
a. All Engineering Department and Utility Department and Hamilton County Surveyor
issues have been resolved.
b. All bonds and performance guarantees are posted.
c. All Board of Public Works and Safety approvals and any other governing agency
approvals (if required) are obtained.
d. All off -site easements necessary to install utilities to serve the development are secured.
e. SWPP is approved.
f. All fees are paid.
6. The Department reserves the right to provide additional comments based upon subsequent
reviews.
7. An approved Storm Water Management Permit is required prior to commencing any earth
disturbing activity.
8. An approved right -of -way permit is required prior to commencing any work in the public
right-of-way.
9. if it will be necessary to relocate existing utilities, the costs for such relocation shall be borne
solely by the developer. Any utility poles requiring relocation shall be relocated to within
one -foot of the outside edge of the proposed right -of -way.
10. The Department requires that the construction drawings be developed in accordance with the
City of Carmel digital submission standards and that all required submittals for primary plat,
secondary plat, and construction drawings be made. The digital files must be submitted to

and by Cannel Utilities. The Owner will receive 3 sets, one of which tnust_be maintained
on the construction site at all times. If this project is subject to review and approval by
the Hamilton County Survevor's Office, a total of 11 sets will be required for final
approval.
13. Carmel :Utilities will provide separate reviews of this project for water issues. Please assure
that copies of all drawings are sent to:

BOARD OF PUBLIC WORKS AND SAFETY
16, A schedule for Board of Public Works and Safety meeting dates and agenda deadlines will be
sent electronically for your use upon request. Please use the Engineering Department
deadlines for submissions to the Board.
17. Any submission to the Board requires prior approval by the Carmel Clay Plan
Commission and /or the Board of Zoning Appeals (if applicable) and completion of
review by the Technical Advisory Committee. All written requests to be placed on the
Board's agenda must include the, appropriate Docket Number and the date (or dates) of
approval by the Plan Commission and/or the Board of Zoning Appeals (if applicable).
18. Water Availability and Sanitary Sewer approval from the Board will be required. This is an
EDU approval based upon the proposed use of the site. Reference Items #33 to #35 below
for additional details /explanations. Please note that if an entryway or other irrigation
system is planned for this development, additional Water Availability' Approval from
the Board will be required and additional Water Connection Fees will be assessed based
upon the size and usage of the system as determined by the Director of Carmel Utilities.
19. Commercial Curb Cut Approval: It appears that the existing curb cuts are going to be
modified. This requires approval from the Board of Public Works and Safety. Please
provide 8 %2 x 11 exhibits with the request for approval. Provide pertinent information
including lane widths, overall width, radii, lane markings, location of opposing drives or
streets, relationship to the location of previous curb cut, etc

20. Temporary Construction Entrance Approval. It appears the planned construction entrance is
located at the site of a permanent curb cut planned on Medical Drive. Therefore, a separate
approval from the Board will not be required.
21. The installation of any permanent, privately owned and /or.maintained improvement (signs,
decorative street signs, irrigation systems, walls, streetlights, etc.) within dedicated right of
way or dedicated easements requires the execution of a-Consent to Encroach Agreement
between the Owner and the City of Carmel. Such agreements are :executed by the Board of
Public Works and. Safety. The City Engineer may approve irrigation system agreements.
22. Secondary Plat approval if applicable: All performance guarantees-must be posted prior to
submission ofsecondary for Board of Public Works and Safety approval.
23. Dedication of, Right of Way if not platted. This, is based upon the City of Cannel 20 -Year
Thoroughfare :Plan requirements. Dedication documents are available upon request. Please
be advised that all Rightof Way= Dedications must be accompaniedbya Sales Disclosure
Agreement completed by the owner for the property being dedicated to the City. The
dedication document .cannot be recorded without a completed Sales Disclosure. The form is
available upon request.
24. Any open pavement cuts of either Rangeline Road or Medical Drive will require Board
approval.
25. Lane restrictions of Rangeline Road and/or Medical Drive require Board of Public Works
and Safety approval. The Department of Engineering assumes lane restrictions will be
necessary for.curb work at entrances, connector, and water connection.
26. Sidewalk closures required for any-work require Board of Public Works and Safety approval
and must conform to City's sidewalk closure policy. A detour must be established and
proper signage must be installed and maintained for the duration of the closure.
BONDING REQUIREMENTS
27. Upon initial review it :appears performance guarantees shall be provided for the following:
a. If this development is to be platted, a performance guarantee will be required for

b. Stormwater Post- Construction BMPs Installation Performance Guarantee.
c. Stormwater Construction BMPs Performance Guarantee. Please contact John Thomas,
Engineering Department- Construction Inspector, for details regarding engineer's
estimates /performance: guarantee requirements for items b) and c).
d. All improvements in the right -of -way.
28. The amount of the Performance Guarantee is based upon a certified Engineer's.Estimate for
100% of the cost of labor and materials to construct the individual improvements, to be
provided by the design engineer. Please provide detailed Engineer's Estimates for each
improvement including quantities,. unit costs, pipe sizes and materials, etc.
29. Upon completion and release of individual Performance Guarantees, a three -year
Maintenance Guarantee will be required (see Street Sign comments above). The
Maintenance Guarantee amount- is based upon 15% of the Performance amount for Streets
and Curbs and 10% of the Performance amount for all other improvements.
30. Performance Guarantees may be Performance or Subdivision Bonds or Irrevocable Letters of
Credit.
31. Please reference the available enclosures for more detailed explanation of our procedures.
RIGHT OF WAY PERMIT AND BONDING
32, Any work in the dedicated right -of -way of Rangeline Road or Medical Drive will require an
approved Right of Way Permit and a License Permit Bond.
33. The bond amount is determined by our Right -of -Way Manager, However, if the work is
included in the scope of work of a required and posted Perforinahce Guarantee, the
Performance Guarantee may be used to satisfy the bond requirements of the Right -of -Way
Permit.

34. Please contact our Right -of Way Manager, Fred Glaser, to arrange right -of -way permitting
and bonding.
AVAILABILITY AND CONNECTION FEES
35. We defer to Carmel Utilities regarding this issue.
36. If an entryway ,or overall site irrigation system is planned for this development,
additional Water Connection Fees will be assessed based upon the size and usage of the
system and upon the recommendations of the Director of Carmel Utilities.
37. These fees are required to be paid prior to final, approval of construction: plans by
Engineering and prior to issuance of building permits by Building Codes Services. Please
confine these fees and calculations with Carmel Utilities.
CONSTRUCTION DRAWING REVIEW COMMENTS
38. .General Comments
a. This project, is subject to the City-'s Storm Water Management and Storm Water Quality
Ordinances.
b. Please add the following note to the drawings; IF IT WILL BE NECESSARY TO
RELOCATE EXISTING UTILITIES, THE EXPENSE OF SUCH RELOCATION
SHALL BE THE RESPONSIBILITY OF THE DEVELOPER. ALL UTILITY POLES
SHALL BE LOCATED WITHIN ONE -FOOT OF THE PROPOSED RIGHT-OF-

c. A traffic signal head symbol has been shown in the intersection of Rangeline Road and
Medical Drive on several of the plan sheets. There doesn't appear to be any purpose for
this signal symbol; please remove it from all sheets.
39. Please add note stating "NO EARTH DISTURBING ACTIVITY MAY COMMENCE
WITHOUT AN APPROVED STORM WATER MANAGEMENT PERMIT to all sheets.
40. Provide all current easements for entire tract to pertinent sheets with correct calls for each

As proposed the three signs total 126.65 square feet in area. The site should be allowed 135 square feet in area with 60
sf on Carmel Drive and 75 sf permitted on Medical. The signs you see on the DT will be reduced to under 3 square feet in
area.
So we are going to ask for a total of three signs and on sign facing north (not toward right of way).
Based on the information you provided it appears that a total of 187 square feet would be permitted. The only thing I can
think of is that CVS may want to enlarge the size of the two wall signs if allowed by right.

It looks like this was the only variance for the site. So yes, they can utilize all 112 sq. ft. that was approved back then for a
wall sign to face west. It's too bad they're only proposing the projecting sign to face west. The two large wall signs they're
proposing add up to about 105 sq. ft. But by the time you add all the other signs, they're still over the allowable square
footage of 120. Unless you want to look at it by adding 112 60 so there's 172 sq. ft. Perhaps then they'd only need
variances for the number of signs and can distribute the square footage around. What do you think? I've added up every
sign (I think) and so far I come up with a total of 155.94 sq. ft. Let me know and we can discuss more.

Here are some comments from my review of CVS signage. Jon told me some of these signs would "go away" but my
thoughts are just based on everything that was submitted.
Overall:
I'm sad that the southwest corner is so bare. I'm also disappointed in the northwest corner. It doesn't have a grand
entrance feel to it. It didn't even call out to me that it was the entrance as I first looked at it. I do like the use of different
shades of brick and the design of the brick near the roof. I appreciate that it is two occupiable stories. I also think that the
site plan /layout is done fairly well.
West elevation:
The small sign near the entrance I think it is out of scale with the building and unnecessary. They can easily put this
type of signage in the window of the door.
The blade sign is at 21.66 sq. ft. It could be Tess if I knew the dimension of the text only. 60 sq. ft. is allowed on this
frontage. The red line that lights up at night is that exposed neon? I'm not sure that goes with the backlit lighting design.
Also, I think the blade sign would be more effective if it was internally illuminated. I think it may be hard to see with so
many letters backlit at night. It might be hard to read as one is driving by. I would even suggest perhaps only having
"CVS" and the 24 hour part.
South elevation:
The main wall sign is alright. The size is 52.29 sq. ft. 60 sq. ft. is allowed. I think the backlighting style is good for this sign.
am slightly concerned that the space allowed for this sign makes the sign look too small. Perhaps additional brick design
around the sign would help make it feel more proportionate. Is that stucco or EFIS behind the sign? If so, it seems a little
out of place with the rest of the brick building. Perhaps a lighter brick color would be more appropriate.
The sign on the door (CVS /pharmacy Receiving Entrance) is at 3 sq. ft. and is fine by me.
Drive Thru Pharmacy it is 7.75 sq. ft. Together with the wall sign, it is right at the 60 sq. ft. allowed. However, a variance
for two signs facing one ROW and number of signs will be required. The full service signs are each 2.67 sq. ft. Since this
is under 3 sq. ft., they are ok. However, I ask the necessity of both signs? The overhang is so small over the outside lane
I think it may be confusing to drivers. Is there any way to make it larger? If not, I think one sign in the middle would be
better for this drive thru. I even ask if it is necessary to have the full service sign. Why would it not be?
East elevation:
The Drive Thru pharmacy sign is unnecessary. It would need variances for not facing a ROW and be part of the total
number of signs variance for the site. The Department would not support this sign. The Pharmacy Pick Up /Drop Off sign
above the window is that necessary? It is only 0.82 sq. ft. but I think nothing is needed. The customer has already driven
up to the window after seeing the Drive Thru Pharmacy and Full Service signs. The Information sign #7 in packet) is 12
sq. ft. It would need a variance for sign not facing a ROW and also be part of the total number of signs variance for the
site. The Department would not support this sign as well. This information can easily be shown in the drive thru window.
North elevation:
The exit sign above the drive thru is fine. It is .79 sq. ft. and is necessary for public safety.
The main wall sign see comments above for south elevation. However, this sign would also need a variance for sign not
facing a ROW and be part of the total number of signs variance for the site.
Again, the small sign next to the entrance is not necessary. This information can be shown in the window of the entrance
door.
Site signs:
The Exit and Drive Thru Pharmacy directional signs are too tall. 3' is the maximum. A variance would be required for
directional sign height. The Department would not support this variance. I am concerned that there are too many
directional signs at the entrances. Perhaps only one at each entrance would be best. Because it is not a one way

entrance /exit, I do not feel the exit sign is necessary. Also, the markings on the driving lanes would help drivers find the
exits.
The Do not enter/ Thank you sign is 2.25 sq. ft. and 3' tall. It is ok.
I did not see where the do not enter sign for the drive thru was being installed. I think it may be a bit too much along with
the exit wall sign and the ground "do not enter" directional sign. Please pick two.
Construction signs:
The coming soon sign is fine at 32 sq. ft. However, it can only be one sided. Because there are two street frontages,
having two signs is ok. These signs would need permits. Also, the contractor, engineer, architect, financial lender, etc.
must all be represented on the sign. There are no additional signs permitted for those businesses to have recognition on
this job site.
The temporary banner that says coming soon /now open may only be installed for 3 weeks. I would recommend waiting
until the opening is happening. No permit is required; however I do need to know when the sign will be installed.
Phew! That was a lot! Feel free to add anything!
