As discussed, the proposed Data Center Expansion will occupy a majority of the existing south parking lot of the 701 Building. The Fire Marshall is requiring access around all four skies of the building. With the required turning radius for the fire trucks, it will be necessary to remove approximately 35 trees in the "Tree Preservation Area" along with the existing trees in the parking islands. Based on our conversation, you have agreed to the following: 1. We will be allowed to replace all trees that are to be removed with the same number of trees within the boundaries of the site. These trees will be "hardwoods" with a minimum caliper of 2 %2 2. We will be allowed to relocate the existing evergreen trees at the west end of the existing parking lot slightly west to help screen the parking. 3. We will submit a revised Landscape Plan for your approval, along with a copy of the Tree Count Detail as prepared by Vine Branch, dated 11/29/99, highlighting those trees that are to be removed. Bicycle parking spaces are required at a rate of five (5) bicycle parking spaces per one hundred (100) automobile parking spaces with a minimum of four (4) spaces. Please see the City of Carmel's Parking Ordinance in order to determine appropriate locations and construction details for the above. We request that all responses to our comments be provided in writing. Failure to provide written responses may result in delay of the review process. It is critical that this office be made aware of all modification made on the plans being re- submitted, particularly if any such changes are considered "new" or fall outside of our previous reviews. Please provide revised plans indicating all revisions. Please notify us of any changes and specifically state any changes, including changes resulting from Plan Commission, Special Studies or other committee meetings. The proposed project falls in the incorporated area and MS4 jurisdiction of the City of Carmel. 2. The proposed project DOES NOT fall in a Carmel Wellhead Protection Zone. 3. The proposed project falls in the W.R. Fertig Regulated Drain Watershed. This watershed has a restricted release rate of 0.25 cfs per acre up to the 100 year storm event. 4. While Carmel Science and Technology Park is master planned for stormwater drainage and detention, this parcel is further restricted by the size of the site outlet under Carmel Drive. 5. This project appears to be adding impervious /paved area, but no calculations have been provided to show that the existing infrastructure can handle this proposed project. 6. Simmons, AIA Copied To: Robyn French Date: April 6, 2009 Revised April 17, 2009 (Bold) Re: Midwest ISO 701 Building Angie, This Memo is intended to document our discussions in our initial meeting of April 2 regarding the possibility of erecting a one story Data Center within the parking lot on the South side of the existing building. Listed below is my recollection of our discussion: As long'as the Proposed Building is constructed on the existing parking lot and that we not add additional impervious surface, we can file as an ADLS Amendment, provided we file on the date listed for Public Hearings, which corresponds to the required time frame for the TAC Submittal. After the meeting, you e- mailed me a message that this will be an ADLS Submittal, not an Amendment, meaning we must go before the full Plan Commission twice. See attached Schedule. Public Notice will NOT be required Since the Proposed Data Center building has no permanent occupants, the Proposed Building would be considered an Accessory Use, therefore not subject to any parking requirements. The exterior fenestration will match that of the existing building in terms of color, materials, etc. You have agreed that we can deduct from the square footage of the existing building, those elements that are used solely for mechanical and electrical uses and are not occupied, and therefore are excluded from the parking calculations required for the existing building. Since Buildings 701 and 720 are connected via an overhead covered walkway, the total required parking can be calculated based on the total square footage of the combined buildings. We will prepare, as you have requested, parking calculations, which will also assume the prospect of a future addition to the 720 Building. Both the 701 720 Buildings are Zoned M3. After the meeting you e- mailed to me that we must comply with Ordinance Section 26.02.05, which requires separation of the two buildings to be at least the equal to the height of the tallest building. The tallest point of the existing building is 35'- 4 This should pose no problem. After the meeting you e- mailed to me that we must comply with Ordinance Section 20D.07, which requires building base landscaping. The requirement is that the base landscaping minimum width along all four sides of the building is equal to 25% of the height of the building. We are assuming a height of 20 Feet; therefore, the base landscaping minimum will be 5 Feet. If my understanding of the issues discussed are in error, please contact me as to any corrections that are necessary. I will contact the Carmel Fire Marshall to determine the extent of access his Department needs, which may impact if additional impervious surface is required. And the distance between the 2 buildings must equal the height of the tallest building (that is in section 26.02.05 of the ordinance).
