Page 1 1/14/2010 Narrative Midwest ISO 701 City Center Drive Proposed Data Center Expansion This submittal consists of the construction of a proposed expansion of the Data Center for the existing Data Center of the Primarily Control Center for Midwest ISO located at 701 City Center Drive in Carmel, 11N. The proposed construction will be located in the south parking field of the existing building, consisting of a 35,750 square feet, single story building. This proposed building is considered as an Accessory Building as per Ordinance 20D.03. The entire proposed structure will not be permanently occupied and therefore shall be considered non occupied, therefore not subject to any parking requirements. As per conversations with DOCS, the existing building parking requirements shall be based upon the "occupied" portions of the existing building. Therefore, we have deducted the square footage of those elements that are non occupied; i.e. mechanical, electrical, etc. Since the 701 the 720 buildings are connected via a pedestrian connection, the total required parking count can be calculated based on the total square footage of the combined buildings. Furthermore, the 720 building has the capacity which exceeds 1 space per 400 SF vs. the required 1 space per 300 SF as required by Ordinance. The existing 701 Building' total gross building area is 98,273 SF. Of that, 11,771 SF is non- occupied and dedicated to equipment rooms, leaving a total of 86,502 SF. Based on a parking requirement of 1/300, 288 parking spaces are required. The proposed plan, including the new Data Center, will provide a total of 209 spaces. The deficient 79 spaces will be accounted for in the 720 Building, thus leaving sufficient parking for a future expansion of the 720 Building. The exterior of the proposed expansion will match that of the existing building in terms of color, materials and color. The height of the proposed structure meets the requirements of Ordinance Section 26.02.05. The net affect is a reduction in the total foot candle levels within the area. The existing 701 Building contains a total of 98,273 Gross SF. Of that, 11,771 SF is non occupied Equipment Area. In previous discussions, you had agreed that we could exclude that area, as it relates to the parking requirements, thus reducing the Gross SF to 86,502 SF. Based on a ratio of 1 space per 300 SF, we calculate that 288 parking spaces are required. The proposed Data Center Expansion will occupy a major portion of the south parking lot. This building will be an Accessory Use and be un- occupied, thus requiring no parking. The total parking spaces on site, taking into account the displaced parking, will be 209 spaces, leaving a deficit of 79 spaces. Since the 701 Building and the 720 Building are linked via a Pedestrian Connector, you had indicated that we can include any excess parking on the 720 site to the 701 site. The 720 Budding contains 133,440 Gross SF and 652 parking spaces vs. the required 445 spaces, Ieavinga surplus of 207 spaces. By allocating 79 spaces from the surplus parking of the 720 Building to the 701 Building, we will be left with a surplus of 128 parking spaces. Please call should you have any questions. Frederick A.
