FINDINGS OF FACT DEVELOPMENT STANDARDS VARIANCE 1. The use and value of the area adjacent to the property included in the variance will not be affected in a substantially adverse manner because: the sign will be viewable from Keystone Parkway and the 126th Street roundabout overpass and not from adjoining properties. 3. The strict application of the terms of the Zoning Ordinance to the property will result in practical difficulties in the use of the property because: the existing sign is insufficient for identification of the church by passing motorists due to the lowering of the street elevatio: of Keystone Parkway and the construction of the 126th Street roundabou• overpass which impairs the viewability of the existing sign which is oriented .toward northbound DECISION traffic. IT IS THEREFORE the decision of the Carmel /Clay Board of Zoning Appeals that Development Standards Variance Docket No. is granted, subject to any conditions stated in the minutes of this Board, which are incorporated herein by reference and made a part hereof. Page 8 of 8 i:tshareaformstaZA appOcationst Development Standards Variance Application rev. 01/05/2009 STATEMENT OF VARIANCE DOCKET NO. 10030014 V First Baptist Church of Carmel Indiana, Inc. requests a variance of development standards from the provisions of Section 25.07.02 -07 (b) (Number of Signs) of the City of Cannel Zoning Ordinance to permit a second identification sign with frontage on Keystone Parkway to be oriented toward Keystone Parkway and to be located on the northwestern face of the west building corner (wall), all as per plans filed with the application. STATEMENT OF VARIANCE DOCKET NO. 10030015 V First Baptist Church of Carmel Indiana, Inc. requests a variance of development standards from the provisions of Section 25.07.02 -07 (e) (Two Signs Facing One Right of Way) of the City of Carmel Zoning Ordinance to permit a second identification sign with frontage on Keystone Parkway to be oriented toward Keystone Parkway and to be located on the northwestern face of the west building corner (wall) as per plans filed with the application. STATEMENT OF SUPPORT DOCKET NO. 10030014 V The additional sign will be located on the northwestern face of the west corner of the building on the wall that extends above the eave of the roof. Although the sign constitutes an additional sign to the one permitted under the zoning ordinance, it will be affixed to the same structure as the existing sign and will be primarily viewable by traffic traveling south bound on Keystone Parkway. The additional sign compensates the church for the effect that the construction of the Carmel Link Project which rendered the existing sign (which is on the southeast face of the same wall) virtually unviewable by traffic traveling north on Keystone Parkway. See "before" and "after" pictures attached. A substantial number of persons who attend services at the church first learn about First Baptist by noticing the building as they pass by in their cars. Thus, the reduction of the visibility of the church from the new Keystone Parkway presents a challenge to the church's ability to attract new attendees. The new sign will help the church to meet that challenge.
