Keystone Construction is requesting that we be granted a hearing before the City of Carmel's Impact Fee
Review Board "Board in order that the Board may consider Keystone Construction request that the
Board waive or modify the Park and Recreation Impact Fee for the Carmel District Lofts project located
at 110 Main St. West in Carmel, Indiana based upon Carmel Lofts, LLC direct investment in project and
the beneficial impact that this project will have on the redevelopment of downtown Carmel.
Keystone Construction is also requesting that the Department of Community Services issue Keystone
Construction an ILP Permit for this project without payment of the Park and Recreation Impact Fee while
we pursue our a. •eal of the Park and Recreation Impact Fee. We understand that all other permits fees
mus e paid prior t. the issuance of the ILP Permit.
