Docket No. 10020012 ADLS Amend: Silver Convenience Center Fueling Center (Shell) The applicant seeks approval for exterior building modifications, a gas canopy with pumps, and landscape signage changes. The site is located at 808 W. Main St. and is zoned OM /MU Old Meridian District, Mixed Use Subarea. Filed by Jim Koch of Convenience Centers, LLC. The Petitioner is requesting approval for a fueling center with new canopy and signage. Please refer to the petitioner's informational packet for more detail. If you recall, a Marathon gas station existed at this corner a few years ago. While that gas station land use remained in operation, the site was rezoned twice, which made the gas station a legal nonconforming (grandfathered) use. However, the Marathon gas station ceased operation in 2008 due to underground tank issues. The ceasing of that land use for over a year made its legal nonconforming (grandfathered) use invalid. However, the applicant recently received BZA Use Variance approval for the gas station use on January 26, 2010. Instead of typical painted steel, the gas canopy columns will be masonry, and the canopy itself is proposed to have a yellow and red horizontal stripe (see info packet for Option A B). This canopy coloring is comparable to other gas station canopies in the City, such as the Valero at 116` Range Line and the Crystal Flash near Old Town, on Range Line Rd. Also similar to those, no canopy signage or logos are proposed. One `Food Mart' wall sign is proposed for the tenant space, which falls in line with the existing sign package for the retail center. Also, one 6 -ft tall ground sign is proposed, with a brick surround and cornice on top. The proposed signs do not need variances and meet the sign ordinance requirements. Outstanding Staff comments or concerns: 1. Petitioner, please verify that there will be flat lenses on the recessed canopy lighting fixtures, flush with bottom of canopy. 2. The Engineering Dept. has a preliminary proposal for a roundabout at Main Guilford. With that, the petitioner should commit to incurring the cost to move the ground sign if /when the roundabout is ever installed. 3. As of March 25, the Forestry Dept. is close to approving the landscape plan, subject to removal of a few dead trees, and installation of a few replacement trees. 4. Signage: Please provide detailed dimensions of the signs /decals that will be on the gas pumps. These signs need to be less than 3 sq. ft. in area to be allowed without variances. The Dept of Community Services (DOCS) recommends that the Committee vote to approve this item after all comments /concerns are addressed. (This item only requires a Plan Commission Committee vote.)
