HomeMy WebLinkAboutCC-04-26-10-01 Support School Finance Referendum - $12M As AmendedRESOLUTION CC- 04- 26 -10 -01 AS AMENDED COUNCILORS: Sharp, Griffiths A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, IN SUPPORT OF THE CARMEL -CLAY SCHOOLS FINANCE REFERENDUM WHEREAS, the Common Council of the City of Carmel (the "Council has the authority to adopt resolutions for the control of the City of Carmel (the "City") finances and other legislative matters (IC 36- 4- 6 -18); and WHEREAS, two years ago, the State of Indiana changed the way it provides funds to schools, relying only on sales and income taxes. However, sales and income taxes are not a stable source of revenue even in the best of economic times, and during the current recession, this unstable source of revenue has become ever more unreliable; and WHEREAS, Carmel -Clay Schools "CCS has historically been fiscally responsible: CCS has the lowest school tax rate in Hamilton County; CCS cut $1.5 million from the General Fund in 2009; and CCS is prepar ed to implement an additional $3 million cut for 2010. Despite these actions, the projected deficit for CCS is $12 million; and WHEREAS, a referendum (the "School Referendum will be presented on the May 4, 2010, ballot that will allow CCS to increase the tax levy rate to $0.16 for the years 2011 through 2017. This would result in a $17.00 per month increase for the median home value within the school district, and replace the funds that the State will no longer provide; and WHEREAS, it would be catastrophic to CCS to allow the projected deficits to be made real by the change in the State's allocation of money; and, WHEREAS, together with the Clay Township Board, the Clay Township Trustee and Carmel Clay School Board, the Council wishes to express its support for the School Referendum. NOW, THEREFORE, BE IT RESOLVED, that Resolution CC 04 26 10 01 is hereby approved. The Common Council of the City of Carmel supports the increase of the school tax levy rate so as to provide appropriate funding for the Carmel Clay Schools.
