First Baptist Church Signage The applicant seeks the following development standards variance approval: Docket No. 10030014 V Section 25.07.02 -07 (b) Number of signs Docket No. 10030015 V Section 25.07.02 -07 (e) Two signs facing one ROW The site is located at 1010 E. 126 St. is zoned R -2 /Single family residential. Filed by James Burroughs of Philip D. Burroughs Associates on behalf of the owner. General Info: The petitioner is requesting to add a sign on the northwest elevation for better visibility, now that the Keystone round -a -bout overpass construction is y IZ =�2 complete. Analysis: The red line on the map to the left shows the 4 location of the proposed sign. It will be identical to the existing wall sign that faces southwest. The existing sign will be moved up the wall to promote better visibility. The new sign will be placed at that same height on the 1 northwest wall. The sign is 30 sq. ft., black aluminum letters that will be e directly mounted to the brick wall surface. If there is i ,er lighting, it would be external that shines up onto the sign from the ground. Petitioner, please confirm lighting, if any. The Department is in support of this request because it is the City's construction project that caused the need for this signage addition to the church. Findings of Fact: Number of signs 1. The approval of this variance will not be injurious to the public health, safety, morals, and general welfare of the community because: the additional identification sign will be identical to the existing sign, will not be viewable from adjoining properties, and will be in compliance with applicable codes. 2. The use and value of the area adjacent to the property included in the variance will not be affected in a substantially adverse manner because: the sign will be viewable form Keystone Parkway and the 126 Street roundabout overpass and not from adjoining properties. 3. The strict application of the terms of the Zoning Ordinance to the property will result in practical difficulties in the use of the property because: the existing sign is insufficient for identification of the church by passing motorists due to the lowering of the street elevation of Keystone Parkway and the construction of the 126 Street roundabout overpass which impairs the visibility of the existing sign which is oriented toward northbound decision traffic. Findings of Fact: Two signs facing one ROW 1. The approval of this variance will not be injurious to the public health, safety, morals, and general welfare of the community because: the proposed sign is now necessary for identification from both directions of persons traveling on Keystone Parkway due to the improvements made by the City of Carmel which directly effect visibility of the entire church and how southbound travelers get to the church. 2. The use and value of the area adjacent to the property included in the variance will not be affected in a substantially adverse manner because: the proposed sign will be similar to the characteristics of a ground sign, which alerts both traveling direction of traffic as to the name and/or use of the building. 3. The strict application of the terms of the Zoning Ordinance to the property will result in practical difficulties in the use of the property because: the existing sign is insufficient for identification of the church by passing motorists due to the lowering of the street elevation of Keystone Parkway and the construction of the 126 Street roundabout overpass which impairs the visibility of the existing sign which is oriented toward northbound decision traffic only. Recommendation: The Dept. of Community Services recommends positive consideration of Docket Nos. 10030014 10030015 V after all concerns have been addressed.
