Marilyn Anderson was in attendance as an ex- officio member. 1. Docket No. 112 -02 DP Amend /ADLS; Meridian Corners Professional Building #1 (ADLS ONLY) The applicant seeks development plan approval to construct an office building. The site is located at the southeast corner of Meridian Corners Boulevard and Shakamac Drive. The site is zoned B-5/Business. Filed by Mike DeBoy of Mid States Engineering for Thornberry Investment, LLC. Present for petitioner: Dave Coots, attorney; Mike DeBoy, Mid States; Nila Sapia, Landscape Architect; Bob Lunsford, Kyle Corts, Tim Atkinson. The proposal is for a multi purpose 8,000 square foot office building to be constructed on lot No. 1, located at the northwest corner of 131s and US 31 and immediately north of the dentist office approved six months ago. The building is an all brick exterior, mourning dove gray. The building has identical windows, landscaping, parking, lighting, glass, stone, etc., with the dental building previously approved and now existing. There are separate entrances for each tenant, and individual signage. The sign is back -lit, 12 inch anodized material similar to that existing presently at Carmel Drive and Old Meridian currently on those buildings. There will be separate entrances for the four proposed uses, and each one will have its own wall mounted sign that complies with the Ordinance in terms of size. Scott Brewer suggested some species changes to the landscape plan and Scott has approved the plan. The lighting cut sheet was provided at the time of submission to the Plan Commission for public hearing. Laurence Lillig, Department comments. The landscaping plan submitted must be approved in writing from Scott Brewer. Also, the signage looks as if it will be mounted on the northeast S:PlanCommission\ Minutes \SpecialStudyCommittee \2002oct 1 facade of the building, oriented toward the drive that is NOT a publicly dedicated street. In the case of a multi- tenant building, this is not a problem. In the case of the dentist's office, a single tenant building, the signs are required to be oriented toward a right -of -way. There will be no variances required. The photometric plan lighting levels are at the right -of -way line of Meridian Corners Boulevard and at unacceptable high levels. Laurence requested a clean, photometric plan for review. Dave Coots confirmed that the lens are flat. Paul Springer was complimentary of the petitioner in working with the Committee and the Department. Paul Spranger moved for final approval of Docket No. 112 -02 ADLS, subject to the reduction of light levels acceptable to DOCS, and an approved landscape plan. The motion was seconded by Wayne Wilson and APPROVED 5 -0. 2. Docket No. 101 -02 ADLS Amend- Tharp Convenience Center Petitioner seeks an amendment of the Architectural Design, Lighting, Landscaping Signage approval to modify the signage for a retail shopping center. The site is located at 808 West Main. The site is zoned OM -SF Old Meridian Single Family. Filed by Mark Keen of Sign Fab for Don Tharp. No one was present for the petitioner and this item was Tabled to the November meeting. 3. Docket No. 127 -02 ADLS Amend- 9777 Office Building Petitioner seeks amended Architectural Design, Lighting, Landscaping Signage approval to install a new sign. The site is located at 9777 College Avenue. The site is zoned B -3 Business. Filed by Michael C. Cook for College Avenue Partners LLC. WITHDRAWN 4. Docket No. 128 -02 ADLS Amend King of Glory Lutheran Church Ground Sign Petitioner seeks amended Architectural Design, Lighting, Landscaping Signage approval to install a new ground sign. The site is located at 2201 East 106th Street. The site is zoned S -2 Residential. Filed by William Erickson for King of Glory Lutheran Church. TABLED 5. Docket No. 129 -02 ADLS Amend- Ortho Indy St. Vincent Sports Medicine Petitioner seeks amended Architectural Design, Lighting, Landscaping Signage approval to install a new wall sign. The site is located at 10601 North Meridian. The site is zoned B -5 Business. Filed by Doug Staley of Staley Signs for North Meridian Medical LLC. Doug Staley of Staley Signs appeared before the Committee on behalf of the applicant. Also in attendance were Dr. Bob Cravens, and a representative from St. Vincent Sports Medicine. S:PlanCommission\ Minutes \SpecialStudyCommittee \2002oct 2 Doug Staley said the original Variance for the current sign was for slightly over 91 square feet. The proposed sign is 15 feet shorter than the existing sign. The tallest letter is 24 inches, and unlike the existing sign wherein all the letters are the same size, the proposal is for varying sizes and does not consume 90 square feet. The petitioner feels the differing fonts are desirable because it makes the sign easier to read by breaking up the copy. The Sports Medicine and Ortho Indy are two separate identities, but they function as one entity. Dr. Cravens explained that there is a group of physicians associated with Orthopedics Indianapolis and also associated with St. Vincent Sports Medicine. It is essential to have both identities on the sign. Laurence Lillig expressed his thoughts on the signage: Ortho Indy is one corporation and St. Vincent Sports Medicine is another corporation. They would like to combine into a single sign, but in fact they are two different corporate entities. If the petitioner insisted on considering the two as one, the signage is limited to 75 square feet —if they are two separate entities, then each corporate entity is entitled to 75 square feet. Laurence Lillig asked about the corporate structure. Dr. Cravens confirmed that the Orthopedics and the Sports Medicine are two separate, corporate entities. Laurence said from the perspective of the Carmel Sign Ordinance, we are really talking about two identification signs for two different corporate entities —in effect a multi- tenant center. The proposal is Not a single sign that says Ortho Indy St. Vincent's Sports Medicine —there are actually two signs, one that says Ortho Indy and another sign that says St. Vincent's Sports Medicine. Dr. Cravens said that premise was incorrect. There was a lot of discussion regarding the corporate structure, and whether this should be looked at as one entity, or two separate entities. The Director of Marketing for Ortho Indy commented that Ortho Indy is a large collection of orthopedic surgeons that functions out of 8 different locations in central Indiana. Of those 60 orthopedic surgeons, there are 13 who are members of St. Vincent Sports Medicine. St. Vincent Sports Medicine is not a physical building, it is an organization, a collection of 18 physicians throughout central Indiana. The practice name is Ortho Indy, represented by St. Vincent's Sports Medicine. The committee was not in favor of two different styles of signs and the different fonts on the sign —the signage should be consistent. The Committee also preferred to see one sign as opposed to two. Doug Staley commented the proposal is less sign proliferation, less brightness, and offers easier readability. The petitioner is willing to go with a highly reduced amount of light by using LED as a light source. S:PlanCommission\ Minutes \SpecialStudyCommittee \2002oct 3 Laurence Lillig asked if the curb cut onto 106 still exists as well as the directional sign. Mr. Staley said yes to the curb cut, no to the directional sign. Laurence commented the petitioner may want to consider re- establishing the directional sign to help distinguish direction for incoming persons. The sign would be 20 inches on the upper case, the dove remains, and if it goes over 75 square feet, the petitioner would have to request a variance from the BZA. If within 10 the petitioner would be OK. Doug Staley reported that according to Jon Dobosiewicz, the original variance allowed 90 square feet. Laurence said at 20 inches, the maximum sign width would be 45 feet to be within the allowed 75 square feet. Paul Spranger moved to approve Docket No. 129 -02 ADLS Amend, Ortho Indy /St. Vincent Sports Medicine, subject to upper and lower case letters, maximum height of 20 inch type face, the two identifications are closer together, no more than two fonts for uniformity, the illumination is reduced with LED's as proposed by Doug Staley, and the maximum sign width is 45 square feet per Ordinance. Wayne Wilson seconded the motion and it was APPROVED 5 -0. 6. Docket No. 131 -02 ADLS; Tipton Road, LLC Office Complex Fence The applicant seeks ADLS approval to construct a fence. The site is located at 1220 AAA Way. The site is zoned B -8 Business. Filed by Paul G. Reis of the Reis Law Firm, LLC for Tipton Road, LLC. John Mosley of J. Mosley, Architects, appeared before the Committee representing the petitioner. Mr. Mosley brought in a sample of the colors being used. A six -foot fence on the western portion of the property will connect with the Post Office fencing and run to the north property line bordering Fazoli's. From about 25 feet inward from AAA Way, there will be a three -foot high wrought iron fence fronting along AAA Way —there will be no gate. Laurence Lillig said the Department had no additional comment on the design of the fence, but wanted to know if there were easements on the property. Mr. Mosely responded in the affirmative, and said he is in the process of getting Consent to Encroach along the front, an electrical easement. Mr. Mosley is in the process of applying to the Board of Public Works for approval. Wayne Wilson moved for approval of Docket No. 131 -02 ADLS, Tipton Road, LLC Office Complex, wrought iron fence, 3 feet and 6 feet. The motion was seconded by Paul Spranger and APPROVED 4 -0. (Note: Pat Rice was out of the room when the vote was taken.) 7. Docket No. 134 -02 ADLS Amend- Oak Street Mortgage Petitioner seeks amended Architectural Design, Lighting, Landscaping Signage approval to install a new wall sign. The site is located at 11595 North Meridian. The site is zoned B -6 Business. Filed by Tom Ely, Jr. of the Sign Group, Inc. S:PlanCommission\ Minutes \SpecialStudyCommittee \2002oct 4 Rom Ely with the Sign Group, Inc. appeared before the Committee seeking approval for a new wall sign, internally illuminated, channel letters with ivory faces at the north end of the west elevation of 11595 North Meridian Street. The signage will match the existing with the office complex. Laurence Lillig said the Department recommends favorable consideration once all Committee concerns have been addressed. Paul Spranger moved to approve Docket No. 134 -02 ADLS Amend, Oak Street Mortgage, conditioned upon the level of illumination being acceptable to the Department. The motion was seconded by Pat Rice and APPROVED 5 -0. 8. Docket No. 135 -02 ADLS Amend- Hylant Group 501 Congressional Blvd Petitioner seeks amended Architectural Design, Lighting, Landscaping Signage approval to install a new wall sign. The site is located at 501 Congressional Blvd. The site is zoned B -6 Business. Filed by Gardner Signs for the Hylant Group. Karen Fall of Gardner Signs appeared before the Committee representing the applicant. Also in attendance was Blair Carmosino of Duke Realty. The sign is stalinless steel, the upper case letters are 42 inches, the lower case are 31 inches, non illuminated. Laurence Lillig referred to the Department Report prepared by Jon Dobosiewicz. The petitioner has submitted an application for sign variances on this building. The design of the signs mounted on the building should be uniform, and the Committee may want to look at plans for the bulk of the signage, the overall design, to get an idea of what it will look like. Blair Carmosino confirmed that a variance was filed for this building, primarily for relocating a sign from the east to the north/south facade. Blair said Duke Realty is willing to accept the Committee's decision for the overall project. Paul Spranger moved for approval of Docket No. 135 -02 ADLS Amend, Hylant Group, 501 Congressional Boulevard; motion seconded by Jerry Chomanczuk, APPROVED 5 -0. ADD -ON ITEM: Docket No. 136 -02 ADLS Amend, MCL Cafeteria Exterior Improvements 1390 Keystone Way East Drive Charles Martonicz, CJM Contractors, Inc., 7747 East 89 Street, Indianapolis appeared before the Committee requesting approval to replace the Cedar Shake Shingles on the MCL Cafeteria with a fiberglass shingle. There is also a change in materials; the flashing and steel elements and gutters will now be copper. The shingles will be gray tones. S:PlanCommission\ Minutes \SpecialStudyCommittee \2002oct 5 The MCL building was constructed in 1978, and the roof is worn and needs to be replaced. The exterior will be painted in the same color as existing; the trim will also be repainted. There will be no work done on the brick at all, only the wood and trim will be re- painted. At a future time, probably in the winter months, the inside will be remodeled. Paul Spranger noted that the Cafeteria will lose some of its charm when the shakes are replaced. Jerry Chomanczuk moved for approval of Docket No. 136 -02 ADLS, MCL Cafeteria. The motion was seconded by Pat Rice and APPROVED 5 -0. There being no further business to come before the Committee, the meeting was adjourned at 8:20 PM.
