Cityof Carmel DEPARTMENT OF COMMUNITY SERVICES rooiaNP. % Division of Building and Code Enforcement April 22, 2010 Woodland Springs Apartments c/o Management 2008 Warren Way Carmel, Indiana 46033 RE: CITY CODE VIOLATION — OPEN TRASH ENCLOSURES Dear Sir or Madam: This letter is being provided to inform you that there is some concerns from residents regarding the open trash enclosure(s) at 3008 Warren Way, and throughout the Woodland Springs Apartment complex, in the City of Carmel, a property listed under your ownership. A site inspection was performed on April 15, 2010 in which the following Carmel City Code and Carmel/Clay Land Use Regulations violations were documented: §6-77(e) Public Health Nuisances: Garbage cans which are not fly -tight, or not kept clean. §19.05.02 Trash collection areas shall be properly screened and enclosed. We have received several complaints from residents concerning trash blowing out of the uncovered garbage dumpsters allocated throughout the apartment complex. This may simply be fixed by calling your garbage removal contactor and letting them know that you're required to have lids/closure devices for your dumpsters. Please have this violation resolved by May 7, 2010. Failure to have this matter resolved by the specified date will result in further Enforcement action to include the issuance of daily citations for as long as the violation(s) persist (and which will also require a mandatory appearance by the complex management in Carmel City Court). The trash winds up on our side of the fence in our back yard. I am sure it's raccoons that bring the food, bags and other trash to our yard and then poop all over our yard. This wouldn't happen if the trash bins were kept covered. We are yet to ever get cooperation from the apartments. The problem has worsened as the people that live there have changed from older folks to large families with lots of children. Please find a way to make them keep the containers sealed at all times. We're sick of the smell, trash and poop ---- it's all unsanitary. Please see the attached pictures. We can't clean it up fast enough. 4/1/2010 Complaint Page 2 of 2 We have watched as their residents dump stuff and leave the flap open and the people who work there just drive by and do nothing.
