Ordinance Z- 4444 -04: An ordinance Adopting Chapter 23F Range Line Road Over- lay Zone. Public comment was asked for none was given. Kroger sent in a letter but the attorney was not there to present his findings. A Motion to recommend approval at the full council (as amended at the last meeting) by Fred Glaser, second Mark Rattermann. Rattermann and Glaser in favor Joe Grif- fiths against. C/T office. Put this on the agenda for the next council meeting. 2. Ordinance No. Z- 463 -04: An ordinance rezoning District Classification (Range Line Road Overlay Zone Classification). Mr. Reese representing clients in the area spoke against the current configuration of the map and the ordinance. Dave Cremeans spoke in favor and against the ordinance and map. Joe Griffiths moved to amend the map to limit the area along Carmel Drive to the west to the Monon trail, and to the east along Carmel Drive to Executive Drive but would include the Coots property. Second by Fred Glaser. Unanimous. C/T office. Put this on the agenda for the next council meeting. a 3. Ordinance No. Z- 460 -04: An ordinance regulating Denied Petitions in the Carmel Zoning Ordinance (Zoning Denials). Joe Griffiths had several comments on the ordi- nance. Motion to recommend approval by Joe Griffiths, second by Fred Glaser, passed unanimously. C/T office. Put this on the agenda for the next council meeting. Ordinance No. Z- 461 -04: An ordinance regulating Temporary Uses in the Carmel Zoning Ordinance and Establishing a Resubdivision Process in the Carmel Subdivi- sion Control Ordinance (Resubdivision Process). Motion to amend the ordinance by the ordinance to include all changes proposed by memorandum 12/9/04 by Adrienne Keeling and change line #24 on page 6 to ready nine feet instead of six feet. Passed unanimously. Motion to change line 26, page 6 from three to one Seasonal outdoor sales by Fred Glaser seconded by Joe Griffiths, passed unanimously. C/T office. Put this on the agenda for the next council meeting. 5. Ordinance No. Z- 464 -04: An Ordinance Establishing the Traditions on the Monon Planned Unit Development District (Monon PUD). Fred Glaser asked about some fire fighting issues as well as lighting. Ron Carter spoke about the Cool Creek Trail. He asked the petitioner to build the Monon trail. Petitioner agreed to prepare commitments to include participate in the cost of con- struction of the Cool Creek Trail not to exceed $8,000 by and to donate an easement for construction of the trail or the fee simple interest for the land north of the trail 2.5 acres) for a park at the Monon Trail at the will of the Parks Department. Move to recommend of this ordinance with commitments to the council. Passed unanimously. C/T office. Put this on the agenda for the next council meeting.; 6. Residential Architecture Task Force recommendations. Motion to recommend the approval of the task force findings and direct the depart- ment to prepare an ordinance to facilitate the task force findings. Joe Griffiths sec- onded by Fred Glaser motion was passed unanimously. C/T office. No action needed on this proposal.
