AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA,
AMENDING CITY CODE CHAPTER 8, ARTICLE 3, SECTION 8 -26(a) (b) DESIGNATING
WORKSITE SPEED LIMITS ON CERTAIN CITY STREETS
WHEREAS, the City of Carmel, Indiana, has the authority to establish motor vehicle speed limits
pursuant to Carmel City Code Chapter 8, Article 3, Section 8-15, and Indiana Code 9- 21 -5 -11, up to ten
(10) miles per hour lower than the regular speed limit in those areas; and
WHEREAS, lower speed limits within road worksites increase the safety for vehicles and
construction workers; and
WHEREAS, the Indiana Design Manual and Manual on Uniform Traffic Control Devices
establish the parameters for signs designating worksite speed limits; and
WHEREAS, the City of Carmel Engineering Department has the resources to properly assess the
appropriate speed limits for worksites; and
WHEREAS, the safety of the travelling public requires enforcement of the worksite speed limits,
even in the absence of construction workers; and
NOW, THEREFORE, BE IT ORDAINED by the Common. Council of the City of Carmel,
Indiana, as follows:
Section 1. The foregoing Recitals are fully incorporated herein by this reference.
Section 2. Chapter 8, Article 3, Section 8 -26(a) (b) of the Carmel City Code is hereby amended
to read as follows:

"Sect. 8 -26. Worksite Speed Limit Designation:
(a) For the duration of the road construction projects listed below, the speed limit shall be designated as:
1) Keystone Parkway and Carmel Drive Street Project 30 mph;
2) Keystone Parkway and 131St Street Project 30 mph;
3) Reserved.
(b) The Carmel Street Department shall post appropriate signs or markings on the above described public
streets dearly indicating thereon the altered speed limits."

Section 3. All other current provisions of City Code Section 8 -26 shall remain in full force and
effect and are not affected by this Ordinance.
Section 4. All prior City ordinances or parts thereof that are inconsistent with any provision of this
Ordinance are hereby repealed as of the effective date of this Ordinance.
Section 5. If any portion of this Ordinance is for any reason declared to be unconstitutional or
invalid, such decision shall not affect the validity of the remaining portions of this Ordinance so long as
enforcement of same can be given the same effect.
Section 6. This Ordinance compliments and does not limit the ability of law enforcement officers
to charge any person with the violation of any other law or ordinance.
Section 7. This Ordinance shall be in full force and effect from and after its passage and signing
by the Mayor.
PASSED by the Common Council of the City of Cannel, Indiana, this day of
