APRIL 21, 1999
Members present were: Mark Monroe, DOCS; Dick Hill and Craig Parks, Carmel

Comment letter received from Sharon Prater of Panhandle Eastern Pipeline Co. stating no
facilities involved in any Agenda items.
Plum Creek Farms Subdivision, Section 2A, (SP)
Petitioner seeks approval (Secondary Plat) to construct a common area and entrance on
1.3 acres. The site is located on the north side of 126th Street, 1/8 mile east of Hazel Dell
Road. The site is zoned S -1 Residence (Cluster Option Subdivision, Z -201.)

Carmel Utilities, Paul Arnone says everything looks good.

passing blister; right -of -way does not exist at this time. Section 2 platted with
Section 1.
Carmel Police, Chief Fogarty's letter states no problem with plans.
Carmel/Clay Schools letter requests installation of sidewalks and states that cul-
de -sacs should be a minimum of 93 feet to accommodate turning radius of 84
passenger school bus.
Hamilton County Surveyor, Steve Cash defers to City of Carmel.
DOCS, Mark Monroe requests final landscape and signage plans. Accel /Decel
plans are undersized petitioner will upgrade.
Delaware Commons at Hazel Dell Summit Subdivision, Section 1, (SP)
Petitioner seeks approval (Secondary Plat) to construct 49 lots on 25 acres. The site is
located one property north of the northwest corner of 131 Street and Hazel Dell Road.
The site is zoned S- 1.Residence. (Pending Primary Plat approval.)

Richard Henderson presenting. Petitioner is developing 51 lots on 25 acres north of
Mitchner Ditch. Street layout has changed to allow for roadway alignment at entrance to
Delaware Trace; lots have been changed to 80 foot frontages rather than 75 feet. Will
send new plans as soon as possible.

Carmel Fire Dept., Stan Puckett will withhold comments pending revised plans.
Hamilton County Soil Water, John South says drainage indeterminate on lots
4, 5, and 6. Petitioner states it drains north and eventually to 30 inch pipe across
the road. John South says 11 inch structure at 626 at east end of common area can
be eliminated. Lake Outlet not shown petitioner states will be 8 inch structure
with emergency channel. Petitioner is open to suggestion. Erosion control plan-
silt fence is not adequate toward creek. Recommend temporary diversion to
direct runoff from either side of lake into lake with note to that effect on plans
prior to lake construction. Storm pipe on east side of project is a concern. Due to
rolling nature of site, would recommend those lots of grade change (4 feet or
more) have silt fence to protect lake temporary sediment basin at outlet may be
better solution. John South will get letter out upon receipt of revised plans.
Carmel Utilities, Paul Arnone sent comment letter, didn't realize entrance had
changed (aligns with Delaware Trace). Water line comes in between lots 11 and
12-- petitioner would rather come in off HazelDell. Access could be gained at
common area strip, 10 foot wide asphalt trail. Water pressure an issue; sewer line
on lots 29 /30- -Amon will verify whether 50 feet between lots or 50 feet between
buildings.
Carmel Engineer, Dick Hill /Craig Parks, comments all general, knowing plans
to be revised.
DOCS, Mark Monroe says all procedural items satisfied request approved
primary plat, final landscape and signage plan, final covenants, open space to be
in conservation/easement area. Request more direct access to park site between
lots 1 and 11. Additional access to Cherry Tree requested subdivision has one
entrance off Hazeldell. Subdivision has one entrance off Hazeldell emergency
access may be through trail -to be determined- -will be an issue with primary plat
design. Will need revised plans.
Carmel/Clay Schools letter requests sidewalks, cul -de -sacs to be a minimum of

Petitioner seeks approval (Secondary Plat) to construct 74 lots on 33 acres. The site is
located at the northeast corner of 131 Street and Cherry Tree Road. The site is zoned S-
1 /Residence. (Pending Primary Plat approval.)

Northview Christian Life Church. Will start construction this summer after primary
secondary plat approvals.
Comments:
Carmel Fire Dept., Stan Puckett says OK at this time. Petitioner is changing
location of water connection and fire hydrant.
Hamilton County Soil Water, John South will send review letter. Drainage
for both 131 st Street Cherry Tree not real clear. Petitioner says he is widening
edge of main street and re- grading swale- -will show on plans to match existing
grade. Inlets along Cherry Tree functional? Petitioner will clarify. Erosion
control recommend temporary seeding on majority of site. Need to show
protection plan for for Mitchner drain, perhaps diversion swale petitioner to
provide more detail. John South also recommends silt fence be required during
home construction on lots with 4 feet or more elevation difference, especially
those that do not drain into detention pond (mostly on eastern part of site.) No
inlet protection shown on erosion control plan.
Carmel Utilities, Paul Arnone, petitioner has not yet done irrigation layout.
General comments on sanitary sewer. Petitioner to do a blanket easement for
utilities -will vacate and replace with legal descriptions of easements created by
Secondary Plat.
City Engineer, Dick Hill concurs with blanket easement. Craig Parks requests
inlets every third lot. Crossing at Cherry Tree entrance to show on plans for now;
petitioner not to count on it being abandoned. Petitioner to show alternate detail
with taper lanes. Curbing approval pending results of traffic study. Entrance
detail to be submitted. Chris White to prepare alternate detail plan with notes
subject to further review based on bike trail design.
DOCS, Mark Monroe acknowledged items submitted yesterday but not yet
reviewed. Most procedural items addressed.

Carmel Office Building, (DP /ADLS)
Petitioner seeks approval (Development Plan and Architectural Design, Lighting,
Landscaping, and Signage to construct a 32,000square foot office and retail building on 4
acres known as lot 1 of Block 4 of the Carmel Science and Technology Park. The site is
located on the southeast corner of Carmel Drive and Hancock Street. The site is zoned
M- 3/Manufacturing.

Drive; will house 4 or 5 tenants early 2000 completion. Greg Snelling with Mid States
regard site: Propose parking lot of 109 spaces, exceeds parking requirement, asphalt lot
with curbs, shared curb cut off Carmel Drive with project on lot two of Block 4, and

additional cut on Hancock Street. Propose to drain parking lot with storm sewers and
connect to detention pond at rear of building that was designed as part of Carmel Science
Technology Park for overall development. Comment letter received from John South
regarding erosion control. Landscape plan provided to Dept.
Axis Architecture, Drew White and Chris Short: Elevations presented with ADLS
submittal; will provide color elevations for public hearing. Building is one story,
predominately brick, NEIFS facia on top with metal roof. There are two entries, two
separate corridors to serve.
Comments:
Carmel Fire Dept., Stan Puckett sent comment letter requesting yard siamese
and knockbox. Petitioner to submit revised plan for siamese.
County Soil Water, John South says most concerns regard erosion control
plan, open channel, etc. Relocation and stabilization of channel is important. Site
is un- compacted fill, building plans to reflect site conditions. Recommend utilize
sediment trap and improved construction sequence. Will send comment letter.
Carmel City Engineering, Dick Hill and Craig Parks, sent comment letter April
12 Ordinance requires posting of performance guarantee for sidewalks and
coordination on lots 2 and 1. Bonds to be posted before approval by Board of
Public Works. Sidewalks to be 5 feet wide. Driveways to be looked at for
alignment; petitioner says no opportunity to align. Petitioner proposes to reduce
drainage easement in rear of site. May modify bank and slope of pond (private
jurisdiction.)

Carmel Clay Schools, Sam Robinson's letter offers no objections to proposed
project.
DOCS, Mark Monroe says sidewalks required along Carmel Drive and
petitioner's portion of sidewalk. Department requires perimeter sidewalk along
Carmel Drive to connect with adjacent property owner connection.
County Surveyor's Office, Steve Cash requests outlet request and non-
enforcement. Building able to be shifted 5 feet from top of bank? Petitioner says
pond slope to be redesigned to 3:1 slope. Erosion on southwest corner of site to
be addressed during construction.
Clay Township Regional Waste, letter states plans received and reviewed.
Building sewer connection via core drill to existing manhole is acceptable as long
as no interference with access to manhole steps. Building permit not to be issued
without District connection permit.
Corporate Headquarters Office Building, (DP /ADLS)
Petitioner seeks approval (Development Plan and Architectural Design, Lighting,
Landscaping and Signage to construct a 77,000 square foot office building on 5 acres
The site is located on the east side of U.S 31, two properties north of 106 Street. The
site is zoned B -5 /Business and is located within the U.S. 31 Overlay Zone.

Project located between 106 and 111 Street, south of Delta faucet. Plans are for
corporate headquarters in two phases; first phase is 77,000 square foot office building to
house corporate headquarters; plan also contemplates addition/extension of Pennsylvania
Avenue between 106 and l l l t Streets.
Comments:
Carmel Fire Department, Stan Puckett sent comment letter regarding yard
siamese and knocksbox.
County Soil Water, John South mostly concerned with erosion control plan
and moving open channel. Relocation and stabilization of channel important in
construction sequence; weather conditions to be considered. Site is largely un-
compacted fill building plans to reflect site conditions. Sediment trap -show
comment as to how utilized. Make construction sequence unique to this site.
County Surveyor's Office, Steve Cash has not yet sent review letter. Re- location
of Vernon Asher drain on site -has two arms, both on site proposal to re- locate
northern portion of drain. Will send letter to petitioner. Request agreement from
property owner to north request plan profile of the ditch from culvert under 31 to
Penn Street. Easements to be 50 feet on north side of ditch, 25 feet on south side.
Some minor things need attention, but for most part, all OK. Would like to see
rip -rap on northwest bend.
City Engineer, Dick Hill /Craig Parks sent comment letter. Southern most curb
cut cannot be approved until southern development approved. Re- location of
legal drain to be approved prior to plans being approved. Detention pond appears
to serve future southern development— request drainage calcs. Petitioner to
coordinate development with Pennsylvania Street plans.
DOCS, Mark Monroe sent comment letter. Mirror comments on previous
project. Three access points on site of this size not justifiable. Comments more
specific to overlay zone requirements such as architectural details, pedestrian
access, landscape requirements, lighting plan detail, etc. Parking provided is
deficient. Petitioner has 6.4 acres net of right -of -way and views entire site as
development parcel. Petitioner to show a development plan of 5 acres legal
description, to include southern portion of site. Petitioner to show installation of
sidewalk parallel to Pennsylvania and perpendicular to building for pedestrian
access. Petitioner will seek variance for parking through Board of Zoning. Water
feature is 90 feet from the right -of -way, any landscaping in 30 foot greenbelt
would block water feature and signage. Petitioner proposes detention pond within
row of trees. Petitioner will seek variance for landscaping within 30 foot
greenbelt. Mark says as drawn, project does not meet ordinance requirement.

Buckingham Companies, (Z /PV)
Petitioner seeks approval to rezone 30 acres from R -1 /Residence and R -3 /Residence to a
Planned Unit Development District. Petitioner also seeks approval to vacate part of the
plat for the R.A. Franke's Subdivision. This site is located at the northeast corner of
Carmel Drive and Old Meridian Street. The site is currently zoned R -1 /Residence and R-
3 /Residence.

In attendance: Jim Klausmeier and Jennifer Pyrz of Pflum Klausmeier Gehrum,
Consultants; Greg Snelling and Ryan Gallmeyer, Mid States Engineering; Bill Bauer,
Mike Speedy, Brad Chambers and Lynnette Williams of Buckingham Companies.
Mike Speedy, Overview. Planned Unit Development consists of approx. 28 acres, mixed
use in zone and integration of building. Current proposal is 480 homes and up to 80,000
square feet in retail/office /restaurant space. (Retail on first floor, residential on second
floor. Architecture follows Alexandrian or Old World, Federalistic theme. Site consists
of three different parcels, three different forms of ownership /contract. Petitioner has
worked with Old Meridian Task Force to develop site plan.
Greg Snelling, site plan features: Drainage plan existing runoff flows south onto
adjoining apartment complex. Petitioner plans to continue general drainage pattern and
connect larger retention pond with smaller, dry detention area -ponds designed for 100
year storm and discharged at 10 year existing rate. Clay Regional Waste will serve.
Sanitary sewer for project shows connection to existing lift station, petitioner will modify
sanitary sewer to flow east to Twin Lakes. Petitioner proposes connecting to an 8 inch
water line along Old Meridian. Streets within apartment development to be private.
Comments:
Carmel Fire Dept., Stan Puckett sent comment letter April 5. Most comments
resolved—sprinkler hookups to be looked at. Petitioner agrees to comply with
knocksbox requirement.
Carmel Utilities, Paul Arnone says plans show connecting into Indpls. Water
system; area falls under Carmel's jurisdiction and would prefer to service.
County Soil Water, John South states looking at rezone matter at this point.
Soil site support proposed development. Possibility of wetlands? May /may
not be an issue. Offsite watershed boundary of 22 acres slightly different than
soils survey map. Temporary ditch on perimeter purpose? Greg Snelling says
retail area along Old Meridian is more conceptual; if building were to be located
petitioner would continue to drain through ditch. Final plans for retail area not
yet known.

copy of primary plat upon completion. Request application for project review.
County Surveyor's Office, Steve Cash says property in watershed of Fertig
regulated drain; allowable discharge rate of .25 CFS per acre subject acreage
included in calculation for Twin Lakes? Steve Cash will research. Indirect outlet
to Fertig drain required.
Carmel/Clay Schools letter states no objections to this project.
City Engineer, Dick Hill/Craig Parks request detail construction plans.
DOCS, Mark Monroe states application requires Comprehensive Plan Statement
Requests PUD Ordinance from petitioner. Additional zoning commitments
(connections to other sites, tree preservation, etc. Petitioner studying now -will
respond. Tree issue evaluation by petitioner (types, amount, condition of trees on
site Petitioner will formalize tree inventory and preservation plan and forward
with development plan. Jennifer Pyrz reports general traffic studies thus far-
same improvements at intersections U.S. 31 126 Street, Pennsylvania and
Carmel Drive, Old Meridian and Carmel Drive, and Main Street and Old
Meridian. Whether vacant site traffic only is added, the site as zoned, the site as
proposed, all scenarios indicate same improvements necessary, zoned or as
proposed. Improvements to be addressed by INDOT's plans to upgrade U.S. 31 to
freeway status and by City's plans to upgrade Old Meridian. Interim solutions:
proposed lane changes at Old Meridian and Carmel Drive. All will be addressed.
Buildout of proposed project probably 2009. Petitioner to shoot for June Plan
Commission meeting.
Clay Township Regional Waste, letter from Jay Alley states development
appears to be in service area for Carmel Utilities, although petitioner has
expressed interest in connecting to Clay Regional Waste District. No plan review
has been completed.
P.J.'s College of Cosmetology, (Si)
Petitioner seeks approval (Specific Use) to use the property for a cosmetology school and
office on less than one acre. The site is located at 1118 South Rangeline Road. The site is
zoned B- 3.Business.

Overview: Adam DeHart. Property owned by Phil Stewart and wife. Rear of structure is
two story to be used for a cosmetology school Special Use required. Parking lot to be
improved, old out building to be removed as well as dead landscaping. Exterior light
pole and wall pack to be removed and replaced. Detention pond to be modified to allow
for additional asphalt. Sheet drainage except for existing pipe. Variance requested for
both properties. School will be in back half of 1118, future expansion allows for
Chiropractor to move to 1112 and school to inhabit entirety of 1118. May be slight
modification in future as far as a shared driveway for 1118 and 1112. Two parking
spaces and existing garage are not counted in available parking.

City Utilities, Paul Arnone asks if plans are to convert to City water? If so,
availability fee required. Also, City water would require backflow device. Both
houses hooked up to sewer.
County Soil Water Conservation, John South says erosion control plan OK.
Not required to go through IDEM.
City Engineer, Dick Hill /Craig Parks will reserve comments until final plans
received. Change in use may necessitate change in sewer capacity requirements.
Will meet with petitioner. Suggest using piping rather than spillway.
County Surveyor's Office, Steve Cash has no comments at this time.
DOCS, Mark Monroe says parking lot to be curbed and striped. Extend
perimeter sidewalks to buildings to connect street to building. Site plans and
drainage calcs to be added. Extend perimeter sidewalks to buildings to connect
with street. Trash dumpster to be enclosed petitioner says wooden privacy fence
to match building. Total parking spaces number 30. Regarding setbacks: Street
running along City Hall is a public street -rear yard setback is actually a front
yard setback pertaining to building.
Woodland Sprints Christian Church, (SU/V)
Petitioner seeks approval (Special Use and Variance) to construct a church on 19 acres.
The site is located on the east side of Hazel Dell Road, one property south of 146 Street.
The site is zoned S -1 /Residence.

Woodland Springs Church, Michael Eagan, Schmidt Associates in attendance. Major
concern is drainage. Dry detention sized to accommodate currently proposed
development and future development. Northern swale will have paved invert-
constructed initially to maintain drainage throughout development; erosion control
blanket on sides; sheet flow drainage in parking lot. Current drainage under Hazeldell
Road to existing culvert into northern swale will be rip- rapped -no defined channel
between culvert and proposed ditch. Woodland Springs Church outlet pipe sized to
control flow from proposed development; overflow from offsite spillway will enter into
Ashmore Trace spillway through rear yard swale system and into minor drainage network
for subdivision. Woodland Church overflow will be piped to the existing system in
Ashmore. Sanitary Sewer issues worked out. Will meet with Fire Dept. regarding
location of hydrant.

Erosion control plan, timing of construction of channel VS balance of site is part
of construction sequence rip -rap to be used on west end of channel. John South
requests revised plans.
Carmel Police Dept., letter states nothing in plans to hamper law enforcement.
County Surveyor, Steve Cash says property within Vestal regulated drain outlet
request needed; also copy of drainage report. Requests petitioner show 100 year
elevation on pond and detention area.
City Engineer, Dick Hill/Craig Parks sent review letter. Annexation? Petitioner
is preparing legals. Board of Public Works requires commercial curb cut
approval. Information not available to determine rates on water sanitary
availability. Accel/decel information to meet City standards to be provided by
petitioner.
DOCS, Mark Monroe questions commencement of construction; petitioner says
August. Pertinent section of Haze1Dell to be open at that time? Most concerns
addressed; revised landscape plan requested. Some of phase I construction will
be within height restriction, exceeding in some areas.
Parkwood Crossing Building 6, (DP Amend. /ADLS
Petitioner seeks approval (Development Plan Amendment and Architectural Design,
Lighting, Landscaping, and Signage) to construct a 210,000 square foot office building
on 7 acres. The site is located at the northwest corner of College Avenue and 96 Street.
The site is zoned B -6 /Business.

Overview: Steve Granner. Petitioner to construct building 6 at Parkwood, six story
office building and the eastern -most closest to College and next -to -last building for
Parkwood. (Last site is west of Indiana Insurance) Building 6 will be an upgrade from
those currently in existence. Parking area decreased, tree preservation area provided.
Light level plan to be adjusted with final plan; refuse area shown on elevation 98 feet to
penthouse.

control needed (looks like it goes into pond). example: silt fence, diversion

Brookston Corner Subdivision, (PP) (Brookstone Park of Carmel
Petitioner seeks approval (Primary Plat) to plat 107 lots on 49 acres. The site is located at
the southeast corner of 146 Street and Ditch Road. The site is zoned S -1 /Residence.

Bruce Fagan, SCM Development overview; also Greg Snelling of Mid States
Engineering. Change of name to Brookstone Park of Carmel. Proposed development
consists of 107 lots on 49 acres located at 146 and Ditch Road. Three cul -de -sacs, one
tying into Kingsborough to the south. All streets to be public and maintained by County
Highway Department. Development being filed under new Open Space Ordinance.
Drainage for site consists of 4 storm water retention ponds, connected, with the ultimate
outlet into a pipe constructed as part of Kingsborough. 100 year storm requirements met.
Sanitary sewer for site served by Clay Township Regional Waste; existing sewer south of
site within Kingsborough tying into (8 inch PVC). Gravity sewer throughout site; water
served by Hamilton Western Utilities. All other utilities available to site. Wetlands on
site and wooded area to be preserved.

County Soil Water Conservation, John South states basic internal range looks
decent; not much done for Ditch or 146 as far as providing drainage improve-
ments- -Needs to be addressed.
County Surveyor, Steve Cash comments regarding easements have been
incorporated into plans. Site location map would improve.
Hamilton Western Utilities, letter from Jeff Henson committing to providing
water service.

project manager for Village of WestClay. Overview, Keith Lash. Horse Ferry Road
being extended in first phase of development; secondary plat and construction plans
being modified to include road and two ponds. Modification results in an increase of
acreage to 36.04 acres, containing 6 blocks (A, B, C, D, E, and F), future location of
apartments, mixed use townehome, retail office /commercial area, meeting house, and
education center.

Carmel Fire Dept., Stan Puckett sent comment letter April 6 Construction

County Soil Water Conservation, John South, access? Petitioner focusing
south of existing pond for construction access. South recommends erosion
control on pond banks. Storm water flows where during mass grading? Petitioner
