Comment letters received from Clay Township Regional Waste, and Panhandle Eastern Pipeline Co. Lakes at Hazel Dell Clubhouse, (SU) Petitioner seeks approval (Special Use) to construct a clubhouse at the Lakes at Hazel Dell Subdivision. The site is located west of Hazel Dell Road and south of 126th Street. The site is zoned S- 1/Residence. Filed by Richard Henderson of the Schneider Corporation. Richard Henderson, overview. Comments: Carmel Police Dept., letter from Tim Green stating nothing in plans to hamper law enforcement. Carmel Fire Dept., Stan Puckett requests knocksbox per letter. Cinergy, Dean Groves, petitioner to contact 1 -800 number for service to facility (3 phases) County Highway, Steve Broermann, Engineer, states nothing in plans to affect roads within Hamilton County, no further comments. City Utilities, Paul Amone did not send comment letter sent, plans do not show service line size. Carmel/Clay Schools, letter states no objections to project. Hamilton County Surveyor, Steve Cash states no impact on any County Regulated Drain -no permits required. Drainage approval to come from Carmel City Engineers. Carmel Engineers, Dick Hill/Craig Parks requests petitioner label easements. Hamilton County Soil Water, John South states plans satisfy minim requirement. Hamilton County Health Dept. letter requests constructions details of pool and bathhouse prior to construction. No comment concerning utilities. DOCS, Mark Monroe says signage excessive, lighting plan received -not yet reviewed. Fairmen Trace, (SP) Petitioner seeks approval (Secondar Plat) to construct 40 lots on 14 acres. The site is located north of 116 Street and west of Range Line Road. The site is zoned R- 1/Residence. Filed by Keith Lash of the Schneider Corporation. Keith Lash, overview. 40 lot development on north side of 116 Street. Comments received from most TAC members -plans being revised to address comments. Will send revised plans. Comments: Carmel/Clay Schools letter states two concerns: sidewalks -to be mandated; and cul -de -sac should be a minim of 93 feet to accommodate turning radius of 84 passenger school bus. Carmel Police, letter states nothing in plans to hamper law enforcement efforts. Carmel Fire Dept., Stan Puckett sent letter May 28', no comments. Cinergy, Dean Groves suggests petitioner contact Cinergy service ASAP. Hamilton County Soil Water, John South sent comment letter, states concern regarding drainage on lots 1 through 14- -Keith Lash says may run subsurface drain- -South concurs. John South suggests non perforated tile because of tree roots. Request note on plans regarding abandonment of existing wells, structure 609 needs inlet protection. Most of project drains east, silt fence not adequate suggest cut in street first to reduce watershed. Side Note: Path layout could be extended in circular fashion or have some destination. City Utilities, Paul Amone sent letter June 8. Comments regarding dead ends to water mains without hydrants- -would like water lines extended to far west side as well as sewer. Would like water line extended to Rosemead Commons request petitioner's input easement fees are reimbursable. Without water line being looped, petitioner is at huge deadend. Petitioner agrees to cap wells on property. I inch service lines beneficial to homeowners. City Engineer, Dick Hill/Craig Parks sent comment letter last week. Add extra structure for off -site storm. Agree with John South's concerns for lots I thm 14. Show high point elevations. Also concern with slope of off -site storm petitioner to check. DOCS, Mark Monroe sent letter May 27 requesting procedural items. Issue regarding easements, conservation, drainage and utilities, relocation of stub street; common area A deficient in size. Passing blister Ordinance does require. (Road will probably be widened next year.) Petitioner will send revised plans. Clay Regional Waste letter states has not received plans and unsure as to whose jurisdiction. Hamilton County Surveyor, Steve Cash needs outlet request Max Erma's Restaurant, (DP /ADLS /SU/V) Petitioner seeks approval (Development Plan, Architectural Design, Landscaping, Lighting, and Signage, Special Use and Variance) to construct a restaurant near the southeast corner of 126th and Meridian Street. The site is zoned B-3/Business and is located within the U.S. 31 Overlay Zone. Filed by David Lach of Woolpert. Steve Granner, Bose McKinney, overview. Hamilton Crossing Development, east side of street for restaurant. Filed with BZA for square footage variance and signage variance. Also in attendance David Lash, Stewart Driscoll, architect, Jim McMillan with Max Erma's, Chris Holgate, real estate director with Max Erma's. Restaurant located in southwest portion of Hamilton Crossing East. Fountain to be installed; parking on three sides, pedestrian access being discussed with and coordinated with Schahet Hotels/Hampton Inn. Landscaping Island Striping Utilities along south property line, sanitary and water, storm sewers constructed with overall development. Request variance of 15% retail language. Comments: Carmel Police letter states nothing in plans to hamper law enforcement efforts. Hamilton County Highway, Steve Broermann states project lies within City of Carmel. Carmel Fire Dept., Stan Puckett sent comment letter. Building not to be sprinklered per petitioner; knocksbox to be installed. County Surveyor, Steve Cash says watershed for Fertig Drain requires outlet permit classified as indirect. If submitted prior to July, no fee. Cinergy, Dean Groves requests loading info. for transformer. power cable available on south and west sides of building; petitioner will submit loading info. County Soil Water, John South satisfied with erosion control. Request review top casting for construction. Carmel Utilities, Paul Amone says project is Carmel sewer, not water. Plans OK -will need grease trap. City Engineering, Dick Hill, Craig Parks say all requirements must be satisfied before building permit issued. Sanitary Sewer connection fee, petitioner to request availability from BPW. Request 4 sets of certified construction drawings. Seating capacity: 255 20 employees. Pedestrian access between buildings suggest petitioner re- design island. Petitioner will investigate pedestrian access. Meridian Pointe, (DP /ADLS) Petitioner seeks approval (Development Plan, Architectural Designs, Landscaping, Lighting, and Signage) to construct an office building complex with parking garage on 13.5 acres. The site is located on the southeast corner of 106th and U.S. 31. The site is zoned B-6/Business and is located within the U.S. 31 Overlay Zone. Filed by Jamie Poczekay of American Consulting Engineers. Julie Hall of REI, overvew: Project is north of Thomson Consumer Elec. Project in works for years- to be built in two phases, southern part first. Two, five -story buildings with suburban style, grade plus 3 level parking garage between. Also in attendance: Doug Schoemaker, Kevin Cooper, Jeff Bollinger, Jim Peck, Schneider Engineer. Kevin Cooper, overview: Both buildings a mixture of brick glazing and architectural precast; suspended canopy at entry; garage will utilize same precast as buildings and will incorporate some brick. Parking ratio 4:6. All existing trees to be retained along Illinois Street. Conservation to be practiced in all wooded areas. Front of building oriented to Meridian Street. Comments: Carmel Fire Dept., Stan Puckett sent comment letter requests knocksbox on each building. Requests meeting with petitioner to discuss additional fire hydrant and sprinkler system. Petitioner agrees to installation of knocksbox. Building will be dual entrance knocksbox location to be determined. Hamilton County Surveyor, Steve Cash requests drainage report. Petitioner to provide drainage calcs. No permits required. Cinergy, Dean Groves says Cinergy has power cable runnin along east side of Illinois Street. Requests loading information per building and location of transformers. Hamilton County Soil Water, John South sent letter requesting erosion control plans. Enclosure of small stream along north end of project with conduit would be beneficial. City Utilities, Paul Amone, not in City's jurisdiction. Carmel Engineering, Dick Hill/Craig Parks sent letter stating concern with entrance locations and widths on Illinois Street. Petitioner will arrange meeting with city engineer. Petitioner says he needs two median cuts; traffic counts would help engineering dept. to make determinations. Petitioner says 1,094 cars entering/exiting during peak hours. Dick Hill says all requirements to be satisfied before issuance of building permit. County Surveyor, Steve Cash no comment. DOCS, Mark Monroe, sent comment letter, revised plans received -will review. Omnivoint Towers, (SE/) Petitioner seeks approval (Special Exception and Variance) to construct two towers located at 2135 West 141st Street and 10851 Hazel Dell Parkway. The sites are zoned S- 1/Residence. Filed by James Burroughs of Ice Miller Donadio and Ryan. Jim Burroughs, overview. Also in attendance was Pat McIlvenarewith Dicksen/Hughes group in charge of site acquisition. First Project: 2135 West 141st Street, a/k/a the Tyner Property. Tower will be a 150 foot monopole structure, 500 feet off street in wooded area. Comments: Carmel Fire Dept., Stan Puckett sent comment letter June 7 th County Surveyor's Office, Steve Cash requests site location map for 141 Street location, no requirements for this parcel. Cinergy, Dean Groves, petitioner to call 1 -800 number for service request. County Soil Water Conservation, John South -no issues. Carmel Utilities, Paul Arnone says site on 141 not within their jurisdiction. Dick Hill/Craig Parks, 141 Street site out of their jurisdiction. City Engineers, Dick Hill/Craig Parks, existing curb cut may require some BPW action for modification in use. If work in right -of -way, will need street cut permit and bond.
