AUGUST 18, 1999

Valvoline Oil Lube (DP /ADLS
Petitioner seeks approval (Development Plan and Architectural Design, Lighting,
Landscaping, and Signage) to construct a Retail Oil Lube Service Station on 1.439 acres
known as Valvoline Oil Lube. The site is located near the southwest corner of the
intersection of Northwestern Drive and U.S. 421 (Michigan Road). The site is zoned I-
1 /Industrial and is located within the U.S. 421 Michigan Road Overlay Zone.
In attendance: Brian Moench, Moench Engineering, and Don Berger, Big, Inc.
Terry Jones talked to the petitioner about rotating the building. The Special Study
Committee of the Plan Commission will be looking at the aesthetics of the building. New
corridor requirements include drive -thru (stacking) at the rear of buildings; loading bay
doors may be required to be loaded at the rear rather than fronting on 421. Landscaping
probably to be increased. Signage illuminated? Petitioner responds in the affirmative,
back -lit. Business would close at 7:00 PM. Terry advises against red color; suggests a
night photo of the facility in Fishers.
Comments:
Carmel Fire Dept., Stan Puckett, questions layout. Petitioner says corporate
office is upstairs, service area is ground level. Stan Puckett reports anything over
1500 square feet the State requires sprinkling petitioner to contact Stan.
Knocksbox also requested. Upstairs to be used for corporate headquarters.
County Soil Water, John South says silt fence to be pulled closer to 421 to
protect existing Swale. Existing street will stay as is. Petitioner will need to apply
for rule 5 and submit NOL Will comment further upon receipt of plans.
County Surveyor's Office, Steve Cash requests outlet request permit for Park
Northwestern Drain. Will send comment letter after review of plans. Detention
already provided in business park.
Altum Gardens (SU)
Petitioner seeks approval (Special Use) to provide an enclosed sales area and office for a
landscape contracting business known as Altum Gardens. The site is located at 11335 N.
Michigan Road (US 421). The site is zoned B -3 /Business and is located within the US
421 Overlay Zone

Overview: Jay Gibson, site design -6800 square foot building is downsize from original
phase II plan. 10% building reduction, 30% reduction in impervious area. Exiting 15
inch RCP storm sewer in northwesterly direction- -will install three new catch basins in
parking area. Profiles on plans correct. Sanitary sewer existing septic mound to west,
another mound closest to improvements. Cafe installed initially -now converted back to
retail space. Erosion control planned -inlet protection, silt fence, permanent seeding,
Existing hoop houses one to be re- located. Ponds sized for entire 23 acre site.
Comments:
Carmel Fire Dept., Stan Puckett, gate at existing pavement? Petitioner says no.
County Soil Water, John South says NOI not required- -silt fence optional.
County Surveyor's Office, Steve Cash says no permits required (outlet does not
go to county regulated drain. Detention areas sized for entire site. Will send
formal comment letter.
DOCS, Terry Jones questions signage; petitioner says no additional planned;
parking only for employees and contractors -22 additional spaces being provided.
Parking will be paved, not curbed. Will be amending initial variance for parking
area not being curbed. Landscaping comments forthcoming from Department.

Proposed Office Buildings (DP /ADLS)
Petitioner seeks approval (Development Plan and Architectural Design, Lighting,
Landscaping, and Signage) to construct two corporate office buildings totaling 108,200
square feet on two acres. The site is located southeast of the corner of 111th Street and
US 31. The site is zoned B -6 /Business.

In attendance: Jim Nelson, attorney, Jamie Browning, REI Investments, Greg Snelling of
Mid States Engineering, and Tom Jolley, CSO Architects. Overview: Jim Nelson.
Development Plans are for a three -story office building on a 9 acre parcel of real estate
located south and east of 111 and Pennsylvania Avenue. Plans include a future building
not being reviewed at this time.
Comments:
Carmel Engineering, Dick Hill says streets are Carmel, water is Indianapolis,
sanitary is Clay Regional, storm is Hamilton County. Site is currently outside city
corporate limits -any plans to annex? Petitioner says no. BPW action required
for curb cut approval. Drainage calcs. currently being reviewed. Site takes into
account Pennsylvania Street project. Petitioner is dedicating small portion of
property for Pennsylvania Street (45 foot one -half) Southbound turn lane
proposed in median not part of petitioner's plans median modification would
need coordination between Browning Construction and contractor. Storm pipe
structures mostly proposed -Dick Hill requests petitioner label plans. Entire
pavement to match right -of -way street specifications. Dick Hill requests 3 sets of

certified drawings. Street cut permit approx. $8,000. in bonding required.
Right -of -way boundaries to be identified on sheets.
County Surveyor, Steve Cash has not yet reviewed drainage calcs. Permits
required: outlet request to Vernon Asher regulated Drain on site along right -of-
way near entrance (non- enforcement) crossing permit needed for entrance. Other
crossing permits may be required depending on location of utilities. Conflict with
existing storm sewer? Timing with project and Pennsylvania Street? Petitioner to
start ASAP. Fall storm sewer on site is obvious conflict at this time. Storm
sewers as part of street improvements not part of project. Steve will review
revised plans and comment. Petitioner has addressed water flow from southeast
and will take to legal drain. Landscaping within legal drain—petitioner to
provide landscape plan for Steve Cash's review.
DOCS, Terry Jones states landscaping, legal drain under jurisdiction of county
surveyor—overrides landscape buffer requirement. May require additional layer
of buffering if overlapping not possible. Landscape plan to be modified to meet
ordinance.
County Soil Water Conservation, John South questions amount of water from
existing swale to pond. Petitioner says has been addressed in calculations. South
asks petitioner to consider root stabilization material; erosion control blanket
inappropriate for long term. Perimeter protection for erosion control -no inlet
protection on outlet for dry detention basin; should be put in first thing, not silt
fence or straw bale. Perhaps rock doughnut, etc, fairly permanent for a while.
Petitioner agreeable to add. South requests inlet protection for Vernon Asher
drain during construction. Watershed drains to southwest corner -site too large
for silt fence to be sufficient; perhaps temporarily swale or divert water to dry
basin. Other option sediment basin along southwest corner.
Carmel Fire Dept., Stan Puckett /Gary Hoyt sent comment letter. Building to be
sprinklered? Petitioner responds in the affirmative. Knocksbox requested-
petitioner will comply and meet with fire dept. for location.
DOCS, Terry Jones, commitment amendment and development plan -Jim
Nelson will do one notice -two docket numbers. Petitioner will petition for
annexation -to be contingent upon acquisition of the property. Traffic operation
analysis or impact study to be discussed to determine whether or not required
based on previous report.
Carmel Engineering, Dick Hill will send written comments.
Meadowlark Office Park ADLS
Petitioner seeks approval (Architectural Design, Lighting, Landscaping, and Signage) to
construct three office buildings on 3.465 acres known as Meadowlark Office Park. The
site is located at 698 Pro -Med Lane. The site is zoned B -6 /Business.

Steve Dauby, overview. David Huffinan, Mid States Engineering, and Todd Rottmann,
Rottmann Architects also in attendance. Proposal is for three additional buildings. Has
talked with neighbors. Concern is for possibility of a major development purchasing
ground for one major building on front parcel, one major building at rear. Current design

is for office building, residential looking, fits into park setting. Monon trail could be
incorporated into Meadowlark Park. Would like for buildings to be a part of the park-
signage, possibly incorporate Parks logo. Big issue is landscaping. Looking for guidance
on this development, also short on parking. Incorporating islands to save trees; willing to
work with City looking for funding.
Comments:
DOCS, Terry Jones questions time frame suggest petitioner shoot for October
Plan Commission meeting. Petitioner to return to TAC in September. Original
comments by original owners at time of rezone? Tax Abatement Program? Up to
the administration. Petitioner states original commitments provided for
preservation of wetlands on property and provided for 50 foot next to Kensington
Place. Michael Hollibaugh to be involved on all landscaping issues. Terry Jones
to look at prior commitments.
Parks Dept., Randy Auler states he and Sue Dillon have met with Dauby
concerned about signage and building being confused with Parks Office. Possible
option: Petitioner could provide conservation easement for a certain time frame
(2 -3 years) to be maintained by Parks thru volunteer groups and owned by Dauby.
Parks Board is open for discussion. Dauby willing to grant easement. Parks
Dept. doesn't really have any money, but would be willing to work with petitioner
on conservation easement. Petitioner says changes in parking may affect his
property even more -not much activity at this time.
Engineering, Dick Hill /Craig Parks, water is Indpls, otherwise Carmel's
jurisdiction. BPW approvals needed for sanitary sewer and curb cut; Plan
Commission approval required prior. Performance Bond, Guarantee, etc
required. IDEM permit probably required. Wastewater permit from J. Duffy.
Sanitary sewer requires easements. Sanitary laterals discharge to structure. Dick
requires drawings for each phase. Asphalt path -high profile request plan on
alternative method to access park, etc. Show surface drainage, arrows around
entrance. Existing curb inlet relocated into new curb line; petitioner replacing
with casting flush with pavement. Availability and Connection fees required-
need legal description, based on square footage and acreage. Need four sets of
certified drawings.
County Surveyor, Steve Cash, no comments regulated drains not affected.
County Soil Water, John South sent comment letter. Silt trap not adequate for
perimeter protection. Soil types basement not recommended because of high
water table.
Carmel Utilities, Paul Arnone says Carmel sewer, Indpls. water. Echoes Dick
Hill's comments.
Carmel Fire, Gary Hoyt says Stan Puckett sent comment letter. Gary has not
reviewed plan. Two story building plus basement, 18,000 square feet; one story
building, without basement, 12,000 square feet -no sprinklers. Request
knocksbox.
DOCS, Terry Jones says the Department will work with the Petitioner and Parks
Dept. on landscaping and parking areas. Request copy of traffic operations
analysis that was done at the time of rezone. Petitioner opposed to bearing the

cost. Petitioner is aware there may also be a public hearing at BZA for parking
variance. Petitioner will return to TAC in September.
Park Place Center (ADLS /DP /SP)
Petitioner seeks approval (Architectural Design, Landscaping, Lighting and Signage,
Development Plan, and Secondary Plat) to construct 14 professional office buildings and
condominium suites on 7.393 acres known as Park Place Center. The site is located at
486 Gradle Drive. The site is zoned M- 3/Manufacturing.

Adam DeHart overview. In attendance Frank Cosmos and Steve Ponsler, FCC
Development. Petitioner to construct office park with two story office condos owned by
individual tenants. Exterior of facility, maintenance /upkeep paid for by business owners
association; covenants not yet put together. 14 buildings on 7 acres, will work with
Carmel to clean up issues on City Center Drive; making use of right -of -way at corner of
City Center Drive. Parking meets requirements. Very little feedback from utilities.
Phasing project, entrance and two buildings initially, then build east and back west. Site
is presently vacant. Petitioner will file for indirect outlet connecting to storm sewer on
Adams Street. Sanitary Sewer -will file for IDEM permit. Three extensions off existing
laterals across Adams Street to service structures internally. Water: 8 inch fire service
and water service line, two hydrants located on site. No comments from Dept. as yet on
landscaping, internal parking, lighting, and access to facility.
Comments:
Carmel Fire Dept., Gary Hoyt says Stan Puckett reviewed. Petitioner says
buildings not required by code to be sprinklered and no plans to do so. Fire Dept.
asking for hydrant at main entrance. Petitioner has fire hydrants located at far end
of each island (2). Gary requests set of plans to review location of hydrants, also
requests knocksbox for each building. Petitioner will coordinate with Fire Dept.
Indiana Gas, Mary Shultz, gas in area and available for service. Internal
easement preferable; commercial rep. will contact petitioner.
County Soil Water, John South main concern is need for substantial inlet
protection for pipes on north side of property. Temporary seed -not clear on
plans; need statement regarding erosion control. Rule 5 required.
County Surveyor's Office, Steve Cash, outlet request permit for Fertig watershed
required; outletting into Carmel's pipes and will have to comply with their
standards.
Carmel Engineer, Dick Hill/Craig Parks request drainage calcs. Petitioner
confirms project does conform to Carmel Science Technology Master Plan.
Dick Hill will send comments upon final review. BPW approval required for
commercial curb cut. Plan Commission or BZA approval required. Temporary
construction entrance on southeast corner of property. Petitioner to furnish copy
of plat. Street cut, right -of -way issues and bonding requirements to be separate.
Commercial curb cut, 11 separate water services in right -of -way, approx.
$28,000. in street cut bonds. Will need three sets of construction drawings,
certified. Right -of -way issues: additional 10 feet of right -of -way requested over

and above 35 feet half on Carmel Drive; petitioner agreeable. Request
commitment for 8 foot asphalt path on north side of Carmel Drive and 5 foot
sidewalk on Adams Street. Request certified estimate and performance guarantee.
Issue with right -of -way on corner.
Panhandle Eastern Pipeline, Sharon Prater states no facilities in area.
County Highway, Steve Broermann, no comment.
DOCS, Terry Jones. Petitioner says internal parking area to be curbed.
Petitioner estimates maximum to be 8 users per one building. Minimum width of
owner's space to be 30 feet. (affects signage) Tenant signage, petitioner will be
asking for variance on multi- tenant ground sign. Terry requests detailed sign
package, layout and location. Traffic Impact Study or Traffic Operations
Analysis will be needed petitioner to schedule meeting with T. Jones and
Engineering Dept. Petitioner planning to go before September Plan Commission.
Ashburn Park Section 1 (SP)
Petitioner seeks approval (Secondary Plat) to plat 35 lots on 12.99 acres known as
Ashbury Park Section 1. The site is located west of Springmill Road and is between 131
Street and 136 Street. The site is zoned S -1 /Residence.

Petitioner seeks approval (Secondary Plat) to plat 49 lots on 14.67 acres known as
Ashbury Park Section 2. The site is located west of Springmill Road and is between 131

Petitioner seeks approval (Secondary Plat) to plat 18 lots on 29.73 acres known as Spring
Farms Section 3. The site is located west of Springmill Road and is between 131 Street
and 136 Street. The site is zoned S -1 /Residence.

Cripe, Inc., Engineers. Steve Pittman, overview. Property approved to be annexed into
city of Carmel in January 2000. Plans have been submitted for comments.
Comments:
Carmel Fire Dept., Gary reported Stan Puckett sent comment letter, nothing
additional at this time..
Indiana Gas, Mary Shultz, petitioner constructing Ashbury I and Spring Farm 3
at same time.
County Soil Water, John South sent comment letter. Petitioner either putting
in retaining wall or raising grade -John South suggests draining back to front.
One inlet not enough on Ashbury Drive. Recommend drainage swale at rear of
lots 98 and 99- -inlet to be extended? Request more detail on overland flow.
Perimeter protection designed for watershed -needs to be addressed during

construction phase of project. Better perimeter protection would be to build pond
at low end first and add appropriate outlet so as to act as sediment basin; erosion
control plan needs to specify. Temporary swales, south end of Spring Farms,
same deal. Seeding in common area needs to be addressed. Petitioner states that
conservation lots 108 and 109 to be seeded with heather -John South says phlox
would be appropriate. Access for conservation lots? Off 131 Street via a private
drive shared between two conservation lots; no easement as yet. Pond is part of
conservancy lots privately owned, with easement.
County Surveyor, Steve Cash says pond typically required to be in common area
rather than privately owned. Petitioner says pond will be on easement. Steve
Cash says will be an issue. No review letter as yet. Will send probably
tomorrow. Storm sewer to be petitioned as regulated drain (flows thru Creek.)
Jerry Liston Steve Bates would like appointment to walk area -meet on site.
Drainage from Buckhorn currently runs through site -needs to be adequately
picked up.
City Engineering, Dick Hill/Craig Parks, no written comments as yet. Property
to be annexed and taken in-- entire right -of- way -136 Street west to east. Will
need certified engineer assessments for streets, curbs, street signs, monuments and
markers, sidewalks, (interior and exterior). Conservancy lots included in plat?
Petitioner says yes -part of Spring Farms Section III. Three separate plats;
construction plans include all sections. Accel/decel right -of -way available?
Petitioner says adequate decel can be built now, cannot go to Six Points Road
(right -of -way not available).
DOCS, Terry Jones say infrastructure must be in place prior to issuance of
building permits.
Panhandle Eastern Pipeline, Sharon Prater states Panhandle pretty happy with
proposed plan. No alterations to cover over pipeline? Steve Pittman says he is re-
seeding; also may want a multi purpose path over pipeline for pedestrian traffic.
Construction equipment will be crossing pipeline Panhandle prefers one, no
more than two, crossings over pipeline request loaded weight of equipment -may
require ramping over pipeline; petitioner to get with Panhandle's engineer.
Sharon requests copy of recorded plat.
County Highway, Steve Broermann, will work with petitioner regarding
agreement and annexation -will speak with Mike Howard.
ADD ON
Amli Village of West Clay, Blocks A, B. C
Petitioner seeks approval to construct 12, three story buildings consisting of 260,000
square feet, for the purpose of multi family apartments, maximum of 225 apartment
units, with swimming pool and amenity site. The site is located at Blocks A, B, C
within the Village of West Clay, just east of Towne Road, south of 131 Street. The
property is zoned PUD.

Jose Kreutz of Brenwick Development, Greg Rasmussen, Weihe Engineers, Jim Thomas,
Cindy Gianneschi, and Jeff Leaders, AMLI Residential in attendance. Overview: Greg
Rasmussen. Petitioner will be constructing 225 apartment units, swimming pool amenity
suite. The units will be side -by -side, 2 car, attached direct access garage from the rear
of the building. The units will be stacked, three stories, Colonial Williamsburg style.
Some buildings have Townehomes to the back rather than three story buildings. The
original concept plan showed apartments all around block C; during the zoning process,
the number of units was reduced down to 225 units.
Jose Kreutz, stated there are about 12 acres of non single family that comprises the core
of the village center plus three apartment blocks, educational meeting house, three blocks
of commercial, small day care, and filling station. The meeting house construction is to
start in the next few weeks. TAC review required.
Comments:
Carmel Fire Dept., Gary Hoyt, fire hydrant locations OK -no change.
Indiana Gas, Mary Shultz. Petitioner reports electric heating source; gas in parts
of Blocks B and C.
Soil Water Conservation, John South says no problem with plans. From an
erosion control standpoint, should be separate NOI (smaller project of a whole).
Will send comment letter.
County Surveyor's Office, Steve Cash, Main trunk lines into Village of
WestClay are County Regulated drains, outlet request permits required. Will send
comment letter.
County Highway, Steve Broermann sent comment letter, pavement thickness
only concern.
Clay Regional Waste, petitioner is working with.
