Members in attendance: Laurence Lillig, DOCS; Dick Hill/Craig Parks, Carmel
Engineering; Pat Rigdon, Carmel Utilities; John South, Hamilton County Soil Water
Conservation District; Steve Cash, Hamilton County Surveyor's Office; Steve Broermann
and Matt Morasch, Hamilton County Highway; and Mary Shultz, Indiana Gas.
Proposed Office Building (DP /ADLS)
Petitioner seeks approval (Development Plan and Architectural Design, Lighting,
Landscaping, and Signage) to construct two corporate office buildings totaling 108,200
square feet on two acres. The site is located southeast of I I I Street and U.S. 31. The
site is zoned B -6 /Business.

In attendance: Jamie Browning of Browning Investments; Ryan Gallmeyer and Greg
Snelling of Mid States Engineering. Greg Snelling says comments mostly addressed.
Petitioner requests approval letters. Snelling will submit fire response letter to Engineer
along with final plans. Greg Snelling states inlet protection remains straw bales around
perimeter -will be revised to silt fence. Jamie Browning states Traffic Analysis will be
updated and submitted. Building plans currently for one building second will mirror the
first, no elevations so far. Petitioner will clarify.

Dick Hill, Carmel Utilities, confirms petitioner to appear at Board of Public
Works for curb and median cuts on October 6 th
Meadowlark Office Park (ADLS)
Petitioner seeks approval (Architectural Design, Lighting, Landscaping, and Signage) to
construct three office buildings on 3.46± acres known as Meadowlark Office Park. The
site is located at 698 Pro -Med Lane. The site is zoned B -6 /Business.

In attendance: Greg Snelling of Mid States, Steve Dauby, Dauby O'Connor Zaleski,
Todd Rottmann, Rottmann Architects. Overview: Greg Snelling. Project consists of
three office buildings, two, three -story and one, two story, totaling 68,000 square feet of
new office space. Outstanding issues consist of negotiation of landscaping to rear,
adjacent to Meadowlark Park; also shortage of parking. Alternative parking plan
developed to satisfy parking for overall site, (total of 5 buildings, two exisitng, three to be
constructed).
Steve Dauby reportedly met with Parks Department- -Parks is not ready to get involved in
landscaping issue at this time. Will install extra parking -no variance at this time -maybe
later. Will go with landscape plan A, first one submitted. Signage: Same type as

existing, but will not include Parks logo. Parking at the rear of building to be removed as
a result of neighbors concerns. Willing to landbank parking. Landscape islands in front
of building.
Comments:
Carmel Engineering, Dick Hill requests revised plans. Snelling will address
comments.
Soil Water Conservation, John South requests better perimeter erosion control
protection.
County Surveyor, Steve Cash no comment.
Carmel Utilities, Pat Rigdon requests better connection to manhole.
DOCS, Laurence Lillig requests parking be landbanked. Landbank plan in file
for lesser parking -will need updated landscape plan for review by Mike
Hollibaugh. Request up -dated traffic analysis.
Carmel Science Technology Park, Block 17, Lot 3 (DP /ADLS)
Petitioner seeks approval (Development Plan and Architectural Design, Lighting,
Landscaping, and Signage) to establish two office buildings totaling 20,950 square feet
on 2.53 acres known as Old Meridian Professional Center. The site is located at 1185
West Carmel Drive. The site is zoned M- 3/Manufacturing.

Greg Snelling of Mid States and Brian Pahud, Landmark Properties, in attendance. Two
office building site to be developed by Landmark Properties, east of existing Old
Meridian Medical Center. Buildings will total 20,950 square feet, located in Carmel
Science Technology Park, (Lot 3, Block 17). Building will mirror lot 1 currently under
construction. Entrance to be connected to lot 1; therefore no new curb cut onto Carmel
Drive. Propose to connect to private drive to east. West and south portion of site is
regulated, Fertig drain. Carmel Science Technology Park has provided for storm water
detention in master plan; will discharge to legal drain. Site to be served by Clay Regional
Waste and Indianapolis Water -all other utilities at site.
Comments:
City Engineer, Dick Hill has not yet had time to review; will do so and
comment. Request petitioner show access easement to the west on drawings.
Petitioner dedicating 10 additional feet on Carmel Drive. Sidewalk bond to be
posted to replace Reliastar bond.
County Soil Water, John South has reviewed revised plans -still recommend
silt fence along top of bank on west side, slightly extend silt along south border to
east property line.
County Surveyor, Steve Cash confirms Fertig drain on site, permit needed.
Petitioner to show riprap at outlet into open ditch, show site location map, soil
map, erosion control, etc. Pipe discharging under Hancock goes to Fertig drain.
DOCS, Laurence Lillig reguests clarification of sign package. Snelling will
research and reply. Parking lot connection is a concern-- request it be improved.

Brian Pahud says signage same concept as Phase I. Channel block letters,
internally illuminated sign or halo -no box type signage.
Eagle Ridge Subdivision, Section 1 (SP)
Petitioner seeks approval (Secondary Plat) to plat 102 lots on 51.431 acres. The site is
located on the northeast corner of West 116 Street and the Boone County line. The site
is zoned S -1 /Residential.
Filed by David George of Schneider Engineering.
In attendance: Dennis Grumpp and David George of Schneider Engineering. Comments
received from most agencies. No water plan from Indpls. Water.
Comments:
Carmel /Clay Schools, letter requests sidewalks and cul -de -sac minimum turning
radius of 93 feet
Carmel Police Dept., no comments
County Soil Water, John South perimeter sediment control measures -berm
and dam being removed should show as sequencing petitioner to clarify. John
South concerned with no current vegetation or contours on plans. Current
topography shows part of drainage to north and not all to south -for an accurate
review of plans, would need current topo -does not show lake. Petitioner will
show water line on existing lake. Petitioner says site has been graded and existing
contours do not reflect correct condition. Vegetation and wood lines should
show. Swale at rear of lots abutting 121 St —may not even be possible unless
petitioner is planning on cutting trees. John South recommends creating buffer to
retain trees for screening. Some inlets overlooked -John South recommends
erosion control practice construction detail needed for work in pond areas.
Request construction note on plans for contractor for drying land and preparing
streets and house pads. Soil to be dried naturally or soil removed and replaced
with new? Request statement on plans regarding moisture level in soil. Offsite
water course affected by building? Petitioner to discharge thru same structure as
exists, not directing water to another point, not increasing peak flow off site.
Should have no effect on downstream conditions. Main channel OK- -short
channel from main ditch to road a concern. Petitioner changing flow conditions
and will be making impact on flow of channel. Petitioner believes no negative
impact, but will be aware of potential. Also, Corps. views ponds as water of the
U.S. petitioner says not jurisdictional waters petitioner to verify. John South
requests letter from Corps. stating non jurisdictional waters.
DOCS, Laurence Lillig requests landscape plan. Non access easement along
121 Street -City requests 20 feet. Intersections are a problem -does not conform
to Subdivision Control Regulations, Section 6.3.22- -may require variance.
Request right -of -way for passing blister -will check Affidavit on file possible
eminent domain. Copies of existing Affidavit requested for County Highway and
petitioner. Petitioner will align intersections. Laurence says vegetation along
121 Street to be retained as a buffer and as part of landscaping plan for
development. Address underdrains -to be extended and drain to detention pond;

will also provide for erosion. Improvements on 116 Street petitioner not
willing to do at this time. County Highway will submit list of improvements
would like to see done. Petitioner aware of.
County Surveyor, Steve Cash recalls discussion at primary plat stage regarding
possible improvements to offsite drain to main creek commitments made at that
time -will research. Petitioner does not anticipate any problem with ponding.
Indiana Gas, Mary Shultz questions commencement of construction; petitioner
says problem with IDEM as far as tying into existing sanitary system. Hopefully
can start construction this year or possibly spring.
DOCS, Laurence Lillig requests Subdivision Agreement form. Street names?
Submit to auditor's office and Carmel Communications. Landscaping, signage
under contract. Lighting? Covenants and restrictions requested.
Carmel Science Tech. Park, Block 2, Lots 2 3 (70 -99 ADLS /DP; 71 -99SP
Petitioner seeks approval (Architectural Design Landscaping, Lighting Signage,
Development Plan, and Secondary Plat) to construct 14 professional office buildings and
condominium suites on 7.393 acres known as Park Place Centre. The site is located on
the northeast corner of Adams Street and West Carmel Drive. The site is zoned M-
3/Manufacturing.

Comments:
County Surveyor, Steve Cash, Indirect Outlet needed.
County Soil Water, John South requests detail show on phasing petitioner
sending revised plans. Temporary seeding on building pads; inlet protection on
north end.
Carmel Engineering, Dick Hill requests sanitary detail and profiles. Revised
plans will show easement locations. Petitioner using Indiana horizontal property
law for tenant -owned as condominium law. Sewer in utility easement, also 20
foot utility easement along rear for gas power. 20 ft. easement across front of
building for transformers, either side of easement for electrical panels and gas
meters, a/c equipment. 10 foot right -of -way dedication along Carmel Drive
reflected on plans; 5 foot concrete walk along Adams Street, 8 foot bike path set
back 3 feet from curb -both terminate at property line. Petitioner states
compliance with master plan of Science Tech. Park; 14 foot roadway.
Three /four tenants in each building rather than 8. Lot 2 on Secondary Plat, Lot 3
LATER.
Carmel Fire Dept., no new comments on fire hydrants.
DOCS, Mike Hollibaugh states Carmel Drive portion of trail should be set back
farther than 3 feet minimum of 5 feet or more to allow for tree growth and
pedestrian separation. Petitioner says it would run into irrigation system -Dept
will look at. Orient building Toward Carmel Drive rather than backing up to
Carmel Drive (two buildings). Petitioner states back of building looks as a front,
would cause problems with declarations to re- orient.

DOCS, Laurence Lillig requests detailed sign package, Traffic Operations
Analysis petitioner to submit. 160 cars at peak PM. Dept. will prepare review
letter and landscape plan review.
Carmel Science Tech. Park, Block 17, Lot 2 (ADLS Amend)
Petitioner seeks approval (Architectural Design, Landscaping, Lighting Signage
Amendment to construct a 21.750 square foot professional office building on 2.43 acres
known as 12400 North Old Meridian Street. The site is located at 12401 12415 Old
Meridian Street. The site is zoned M- 3/Manufacturing.

Adam DeHart reports appearing at Special Study Committee further information and
detail requested. Reconstruction of open drain on eastern edge of structure. Petitioner to
appear before Drainage Board on 9 -23 Color rendering of building to be made
available at Plan Commission meeting.
Comments:
Carmel Engineering, Dick Hill received 5 sets of plans Petitioner says will get
revised set to Engineering. Developer posted sidewalk bond as well as REI
Disposition?
Indiana Gas, Mary Shultz no comment.
County Soil Water, John South states requirements satisfied.
DOCS, Mike Hollibaugh, requests information be distributed prior to Plan
Commission meeting.
County Surveyor, Steve Cash has met with Adam DeHart and developer
regarding revised plan -will review and send revised comments.
Village of West Clay, Blocks A,B, &C (DP /ADLS)
Petitioner seks approval (Development Plan and Architectural Design Landscaping,
Lighting, Signage) to construct 12 multi family residential structures totaling 260,000
square feet on 5.14 acres known as Amli at the Village of WestClay. The site is located
southwest of West 131 Street and Hoover Road. The site is zoned PUD /Planned Unit
Development.

Petitioner seeks approval (Development Plan and Architectural Design, Landscaping,
Lighting, Signage) to construct a 27,690 square foot office and retail building on 0.333
acre known as the Brenwick Building. The site is located southwest of West 131 Street
and Hoover Road. The site is zoned PUD /Planned Unit Development.

In attendance: Keith Lash of the Schneider Corp., John Mostle and Jose Kreutz of
Brenwick First office /commercial building on northeast corner of the Village, formerly
block E, Section 3004. Shared parking lot in rear, 50 spaces -to be expanded in the
future. All streets to be constructed prior to completion of building. Office space on 2nd
and 3 rd floors, retail on first floor.
Comments:
County Highway, Steve Broermann requests commercial drive permit, curb cut.
Indiana Gas, Mary Shultz, petitioner states building to be natural gas.
County Soil Water, John South submitted comment letter.
County Surveyor, Steve Cash, outlet request permit required.
DOCS, Laurence Lillig petitioner believes ADLS review before Plan
Commission is not required. Jose to submit letter prior to building permit being
issued.
