DECEMBER 15, 1999
Members in attendance: Laurence Lillig, DOCS; Dick Hill, Carmel Engineering; Pat
Rigdon, Carmel Utilities; Gary Hoyt, Carmel Fire Department; Steve Broermann,
Hamilton County Highway Department; Steve Cash, Hamilton County Surveyor's Office;
John South, Hamilton County Soil Water Conservation District; Mary Shultz, Indiana
Gas; and Sharon Prater, Panhandle Eastern Pipeline Co. W. W. Harris of the
Indianapolis Star was also present.
English Oaks Subdivision, Docket No. 108 -99 PP
Petitioner seeks approval (Primary Plat) for 27 residential lots on 21.39 acres. The site is
located northwest of West 106 Street and Shelborne Road. The site is zoned S-
1 /Residential.

Proposal is for 27 single family residences located on 21 acres, northwest of 106 Street
and Shelborne Road. The entrance will be on Shelborne Road and align with southern
entrance to the Church west of the proposed site. Comments received from the County
Highway Dept. express concern with cul -de -sac on English Oaks Drive and right -of -way,
also issue of maintenance of the wet path and cul -de -sac pavement as common area.
Comments:
County Highway, Steve Broermann asks about plan for property to the south;
petitioner states ground is owned by Greek Orthodox Church -no plans at present
to build. Petitioner wants to install cul -de -sac with curbs rather than a stub street.
Right -of -way will be dedicated to up to property line.
County Surveyor's Office, Steve Cash previously faxed letter to petitioner.
Easements require 15 feet per half, 30 foot minimum total. Dead -end easement
between lots 6 7 with subsurface drain -would like to see easement extended
across lot 6 for access. Nothing seen to affect drainage design. If primary plat
revised, would like to see easements noted on plans.
Indiana Gas, Mary Shultz petitioner will contact for service.
DOCS, Laurence Lillig states right -of -way on Shelborne Road is 45 feet per one
half. Multi -use path easement is 10 feet wide. Preliminary Sign Package not yet
submitted -will be done with Secondary Plat. Laurence requests covenants and
restrictions.
US 31 Main Hotel (DP /ADLS)
Petitioner seeks approval (Development Plan and Architectural Design Lighting,
Landscaping Signage) in order to construct a 57,500 square foot Holiday Inn Express
on 4.066 acres. The site is located at 1460 West Main Street (northeast corner of East

131 Street and North Meridian Street.) The site is zoned S -2 /Residential within the US
31 Overlay Zone.

In attendance: Mark Porteous, Mark Thorpe and Mark Ruchel of the Schneider Corp.;
Bob Leeper and Larry Hannah, property owners; Bob Dora; and Steve Granner of Bose
McKinney Evans.
Overview, Steve Granner. Variances required for Height requirement and parking
between building and setback line project within the Overlay Zone. Hotel will be 4
stories with 105 rooms. Mark Porteous states Schneider is doing the engineering.
Wingate is a franchise by HFS, owners of Ramada, Howard Johnson, Days Inn, several
others, high class, commercial, businessman's hotel with two speaker phones in every
room, upgrade finishes. Dora Bros. will be the operator.
Comments:
City Engineer's Office, Dick Hill faxed comments to petitioner; has not yet
reviewed drainage calcs. US 31 over /under pass could be an issue. Site plan
reflects 60 foot one -half right -of -way on 161 Street in accordance with new
Thoroughfare Plan. Petitioner to direct any questions on over /under pass to Kate
Boyle, City Engineer. Petitioner may be asked to contribute to roadway
improvements (Pennsylvania) at present, up in the air- -also sidewalks. Water-
falls under Indpls. Water Co. jurisdiction; sanitary sewer is Carmel's. Petitioner
would need to request commercial curb cut and sanitary sewer availability from
Board of Works. Traffic Study? Drainage -dual jurisdiction?
Carmel Utilities, Pat Rigdon says currently there is a two inch forced main-
plans are to run gravity sewer out 131 Street from Old Meridian -time frame
uncertain -would rather see petitioner go with gravity sewer.
DOCS, Laurence Lillig confirms the use of a 10 foot wide multi -use path rather
than sidewalks along 131 Street in accordance with the new Alternative
Transportation Plan suggests petitioner talk with Mike Hollibaugh regarding the
path.
County Surveyor's Office, Steve Cash states JRCollins regulated drain crosses
site. Steve Cash sent letter to petitioner with a number of comments suggests a
meeting with petitioner regarding reconstruction required in further detail. JR
Collins is clay tile that crosses the north end of the property; two "breathers"
currently located near the property lines. Proposal to discharge in culvert under
US 31 requires a permit.
Carmel Fire Dept., Gary Hoyt states letter sent by Stan Puckett regard location
of fire hydrant and siamese in grassy area; also requests installation of knocksbox.
Property owners Bob Leeper and Larry Hannah question drainage -(west to east
or into 31) and City or County's plans for extending Pennsylvania north. Dick
Hill says currently not able to answer City's plans for Pennsylvania extension.
Steve Cash states the regulated drain is shallow across the property, and may be
partially exposed along north side of the Church site. County proposes to
intercept drain at the property line of the proposed project and run along east

property line to the south, then west and cross US 31 to tie in to drain as
reconstructed up to the intersection. Property owner states Church is going to re-
locate one block east of present location. Residual ground, 13 acres, to be
proposed for commercial office building.
Merchants' Pointe W
Petitioner seeks approval (Rezone) to construct seven retail buildings totaling 92,500
square feet on 14.378 acres. The site is located on the southwest corner of East 116
Street and North Keystone Avenue. The site is zoned R -1 /Residential partially within the
S.R. 431 Overlay Zone.

The Linder Company has agreed to purchase from Woodland Country Club a parcel of 14
acres that lies at the southwest corner of 116 and Keystone Avenue. The basic plan
provides for one full service entrance at the western edge of the property that will
intersect with the southward extension of AAA Way. A second entrance will be located
near the eastern property line and subject to Board of Works approval, restricted to right
in -right out only. The plan is for a mixed use development to be known as Merchants'
Pointe and would contain such uses as office, retail, service, restaurant, and bank,
allocated among 5 to 8 buildings. The development will require several approvals. The
initial stage of the approval is for a reclassification of the real estate from R -1 to B -8, the
same classification as Merchants Square north of 116 Street. Woodland County Club
has filed a petition for annexation of 14 acres to the City of Carmel. The existing stand
of trees adjacent and parallel to Keystone Avenue, 600 feet southward from 116 Street,
will be preserved as it is today, except for such clearing as may be required to permit
roadway improvements to 116 Street. The architectural theme has been borrowed from
Merchants Square for two buildings; the initial building will be one story, the second will
be a two -story office building. The buildings will be oriented to 116 Street.
The petitioner will return to TAC for ADLS review and Overlay requirements.
Comments:
County Highway, Steve Broermann's comments based on as is and not annexed
request to be kept informed.
City Engineer, Dick Hill faxed comment letter to Craig Hessee some time ago
regarding connection and availability fees. Petitioner says internal street to be
dedicated -Dick requests a meeting to discuss curb cuts. Petitioner states pond
will be a part of Woodland golf course and not a part of the proposed
development. If approved, Woodland will file an amendment for special use to
provide for re- design of the golf course. Additional right -of -way substantially
impacts play of golf course. Dick Hill concerned with detention —point of
discussion. Planned outlet for pond is Carmel Creek, where it presently drains.

Developer to assist in improvements at AAA Way. Petitioner to meet with City
Engineer.
Carmel Utilities, Pat Rigdon sent letter regarding PVC water lines.
County Surveyor, Steve Cash requests more information at the time plans are
further developed and point of detention proposed.
County Soil Water, John South sent comment letter, increase in pavement,
etc. affects water quality and will be an issue. May be some consideration for
filtering of storm water between proposed project and pond. Petitioner says
construction of golf course to be concurrent with retail/office space.
Carmel Fire Dept., Gary Hoyt says Stan Puckett sent comment letter, no other
comments at this time.
DOCS, Laurence Lillig states commitments required for this project. Tree line
adjacent and parallel to Keystone to be preserved. Access to buildings within
Merchants Pointe limited to two points mentioned, subject to Board of Public
Works approval NO direct access to any single building from 116 Street. No
single building to exceed 35,000 square feet; aggregate square feet shall not
exceed 95,000; minimum amount of office space, 30,000 square feet, maximum
amount of retail /service not to exceed 45,000 square feet; restaurant use,
maximum of 24,000 square feet. Restaurants will be sit down -not fast food.
Intent is to dedicate building pads and sidewalk area to City, petitioner to
maintain common area. Jim Nelson will provide list of uses to be prohibited
within Merchants Pointe, although allowed in B -8 district.
Laurence Lillig states subdividing parcels would require going through the
subdividing process -new definition as of January first. Each building under B -8
to come before Plan Commission for ADLS review.
Carmel Science Technolo2y Park, Block 14, Lot 3 (SP DP /ADLS)
Petitioner seeks approval (Secondary Plat, Development Plan and Architectural Design,
Lighting, Landscaping Signage) to construct eight self storage buildings with office
totaling 87,125 square feet on 3.533 acres to be known as Carmel Drive Storage. The
site is located at 550 West Carmel Drive. The site is zoned M- 3/Manufacturing.

In attendance: Brian Moench, Moench Engineering; Keith Bonham, Tower Design
Group; Ken and Eric Keltner, property owners, represented by Steve Granner of Bose,
McKinney Evans. Steve Granner, overview. Petition has been amended to provide for
7 self storage buildings and a total of 69,300 square feet.
Comments:
City Engineering, Dick Hill faxed comment letter. Project is a commercial
subdivision; Performance Guarantee and Bonding will be required. One
sidewalks are installed, bond will be released. Bike path to be installed
immediately Asphalt path to be 10 feet wide pursuant to New Alternative
Transportation Plan. Path shows as in right -of -way. Water utility is Indpls.,
sanitary sewer is Clay Regional Waste. Drainage issues; requests calculations.

Existing, shared drive. Any questions, contact Engineering. Dick requests copy
of plat and full size plans. Parking lot does not show as being curbed Laurence
states Ordinance requires curbs.
County Surveyor, Steve Cash sent comment letter; permit needed within
watershed of Fertig drain.
Soil Water Conservation, John South send comment letter; erosion control
drainage are concerns. Drainage on bldg. B blocks existing drainage from lot
behind it- -needs to be addressed. Brian Moench says drainage swale being
provided to alleviate drainage. Existing inlet to be well protected prior to start of
construction. Straw bales may not be adequate petitioner to address.

knocksbox. Also requests copy of plans.
DOCS, Laurence Lillig comments markings, legal description to appear on
plans. Memo on landscaping plan.
Carmel Office Park, Phase IV (Site Plan)
Petitioner seeks approval (Site Plan) to construct an 11,000 square foot day care on
0.9115 acre. The site is located on the southwest corner of Gradle Drive and 3 rd Avenue
Southwest. The site is zoned I -1 Industrial.

In attendance: Mark Setthneyer of Cornerstone Surveys and Dale Sollenberger. Existing
Daycare facility looking to re- locate to Gradle Drive and 3 rd Avenue, SW. Detention
pond to be built as part of entire office park. Petitioner looking into parking
configuration -two access points. Daycare to have outside play area. Facility will have a
ten year lease.
Comments:
Carmel Engineer, Dick Hill sent review letter requests a meeting with petitioner
to go over project (also include DOCS and Water utilities). Concern with curb
cut, existing building and lot area. Requests overall plan of entire development.
County Surveyor, Steve Cash sent comment letter. Outlet request permit needed
(Hawkins watershed). On -site design authority with engineer's office. Dry Basin
detention area.
County Soil Water, John South sent comment letter project could come
under Rule 5 petitioner to submit NOI letter. Request petitioner show location of
silt fence on plans. Existing inlets to be protected; construction entrance-
recommend diversion swale along east side. Erosion control schedule needed.
Site report on adjacent property needed.
Carmel Fire Dept., Gary Hoyt says Stan Puckett sent comment letter. Bldgs. are
not being sprinklered, every room has its own outside entrance knocksbox
requested petitioner to comply.
DOCS, Laurence Lillig states play area affects parking area. Facility to house
199 children. Present facility accommodates 32 cars at most. Proposed facility
would require 60 to 65 cars. Caution on ownership —may require subdivision
process. Requests parking agreement regarding shared arrangement. City Center

consider sidewalks as a part of daycare.
