H. Public Hearing:
lh. Corporate Headquarters Office Building (39 -99 D.P. /ADLS)
Petitioner seeks approval to construct a 77,500 square foot office building on 7 acres located
two properties north of the northeast corner of U.S. 31 and 106 Street.
The petitioner has tabled this item again.
2h. Brookstone Park of Carmel Subdivision (44 -99 P.P.)
Petitioner seeks approval to plat 107 lots on 49 acres located at the southeast corner of 146
Street and Ditch Road. The Department has recommended minor changes to the plan including
additional connections to the open space through the cul -de -sacs and making Common Area `C' wider
for more accessibility by neighborhood residents.
The Department recommends the project proceed to the Subdivision Committee meeting July
6 for further review.
3h., 4h. Providence at Old Meridian (45 -99 Z, 46 -99 P.V.)
Petitioner seeks approval to rezone approximately 28 acres from R -1 and R -3 residence to a
Planned Unit District located at the northeast corner of Old Meridian Street and Carmel Drive. The
petitioner also seeks approval to vacate one lot of the Franke's Subdivision. The Department has
received new information on the project at the time of the mailing of the information packet and needs
additional time in order to review the information.
The Department recommends the project proceed to the Special Studv meeting
July 6 for further review.
5h., 6h. West Carmel Center, Retail `A' (47 -99 D.P. /ADLS, 48 -99 S.P.)
Petitioner seeks approval to construct an approximately 50,000 square -foot retail center on 8

acres located at the southeast corner of Michigan Road and 106 Street. The Department is continuing
to work with the petitioner to finalize the architectural design of the buildings, as well as the
landscaping and access plan.
The Department recommends the project proceed to the Special Study Committee meeting
July 6 for further review.
7h. Ashbury Park Subdivision (49 -99 P.P.)
Petitioner seeks approval to plat 104 lots on 57 acres located just west of the Spring Farm
Subdivision west of Springmill Road between 131st Street and 136 Street. The plan being presented
to the Commission has been changed to address several issues raised by the Department and other
members of the Technical Advisory Committee. The Department needs additional time to review the
newly designed plan.
The Department recommends the project proceed to the Subdivision Committee meeting July
6 for further review.
L Old Business:
li. Duke Realty Investments Rezone (14 -99 Z.)
The petitioner seeks approval to rezone 55 acres of ground at the northwest corner of 96
Street and U.S. 31 from B- 5/businerss and S -2 /residence to B- 6/business. Petitioner also seeks
approval to rezone 10 acres of ground at the northeast corner of 96 Street and U.S. 3 lfrom B-
5/business to B- 8/business.
Considering the proposed project meets most of the recommendations of the Comprehensive
Plan (including the U.S. 31 Corridor Plan) and adequate zoning commitments have been offered the
Department recommends sending a positive recommendation to the City Council.
2i. Hazel Dell Summit Subdivision (17 -99 P.P.)
Petitioner seeks approval to plat 166 lots on 88 acres located at the northeast corner of 131
Street and Cherry Tree Road. Petitioner also seeks approval to eliminate the required perimeter
sidewalk along Cherry Tree Road.
The Department recommends approval with the changes to the plan recommended by the
Subdivision Committee.
3i. Glenwood Rezone (31 -99 Z)
Petitioner seeks approval to rezone less than one acre from R -3 /residence to B-
1/business.located at 10820 North College Avenue. This property is currently in violation of the
Zoning Ordinance because it is being used as a business.
Because the proposed rezone meets many of the recommendations of the Comprehensive Plan,
the Department recommends sending a positive recommendation to the City Council conditioned upon
a landscape barrier being committed to at the rear of the property.

4i. 96 Street and Westfield Boulevard Rezone (Gibraltar Properties) (36 -99 Z)
Petitioner seeks approval to rezone 71 acres from S -2 /residence to R-4 /residence located at the
northwest corner of 96th Street and Westfield Boulevard. A small parcel south of I-465 adjacent to the
Monon Corridor is also included in the rezone request. Some Technical Advisory Committee issues
still remain including an issue with drainage flowing underneath 1-465, the potential for wetland
mitigation off site, and the potential continuation westerly of 96 Street.
The Department recommends sending a positive recommendation to the City Council
conditioned upon all Technical Advisory Committee issues being resolved.
5i. Emerald Crest at Hazel Dell Summit, Section 1 (43 -99 S.P.)
Petitioner seeks approval to construct 74 lots on 32 acres located at the northeast corner of
131 Street and Cherry Tree Road.
The Department recommends approval conditioned upon all Technical Advisory Committee
issues being resolved.
6i. Delaware Commons at Hazel Dell Summit (53 -99 S.P.)
Petitioner seeks approval to construct 51 lots on 38 acres located north of 131 Street, on the
west side of Hazel Dell Road.
The Department recommends approval conditioned upon all Technical Advisory Committee
issues being resolved.
J. New Business
lj. Blockbuster Awning (54 -99 ADLS Amend.)
Petitioner seeks approval to allow an existing blue awning (that does not match the awnings for
the Merchants' Square Mall) to remain. The site is located at the northeast corner of 116 Street and
AAA Way.
The Department recommends approving an awning design and color that identically matches
the existing blue awning for the Mall (which is what the Plan Commission approved June, 1998)_
2j. Baker Hill Sign (55 -99 ADLS Amend.)
Petitioner seeks approval to allow the design of one tenant sign for the Hamilton Crossing
Building #4 located north of the northwest corner of U.S. 31 and 126 Street.
The Department recommends approval.
