If they see a violation they will need to take pictures. Our inspectors are not able to walk on to someone's property so they need to be able to see it from the street. We live at 11315 Green Street, and our neighbors to the immediate north are obviously running a construction business out of their backyard. I tried to see what the rules are with running such a business from a residence, this but I can't get a specific document off your Web site. We have shared concerns about this with the city before, and at that time I believe someone from the city visited the homeowner? The homeowner did clean up a portion of the debris at one point, but it's now back in full force. It appears that whatever they cannot burn, they leave in the backyard. They have burned a lot of stuff, which I know they can do within code if done a certain way, yet there's still tons of stuff in the yard. I feel our family and the neighbor on the other side of them have been patient to let it go for this long. Just this week, however, I noticed there are propane tanks sitting alongside a gasoline can/holder. Knowing they often bum debris, the presence of these cans has me concerned. They have not always exercised good judgment when burning stuff in the past, and I know from hearsay that the fire department has been to the house once or twice as a result. They have done a really nice job cleaning up the front and sides of the home. The house had stood vacant for a long time, so I know they have had their work cut out for them. But they've cleaned up one eyesore and created another, in the backyard. I've not been able to speak with the parents b/c they do not speak English. I've thought about talking with the kids, but I did that once before and, in general, don't feel like the children (who speak the language well) should be accountable for this. An inspection revealed that the concern appears to be valid and that the property is in violation of the Carmel City Code, §6-77(k), which construes the following conditions to be public health nuisances: (k) Any acmmulation of junk, rubbish, scrap metal, automotive parts, building maierralr, machinery, dead trees, or parts thereof, upon any premises in a residential area. These violations could also be the result of you possibly running a Home Occupation from your residence in direct violation of the Carmel Zoning Ordinance §25.18 Dome Occupation standards. All wood/appliances/hardware, etc., you don't feel is trashlrubbish must be stored in a manner that does not change the character of the residence/neighborhood (off premises, garaged, etc). Failure to resolve the violation(s) by the specified deadline will result in further Enforcement action by the City of Carmel, to include City abatement (to which property owner is billed), and / or the issuance of daily citations as long as the violations persist (which also requires a mandatory appearance in Carmel City Court). This is the second time these violations have been cited at this property. This is a firm deadline.
