Docket No. 10020015 Z: C -1 Rezone, Arby's /Party Time/Langston Properties The applicant seeks to rezone 6 properties from B -3 /Business and I- 1 /lndustrial zoning, within the Carmel Dr /Range Line Rd Overlay, to the C -1 /City Center zoning classification. The properties are located at the northwest corner of Range Line Rd. and Carmel Dr. Filed by the Department of Community Services, on behalf of the Carmel Plan Commission. The City of Carmel is petitioning to rezone several parcels located at the northwest corner of Carmel Drive and Range Line Road to the C -1 /City Center District, as established in Chapter 20E of the Carmel Zoning Ordinance. The subject properties are currently zoned B -3 /Business and I -1 /Industrial within the Carmel Drive /Range Line Road Overlay Zone. More specifically, the properties' addresses are: 1. 1132 S. Range Line Road (Langston Offices includes 4 parcels of land) 2. 1212 S. Range Line Road (Party Time Rental) 3. 1224 S. Range Line Road (Arby's) In requesting this rezoning, the City is considering the following: Land Use. Allows residential and business to co -exist in a mixed use environment. The I -1/ Industrial district does not allow residential uses. Approval Process. So that review efforts are not duplicated between the Plan Commission and Carmel Redevelopment Commission, the C -1 /City Center District establishes the Carmel Redevelopment Commission as the lead review and approval body. A map of the subject parcels was included in the Plan Commission memo mailed out on March 5. The Dept of Community Services (DOCS) requests that the Plan Commission votes to suspend its rules of procedure and forward this item to City Council with a favorable recommendation. 4
