HomeMy WebLinkAboutMinutes Sub 03-02-99CARMEL /CLAY PLAN COMMISSION SUBDIVISION COMMITTEE MARCH 2, 1999 The regularly scheduled meeting of the Carmel/Clay Plan Commission Subdivision Committee met at 7:00 PM on March 2, 1999, in the Caucus Rooms of City Hall, Carmel, Indiana. Committee Members: Marilyn Anderson, Kent Broach, Leo Dierckman, Ron Houck, Norma Meighen, Chris White, Tom Yedlick. Steve Engelking, DOCS Director, attended the meeting on behalf of the Department. Item 1.Committee to consider Docket No. 15 -99 PP /SP, a replat application for the Williams Creek Development Company. Petitioner seeks approval to replat 3 lots into 2 lots within the subdivision known as Buckhorn. The site is located on the west side of Stone Drive, just north of 136 Street. The site is zoned S -1 /Residence. Filed by Stan Neal of Weihe Engineers. Stan Neal, Weihe Engineers, 10505 North College Avenue appeared before the Committee representing the applicant. Also present was Jim Dugan, developer. The petitioner is re- dividing three lots, lots 1, 2, and 3 of the existing Buckhorn Subdivision into two lots. The site is located on 136 Street west of Spring Mill, east of the elementary school. A swimming pool will be constructed on the new lot 3 plus a small facility building. The new lot 2, closest to the street, will remain residential for a single family home. The petitioner is scheduled for the March 22 Board of Zoning Appeals meeting for Special Use Approval for the pool facility and bathhouse. In response to questions from Ron Houck, Jim Dugan stated there would be 13 parking spaces provided, more than required by the Ordinance. The facility building will house two restrooms, storage for pool equipment, and a covered porch. Kent Broach moved for approval of Docket No. 15 -99 PP /SP replat for Williams Creek Development Company within the Buckhorn Subdivision, seconded by Norma Meighen and unanimously APPROVED. Item 2.Committee to consider Docket No. 16 -99 S.P., a secondary plat application for Brenwick Development Company. Petitioner seeks approval to construct 25 lots on 13 acres within the subdivision known as Moffitt Farm at Prairie View, Section 2B. The site is located on the west side of River Road, a quarter mile north of 131 Street. The site is zoned S -1 /Residence (Residential Open Space application, Z -296). Filed by Keith Lash of the Schneider Corporation. Jose Kreutz of Brenwick was also in attendance. Approval is requested for a Secondary Plat for Moffitt Farm, Section 2B that contains 25 lots on 13.85 acres. Prairie View Development is located /centered around 131 Street and River Road; the Moffitt Farm, Section 2B is in the western -most corner and is the last section of Moffitt Farm. This project was reviewed by the TAC Committee; the only outstanding item relates to a sidewalk. Mr. Lash explained that a variance was obtained for Moffitt 3A and 3B for the elimination of a sidewalk on the north side of Tall Timber Run. The original plans called for the sidewalks on Mattock Chase to wrap around the cul -de -sac and end approximately where the bike path and walk path meet. The DOCS and Engineering Department asked that the walk be extended to the stubstreet coming out of the Centex Development and this has been done. Jose Kreutz said that the petitioner had appeared in November 1996 to seek approval of the first piece of Moffitt Farm and at that time, requested a variance to Not install the sidewalk because of a tree row that exists along the northern portion. A fence has been installed along the boundary line, within one foot of the property. At that time, the petitioner suggested that they be allowed to forego the installation of a sidewalk for two reasons —there are no lots fronting, and there is a 8 -foot deep ditch that runs on one side of the Centex ground and crossing it by foot is almost impossible. There was no need seen to install a sidewalk that would wrap around and go no place; the installation of a sidewalk would also necessitate the removal of the trees. There will be a sidewalk on the south side of the street and those lots are currently for sale. As each lot develops, each developer will install and connect the sidewalk. In addition to the 9 -foot wide asphalt bike path, all interior streets in Prairie View have sidewalks. Norma Meighen moved for approval of Docket No. 16 -99 SP, secondary plat application, for Brenwick Development Company, subject to the variance being granted by the BZA, seconded by Leo Dierckman and APPROVED unanimously.
