SUBDIVISION COMMITTEE
JUNE 1, 1999
The regularly scheduled meeting of the Subdivision Committee was called to order by
Tom Yedlick, Chairman, at approximately 7:00 PM in the Caucus Rooms of City Hall,
One Civic Square, Carmel, Indiana.
Committee members present were; Marilyn Anderson; Kent Broach; Leo Dierckman;
Ron Houck; Norma Meighen; Chris White; and Tom Yedlick.
Mark Monroe was present representing the Department of Community Services.
Item 1. Committee to consider Docket No. 50 -99 ADLS Amend., an amended
Architectural Design, Landscaping, Lighting, and Signage application for the Telamon
Corporation. Petitioner seeks approval for the design of a ground sign and wall sign for
the existing office and warehouse building. The site is located at 1000 East 1 16 Street.
The site is zoned M- 3/Manufacturing.

Larry Roudeban of CFO and Pat Knapp, sign designer, appeared before the Committee
on behalf of the petitioner. A color rendering of the proposed sign was presented. The
materials will be aluminum siding and galvanized steel on a concrete base. The lighting
will be varied power; the sign will be spotlighted. The sign will be on the north side of
116th Street, on a berm to the west of the entry.
Mark Monroe commented that the proposed signage could almost be considered a piece
of sculpture. The petitioner is allowed one sign and a variance must be granted for the
other sign for number.
Tom Yedlick stated that the architectural design of the sign was not deemed to be
compatible with other signage on I I6 Street and did not seem to fit in.
Marilyn Anderson stated that she liked the proposed signage and thought it was
attractive; Norma Meighen concurred.
Leo Dierckman moved for the approval of the proposed signage; APPROVED 5 in
favor, Kent Broach and Tom Yedlick opposed.
Item 2. Committee to consider Docket No. 51 -99 ADLS Amend., an amended
Architectural Design, Landscaping, Lighting, Signage application for Bank One.
Petitioner seeks approval for the placement of an ATM building. The site is located at
200 East Carmel Drive. The site is zoned B -8 /Business.

Mark Gummer appeared before the Committee representing Dauman Industrial,
manufacturer of the bank machines. Mr. Gummer stated that Bank One would like to
install a drive -up Money Mover on the west side of the building. The ATM Machine will
be accessed from one side with an additional lane to go around the machine. There is
plenty of stacking room for vehicles.
The sign ordinance allows a sign on either side of the ATM machine that is 3 square feet
or less. The number of signs and placement of signage is an issue. The ATM would be
a free standing building.
Chris White moved to TABLE this docket for 30 days to allow time for the bank to look
at an alternative location at the rear of the bank, integrating the machine into the building,
and a proposal for the signage. APPROVED 7 -0.
After further discussion, Ron Houck recommended that a bank officer be in attendance.
Item 3. Committee to consider Docket No. 52 -99 SP, a Secondary Plat application
for Brenwick Development Company. Petitioner seeks approval to plat 46 lots on 32
acres within the subdivision known as the Village of West Clay, Section 3001. The site
is located south of 131 Street, west of Hoover Road. The site is zoned PUD.

Keith Lash of the Schneider Corporation, 12726 Hamilton Crossing Boulevard, Carmel
appeared before the Committee on behalf of Brenwick requesting Secondary Plat
approval for 46 lots on 32.5 acres. Included in the 46 lots are the multi -use lots,
apartments, towne homes, commercial, one lot in the amenities area, and a detention
pond.
One outstanding issue with the Department of Soil Water Conservation pertains to the
erosion control plan on this particular section and the overall development. The
petitioner is revising the erosion control plan. The petitioner is therefore asking for
approval of this section, subject to John South's comments.
Norma Meighen moved for the approval of Docket No. 52 -99 SP, subject to John South's
requirements. APPROVED 7 -0.
Add -On Item.
Secondary Plat re- approval for Lost Oaks at Haverstick, Section IIB. The original
secondary plat was approved one year ago. The plat approval expires tomorrow.
Tom Kutz of Centex Homes appeared before the Committee and reported no change in
the primary plat or the secondary plat.
Leo Dierckman moved for the approval of Lost Oaks at Haverstick, Section II B.
APPROVED 7 -0.

Item 4. Committee to consider Docket No. 17 -99 PP, a Primary Plat application
for the Hazel Dell Summit Company. The petitioner seeks approval to plat 166 lots on
88 acres known as the Hazel Dell Summit Subdivision. The petitioner also seeks
approval of a variance of Section 8.9 of the Carmel/Clay Subdivision Regulations to
eliminate the required perimeter sidewalk along Cherry Tree Road. The site is located on
the north side of East 131 Street, between Cherry Tree Road and Hazel Dell Road. The
site is zoned S -1 /Residence.

Jim Nelson, 3663 Brumley Way, Carmel, appeared before the Committee representing
the co- applicants. According to Mr. Nelson, the petitioner meets all the requirements of
the Open Space Ordinance. The density under the current proposal is 1.85, permitted
under the Ordinance is 2.1; the required open space is 25 the petitioner has provided

There was discussion at the previous committee meeting regarding the park area. The
open space plat proposes a 12 to 13 acre park at the apex of the triangle formed by Hazel
Dell, Cherry Tree, and 131 Street. It is the petitioner's belief that this parcel is suitable
for a park site because of its proximity to Hazel Dell Road, Cherry Tree Avenue, the
trails that run adjacent to the roadways, and the proximity of the park to the future
neighborhood commercial center at Hazel Dell Road and 131 Street. The proposed park
location makes it easily accessible not only to the residents of the proposed community,
but also the residents of the surrounding communities. Another purpose in preserving
this area as park space is to preserve the wooded area on the site.
Mr. Nelson reported that the project was presented to the Parks Board at a meeting on
May 25 A favorable recommendation was received from the Board, that if the Hazel
Dell Summit plat were approved by the Plan Commission, the Parks Department would
consider this request for a donation of parkland at this location. There were no
statements in opposition or contrary or negative with respect to the park. The Parks
Board did vote to consider, at a future date following plat approval, the donation of this
ground as a public park.
Another issue is the perimeter treatment along 131 Street and Cherry Tree Road. The
landscaping is already in place; there is a 20 foot landscape buffer along the Trails at
Avian Glen, and a 50 foot buffer along Cherry Tree Road has been extended north of the
Creek up to the Park area. In addition, the petitioner has agreed to install 20 additional
Pine trees along the landscape buffer adjacent to Cherry Tree Road.
Mr. Nelson stated that there is at least 150 feet from rear lot line in Hazel Dell Summit to
rear lot line of the Trails at Avian Glen- -from home to home, the distance would be
greater because of the 50 foot buffer, the 80 foot right -of -way and a 20 foot buffer. The
existing landscaping along 131 Street at The Trails at Avian Glen contains an expansive,
wrought iron fence and brick pillars. The petitioner's proposal is to provide for the same

landscaping treatment along the south property line adjacent to 131 Street, i.e. soft
mounding, (2 to 3 feet) a wrought iron fence, and brick pillars. The monument sign
proposed is of wrought iron and brick.
Norma Meighen asked if the utility poles along 131 would be removed and perhaps re-
located underground. Jim Nelson responded that the utility poles are within the right -of-
way and it is assumed that they will stay there. However, when and if 131 Street is
widened, if it is a public project, one undertaken by the City of Carmel, that the utility
will re- locate the poles underground at their expense.
John Molitor, counsel, was in attendance and briefly explained the criteria for reviewing
a Primary Plat.
There was discussion regarding the elimination of "Saphire Curve" that intersects with
Cherry Tree Road and connects with one of the streets in the Trails at Avian Glen. The
Trails at Avian Glen currently has a number of access points and the elimination of
"Saphire Curve" would probably not be crucial. The continuation of Saphire Curve to the
adjacent subdivision is a requirement of the City Engineer. Ron Houck felt it would be
good to eliminate Saphire Curve.
There was also discussion prompted by Marilyn Anderson regarding the proposed park
area in regard to the general standards for open space requirement, accessibility to the
largest number of lots, etc. Jim Nelson responded that if the park is recreational, it
should be located where it is the most visible and easily accessible, and not in the middle
of the home sites. The Ordinance is open to interpretation.
Ron Houck prompted discussion regarding clarification of the abandonment of Cherry
Tree, and connecting the two sections of Hazel Dell Summit in order to give greater
access to the ground to the north. There is a foot bridge crossing connecting the two
sections of Hazel Dell Summit.
There was further discussion regarding landscaping and how much is considered to be
"adequate." Jim Nelson reported that there will be an additional 20 pine trees, 8 feet in
height, installed along Hazel Dell. There will still be the fence and wrought iron pillars
along 131 Street.
In response to comments from Leo Dierckman, the petitioner stated a willingness to
distribute the green space among lots 1 through 14 to make them larger lots IF Saphire
Drive is abandoned at Emerald Drive. The price range of homes is $150, to $225,000.
John Molitor commented that the petitioner needs to submit a revised plan showing the
stub street being eliminated and a variance would need to be requested. Even though the
streets are required to be connected by ordinance, the Plan Commission could encourage
the developer to request the elimination of the stub.

Karen Bowling, 5765 Coopers Hawk Drive in the Trails at Avian Glen reported that the
residents are concerned about emergency vehicle access to their subdivision, but the
residents do not want Saphire Drive to connect the two subdivisions because of cut
through traffic; safety is also an issue. The residents would like to see Cherry Tree kept
open for a better exit point. The residents understand that the final decision rests with the
Board of Public Works. The residents would like to see larger lots abutting the perimeter
of their large lot subdivision, and the use of creative and innovative residential
environment in relationship to surrounding properties.
The residents of the Trails at Avian Glen felt that they had not been given adequate time
to prepare for a presentation to the Plan Commission. The Homeowners' Association
Board was just formed last week.
It was the general feeling of the Committee that most concerns of the neighbors had been
addressed.
Kent Broach moved for the approval of Docket No. 17 -99 P.P., a Primary Plat
application for Hazel Dell Summit. APPROVED 6 -0.
Items 5 and 6 were TABLED until after the full Plan Commission meeting of June 15,
1999.
There being no further business to come before the Committee, the meeting was
adjourned at 9:45 PM.
