RESOLUTION

WHEREAS, the Car'rn.el Town Plan Commission of the Town of Carmel,
Indiana, which has jurisdiction over the Town of Carmel and Clay Township
for planning and zoning, has given careful review to the petition of Keystone
Square Company, which petition is identified as Docket No. 10 -66Z; and,
WHEREAS, the Plan Commission believes that the zoning ordinance of
the Town of Carmel, Indiana, Ordinance No. Z -1, as amended and passed
by the Town Board of Trustees of the Town of Carmel, Indiana, on the 21st
day of December, 1957, should be amended; and,
WHEREAS, the proposed amendment and its relation to the zone map
have been submitted to a properly advertised public hearing, which hearing
was held at the Town Hall at 130 1st Avenue, S. W. on July 19, 1966, and
adjourned to the meeting of August 2, 1966; and,
WHEREAS, at said hearings all comments and suggestions and re-
commendations of persons attending said public hearing have been taken into
consideration; now, therefore,
BE IT HEREBY RESOLVED that the Carmel Town Plan
Commission hereby adopts the said zoning amendment
submitted herewith and identified as Exhibit A.
BE IT FURTHER RESOLVED that the Carmel Town Plan
Commission recommends to the Carmel Town Board that
the land usage of the following described real estate be
changed by the adoption of an amending ordinance to the
following usages:
A. A B -4 Shopping Center District, represented
by a B -4 District symbol dimensioned on said
Zone Map is hereby established at a location
where the exact center of a point represented
by a B -4 District symbol is at a point 1670 feet
east of the west line of Section 31, T 18 N,
R4 E, and 1100 feet north of the south line of
said Section 31 and at 90 therewith.
B. An area described as follows, and consisting
of 19. 48 acres, is hereby reclassified from
the R -1 Residence District to the R -4 Residence
District on said Zone Map:
Beginning at a point in the east right -of -way
line of North Keystone Avenue (State Highway
431) 1200 feet north of the south line of Section
31, T 18 N, R 4 E, thence east parallel to said
south line of Section 31, 300 feet; thence south-
easterly 1000 feet to a point 450 feet north of
the south .line of Section 31 and at right angles
thereto and 950 feet east of the east right -of-
way line of North Keystone Avenue projected to
its intersection with said south line of Section
31; thence south 450 feet; thence west in the south
line of Section 31 700 feet; thence north at 90
250 feet; thence west at 90 250 feet; more or less,
to the east right-of-way line of North Keystone
Avenue; thence north 950 feet to the place of
beginning; and excepting therefrom right -of-
way established for North Keystone Avenue at
116th Street.
C. An area described as follows, and consisting of
15. 35 acres, is hereby reclassified from the
R -1 Residence District to the R -4 Residence
District on said Zone Map:
Beginning at a point in the south line of Section 31,
T 18 N, R 4 E, 950 feet east of the projected
intersection of the east right -of -way line of North
Keystone Avenue (State Highway 431) and the said
south line of Section 31; thence south at 90 730
feet; thence west at 90 950 feet, to the east right
of -way line of North Keystone Avenue; thence north
730 feet to the south line of Section 31; thence east
950 feet to the place of beginning; excepting right

AN ORDINANCE AMENDING THE ZONING ORDINANCE OF THE TOWN
OF CARMEL, INDIANA, ORDINANCE NO. Z -1, AS AMENDED, PASSED BY

Dear Mr. Pattison:
We recommended on July 9, that the developer of subje ct
project submit the water plan for the overall project, before an
appraisal was given of the water plan. The following comments
and recommendations are of the resubmitted site plan:
1. Streets The street entrance and parking development
are the same as the previous submittal.
2. Storm Drainage The storm drainage system shown only
includes Phase I. Before Phase II is started a submittal should be
made on th p posed storm drainage of this phase.
3. Sanitary Sewers The sanitary sewer plan was the same
as the previous submittal.
4. Water The proposed water system has a north -south
main through the project from an existing 10 -inch main on 116th
Street to an existing 6 -inch main in Springs Court of Carmel
Keystone Water Extensions Phase I. This plan will permit feeding
the project area from two different directions. The necessary gate
valves should be included with each connection to existing mains to
permit feeding the project area from either or both directions and
for better maintenance and servicing of the project area.

It is assumed the developer is providing maintenance easements
in favor of the Town for all water and sewer mains throughout the com-
plex and that the ownership of these water and sewer mains will revert
to the Town as soon as they are inspected and accepted.
The developer has shown sufficient water meters for each build-
ing to conform with the Town's Ordinance of four or less apartment units
per meter.
All construction installation and material shall conform to the
Town's standards and specifications.
The Utility Superintendent and the Fire Chief should review the
submitted plans.

After review of plans submitted to this office, the Board of
Trustees and the Plan Commission's ruleing is that you are required
to submitt to this office a plot plan showing how you pvopose to
locate all utilities in the area of development. Storm drainage, and
sewer lines as shown on your plat.appear to be s4tisfactorly. The
main question is 'about your water service and location of hydrants.
The officials request, that water main shall be shown for the
completed project with a connection into the 61 water main now in
place in the third section of Woodland Springs, with a connection
between Lots 152. and 153 on the easement as shown on the final plat
of the third section
After- the above plat is completed,, it shall be presented to
Clyde. E. Williams and .Associates, Mr.. Charles Hillery ,..for approval.
This approval must be in this office before a building permit can be
issued on said prtject.,

The Board of Zoning Appeals, meeting in regular session on the 25th day of
May, 1970, held a public hearing concerning your Special Exception Application
for an apartment and town house project located in a R -)4 zone at the S.E. cor-

After a subsequent review of your application, the Board voted to grant

wHrriEAS, the Carmel Town`:Plan Commission of the Town of Carmel,
Indiana, which has jurisdiction over the Town of Carmel and Clay Township
for planning and zoning, has given careful review to the petition of Keystone
Square Company, which petition is identified as Docket No. 10 -66Z; and,
WHEREAS, the Plan Commission believes that the zoning ordinance of
the Town of Carmel, Indiana, Ordinance No. Z -1, as amended and passed
by the Town Board of Trustees of the Town of Carmel, Indiana, on the 21st
day of December, 1957, should be amended; and,
WHEREAS, the proposed amendment and its relation to the zone map
have been submitted to a properly advertised public hearing, which hearing
was held at the Town Hall at 130 1st Avenue, S. W. on July 19, 1966, and
adjourned to the meeting of August 2, 1966; and,
WHEREAS, at said hearings all comments and suggestions and re-
commendations of persons attending said public hearing have been taken into
'consideration; now, therefore,
BE IT HEREBY RESOLVED that the Carmel Town Plan
Commission hereby adopts the said zoning amendment
submitted herewith and identified as Exhibit A.
BE IT FURTHER RESOLVED that the Carmel Town Plan
Commission recommends to the Carmel Town Board that
the land usage of the following described real estate be
changed by the adoption of an amending ordinance to the
following usages:
A. A B -4 Shopping Center District, represented
by a B -4 District symbol dimensioned on said
Zone Map is hereby established at a location
where the exact center of a point represented
by a B -4 District symbol is at a point 1670 feet
