The Carmel Town Plan Commission, meeting in re
gular session on the 20th day of May 1969, voted to
approve the final plat of the 5th Section of Woodland
Springs Addition and accepted bonds in the toff &l. amount
of •$36,000.00,
After recording you are required to furnish this
office one reproducible print and. three (3) blue line
.prints of the oriinal plat. Before subdivision bonds
can be released you'are to submit to the Building Comm
fissioner two sets of as built plans of all water and
sewer installations.

DEAR MR. GRADLE:
THE STATE BOARD OF HEALTH HAS APPROVED THE SANITARY SEWER
PLANS FOR OUR FIFTH SECTION OF WOODLAND SPRINGS.
MR. A. C. OFFUTT, M. D., STATES THAT THE RESERVATIONS THEY
HAD WERE SETTLED AS EVIDENCED BY THEIR APPROVAL OF THE
SIXTH SECTION PLANS. THE FAILURE TO ISSUE APPROVAL THEN WAS
AN OVERSIGHT.
BECAUSE OF THEIR PROCEDURES, TIME DID NOT ALLOW WRITTEN
APPROVAL TO BE SENT OUT UNTIL LATE THE WEEK OF MAY 19, 1969.

Dear Gene:
I wanted to call your attention to the fact that Keystone
'Square Company may yet have in mind some rebate from the
Town of Carmel on future water lines within their sub
divisions because of the initial arrangement to do so
in our contract of February 14, 1967.
T7) However, that contract is partially completed by payment,
for the sewer interceptors and other costs but the main.
point is that Keystone simply failed to complete their
,part of the agreement. As a result, the Town Board I
officially terminated their responsibility under the j
agreement and Keystone was so notified by my enclosed
.letter dated November 27, 1963. Keystone, rather
11 typically, has been silent. I believe the Plan Commission
IT know what the "other hand" is doing and postpone
approval of all final plats until the matter is resolved.';
The Town has a present need to where we stand with
Keystone, what we owe them and what we will owe them in
I
future construction. if_ they still expect the Town to
reimburse them for water line construction within their
I
development in the future, there is a clear conflict. I

V similar to the rough draft I enclose which merely lets
them know there is a problem. It will help to resolve
