CARMEL CITY HALL DOORS OPEN AT 5:30 P.M. ONE CIVIC SQUARE CARMEL, IN 46032 Representing the Committee Carol Schleif, Chairperson Leo Di erckman Steve Stromquist Representing the Department Alexia Donahue Wold Lisa Stewart, Recording Secretary Of Counsel: John Molitor The Subdivision Committee considered the following items: 1. Docket No. 08090018 DP /ADLS: Legacy PUD- Prairie Landing CCRC The applicant seeks site plan and design approval for a continuing care retirement community. The site is located at approximately 13850 Rover Road and is zoned PUD/Planned Unit Development. Filed by Tom Ochs of Ice Miller, LLP for BHI Retirement Communities, Inc. Tim Ochs, Ice Miller presented for the petitioner. He was accompanied by Greg Ewing. Mr. Ochs reviewed the outstanding issues presented at the previous meeting. Page 1 of 3 ONE CIVIC SQUARE CARMEL, TNT 46032 317/571 -2417 January 6, 2009 Plan Commission Subdivision Committee Agenda Overview: 3 sided fenced area for memory garden for residence with dementia -brick columns with closed gate (can be opened for trash receptacle pick up) Updated elevations to include windows to the fagade -white paneling to break up structure HVAC Units -new information details the number of PTAC units would be placed below windows Duplex units similar to cottage unit but with small variations and allow to move window to another wall Cottage unit will have 2 additional color choices which will match the larger facility on the original plan Skylights will be added Sales office will be on property and have mock up of unit and be able to view what facility will look like Original plan had significant number of street lights, per request of staff along with meeting requirements of Legacy PUD, cut number of street lights down but feel sufficient for the residence safety Parking spaces contain 406 spaces for "Center" project. For CCRC, feel as though this number is sufficient and meets requirements for comparable CCRC in our area Department Report, Alexia Donahue -Wold: Feel all outstanding issues have been addressed and are resolved- recreational /environmental space conceptually compare along with trash receptacles and new elevation plans Forestry Dept. did not foresee any concerns Engineering Dept. acceptable and will review more detail with construction at TAC meeting, all other concerns are currently being addressed Recommend forwarding to Plan Commission with recommendation for approval Committee Comments: Start date of construction -Spring 2010 depending on percentage of pre sale reservations ADLS Page A -11 of Dec. 2 nd packet in regards to Bldg. 3 and 4 elevation windows added to help break up brick, add faux windows if there something that public should not see; and would rather see windows than different kind of brick design Page 2 of 3 ONF CINTIC SQUARE CARMEL, INDIANA 46032 317/571 -2497 January 6, 2009 Plan Commission Subdivision Committee Agenda Suggested where vertical panel add dormer to help break up the roof line and tie in the larger windows Egress for fire escape -would like to have it added to be reviewed by Plan Commission Number of parking spot no issues Street Lighting is acceptable with current revision Motion: Leo Dierckman to forward Docket No. 08090018 DP Amend /ADLS, Legacy PUD- Prairie Landing CCRC to the Plan Commission with a positive recommendation seconded by Steve Stromquist, voted 3 -0.
