SUBDIVISION COMMITTEE MINUTES

Carol Schleif was re- elected as Chairperson of the Subdivision Committee for the coming year.
The Subdivision Committee considered the following items:
1 -2. Docket No. 08100012 PP: Lakeland Subdivision
The applicant seeks primary plat approval for 2 lots on 10 acres. The applicant also seeks the following
subdivision waiver:
Docket No. 08100013 SW SCO 6.05.01 lot with no road frontage
The site is located at 12650 Clay Center Rd. and is zoned S1/Residence. Filed by Michael DeBoy of
DeBoy Land Development Services for Christian Browning.
Michael DeBoy presented for the petitioner. He was accompanied by Colin Patterson.
Mr. DeBoy reviewed the outstanding issues presented at the previous meeting.
Brad Grabow excused himself from this item due to receiving compensation for easement in regards to
Claridge Farms.
Overview:
Forestry Department gave minor comments and responses being worked on
Engineering -Storm Water has NOT responded. Working with City to complete response

Crossroads (drainage) requesting PMP sheets to be submitted with each subsurface drainage and
working on other responses
County Surveyor Greg Hoyes foresees no major concerns
Alternate Transportation responded in regards to constructing a path along Clay Center Road that crosses
creek on property. Petitioner has agreed to pay a portion of constructing of trail. Petitioner feels there is
an unsafe section which will he over 3- 84" pipes. Trail will require full DNR approval.
Onsite retention pond/stonn water quality will be collected by natural nature. Located in Northeast
corner and highest point of property and will flow into Elliott Creek. Proposed house will catch water
from rain and pass it back into the retention pond.
East lot on 2.5 acre will have access to Chyverton Circle leading into Claridge Farms
Not all comment letters have been received from City agencies but intend to respond accordingly and
efficiently.
Department Report, Angie Conn:
Requests written documentation from Fire Department and Police Department stating access to lot of
Chyverton Circle is not a concern
Storm water retention is a challenge and concern of this site
Recommend forwarding to Plan Commission with recommendation for approval with conditions
Committee Comments:
Who is petitioner to pay construction cost of trail to?
Covenants/Restrictions in place for lot that is for sale? Petitioner needs to use S 1 City Zone Ordinances
Guidelines
What is approx. sales price lot will be listed as? $1 million
Location of driveway entrance off Chyverton Circle? Area purchased by Petitioner to allow for Direct
Access along with 2nd Access only for utility service site (water, sewer, sanitary)
Storm water /retention pond comments /responses must ALL be addressed and final approval
Conditions to be meet:
Receive approval from Fire Department and Police Department on access to lot 2
Compensation for trail to be paid on last 40 feet of trail
Draft Architecture Guidelines apply to lot 2
ALL city agencies must give approval before final construction plans are approved
Motion: Dan Dutcher to forward Docket No. 08100012 PP and 08100013 SW Lakeland Subdivision and
SCO 6.05.01 Lot With No Road Frontage to the Plan Commission with a positive recommendation with 4
conditions seconded by Jay Dorman, voted 4 -0 (1 recused). Motion Carried.
3. Docket No. 08120013 DP /ADLS: The Barrington of Carmel (Park Place PUD)
The applicant seeks site plan design approval for a continuing care retirement community (CCRC).
The site is located northeast of 116"' St Guilford Rd and is zoned PUD/Planned Unit Development.
Filed by Greystone Communities on behalf of Mayflower Communities.

Forestry has approved landscape designs with no concerns
o 2,501 Landscape Pieces (365 Pieces required in PUD)

o 6 -8 Courtyards (Themes are still being addressed)
o Roof top garden over underground parking garage

Entrance complies with standard set forth in Carmel Thoroughfare Plan
10 Ft. wide asphalt path along eastside of Guilford Road consistent with Carmel Thoroughfare Plan
5 Ft. wide multipurpose path will be installed around property
Rooftops are designed to hide mechanicals and air conditioner condensers so not visible regardless if one
story or three story unit

Wetland/Water Table is there an issue with parking lot/underground garage
o Dual System Sump Pump in place with emergency back up generator
o GeoTech Report shows just surface water and water table level is 10 to 12 Ft. below

o Connect to Monon Trail from east side of property
Not accessible to the east due to industrial facilities
Easier to cross over Guilford Road (west side) to access Monon Trailway
Request Street Department to add Pedestrian Walkway Stripe from middle entrance
across Guilford Road
o 10 Ft. Green Space Path
Connect to existing pathway to North of property
Pathway to the south is an open drainage ditch any construction now may have to be torn
up for future developments
Suggested possible construction of pathway to south of property be constructed by future
Duke property owner
Signage
o Concern with amount of traffic just pulling into all entrances, not clearly marked, confusing on
where to go in community
o Install identifier /small signs at North and South entrances stating for Staff, Delivery or Visitor
Entry Only
Landscaping Plans
Need more evergreen trees to provide green all year round
Evergreens give vertical height to help balance building structure
Resubmit landscape plans to Forestry Department to incorporate more evergreens
Conditions to be meet:
o Review landscaping plans with Forestry again to add additional evergreen trees
o Review sign approval again to allow for 2 additional signs be installed on North and South
entrances marking Staff /Employee Only or Visitor Only entrances
Motion: Brad Grabow to forward Docket No. 08120013 DP /ADLS: The Barrington of Carmel (Park
Place PUD) to the Plan Commission with a positive recommendation with 2 conditions seconded by Steve
Stromquist, voted 5 -0. Motion Carried.
