The Minutes of the January 20, 2009 meeting were approved as submitted.
Department Request, Angie Conn: "To allow Lakeland 2 -lot Subdivision, Docket No.
08100012 PP to be granted final approval by the Subdivision Committee." No support or
motion—Request Denied.
Department Reports /Announcements, Mike Hollibaugh: City of Carmel is doing a Downtown
Master Plan and Smartcode Charrette beginning February 25 to March 2. Handouts were
given to Plan Commission members —electronic distribution available as well. The February
25 date is the kick -off event at Carmel High School. This public effort is facilitated by Town
Planning Urban Design Collaborative, LLC —consultant hired by the Department.
Adrienne Keeling will be managing this project and will be communicating/updating Plan
Commission members. Also, public workshops will occur per project schedule. The

Consultant Team consists of 11 members. The Smart Code is a brand based code that mixes
graphics and texts.

The applicant seeks site plan design approval for a continuing care retirement
community (CCRC). The site is located northeast of 116 St Guilford Rd and is zoned
PUD /Planned Unit Development. Filed by Greystone Communities on behalf of
Mayflower Communities.
Present for Petitioner: Dave Coots, attorney, Coots, Henke Wheeler; Mark Shegon,

Surface Parking accommodates 250 spaces
Total of 373 parking spaces meets the Ordinance
Footprint of the building is 169 square feet, lot coverage for the 20 -acre parcel is
slightly under 20%
Building Materials: Cultured Stone and EIFS mix with dimensional roof in 3 -story
design for independent and assisted living units; one story design for Skilled
Nursing Care building
Wood trim around doors and windows
Fiber cement siding on gables and trim structure
Decorative Railings and balconies as shown
Guilford Road elevation will have breaks in frontage for non institutional
appearance and utilization of landscaping materials
Pre -Sale Efforts Mixture of components and appearance seemingly accepted by
potential users of project.
All heating and a/c are roof mounted behind 6:12 slope roof
Buildings have appearance of truss roof design
Heating and A/C units are behind peaks—no ground units exterior to the building
Ground entrance for mechanical service is at east end of skilled care where there is
a generator and indoor trash storage facility
Overall landscape plan— concept plan previously approved in 2007 as Park Place

Current, revised landscape plan provides double the amount of plantings around
facility

Fixtures in parking area are downlit, directional standards are 20 feet tall, S -3
fixtures 36 inches tall walkway lighting fixtures, drives are lantern style, 12 feet tall,
located along entry way drive and into main portico

Public Remonstrance— Unfavorable:
Bill Roitan, 11710 Brockton Courts, Lenox Trace. In favor of progress but feels 116
Street and construction on Guilford are responsible for a lot of traffic. There is an existing

Convalescent Home on 116 Street, towards Meridian (Crown Point Convalescent).
Guilford is a narrow road to carry the increased traffic. Are any improvements planned to
the roadway?

Rebuttal, Dave Coots:
Market Study shows demand for this type of facility
43 is peak number of employee shift change occurring at 9 and 5 base lots
Proposed facility does not affect peak hour traffic
Department Comments, Angie Conn:
Petitioner says roof garden is an option, not "set in stone"
Department is in favor of the proposed project after all issues addressed
Department recommends forwarding to March 03, 2009 Subdivision Committee

Mark Shegon, Greystone Communities, Irving TX: Project is suburban and typically does
not have a roof garden. Area reserved on landscape plan for garden plots. Assisted Living
and Skilled Nursing Facility courtyards have garden carts if residents choose to use.
Docket No. 08120013 DP /ADLS, The Barrington of Carmel (Park Place PUD) was
forwarded to Subdivision Committee on March 03, 2009 for further review.

Overview:
Seeking design approval for 3 -story office building on 2.98 acres
Building consists of 31,060 square feet
