The Special Studies Committee considered the following items:
1. WITHDRAWN: Docket No. 08100018 ADLS Amend: Weston Park Signage

2. Docket No. 08040008 ADLS Amend: Circle K/Shell
Motion: Sue Westermeier "To Dismiss Docket No. 0804008 ADLS Amend, Circle
K/Shell for lack of prosecution under the Plan Commission's Rules of Procedure,"
seconded by Woody Rider, approved 4 -0. Motion Carried.
3. Docket No. 08080020 ADLS: Hotel Indigo
The applicant seeks design approval for a 5 -story hotel building. The site is located
northeast of 131 St. US 31 and is zoned B -6 /Business within the US 31 Overlay. Filed
by Jay Gibson of CDG Consulting, Inc.

Overview:
Petitioner provided Dept with info regarding landscaping, parking, and lighting
Original light poles were 25 feet tall plus a 2 -3 foot base
Petitioner lowering poles by 2 feet —now reduced to 25 feet or lower (including base)
Working with Cripe Browning regarding bio- detention area
Patio enclosed by low fence (rendering shows US 31 in background)
Patio use restricted to hotel patrons only
Color rendering of hotel displayed
Letter from Tim Dora of Dora Bros. distributed regarding mural/sign
Mural deemed public art
Plan for art contest spelled out in letter
Review of Art by Arts Council with formal approval by Special Studies Committee

Floor area/parking ratio within maximum
EIFS in US 31 Overlay not specifically exclude but not explicitly permitted either—

Landscape plan not yet approved
Recommend forward to full Commission with positive recommendation after outstanding
issues addressed
Committee Comments:
Outdoor retention treatment on project to the south sets the bar high
What is of EIFS compared to balance of structure?
Is Variance required for EIFS setting a precedent?

Final approval of public art?
Petitioner Response:
Bio- retention facility planted with wetland plants throughout and is part of actual overall
infrastructure.
Project to the south is an office building
Petitioner will preserve tree area
Bio- retention approved with PUD —Scott Brewer trying to ensure everything satisfactory
Petitioner purchasing this site with infrastructure in place
Scott Brewer working with Cripe and landscape architect
Landscape design pending —not approved as yet —being "hammered out"
Petitioner will apply for signage prior to full Commission Jan 20
EIFS limited to walls of balconies, slim recess at end of hallways and at top color -band
cornice

Arts Council would over -see art contest
Department Response:
Use of EIFS is trim piece rather than major component
True Stucco is satisfactory and more durable
Mike HollibaughEIFS not considered a high quality material
No approved landscape plan
Parking based on square footage, use, and employee use at peak times
Petitioner will meet parking requirements or file for a Variance
Rachel Boone —all signs need BZA variance for size and number; petitioner would return to
Commission for design approval
BZA to review signs on February 23r
Committee would have final approval of "public art" after review and approval by Arts
Council
Committee Additional Comments:
Recommend final landscape plan be approved by Scott prior to being heard at
Committee /Commission
Request signs for review be submitted in proposed size
Wall sconces security lighting detail provided?
Signage must have Committee /Commission approval
Note: Petitioner is requesting favorable recommendation this evening on everything with
exception of signage
Motion: Sue Westermeier "To forward Docket No. 08080020 ADLS, Hotel Indigo to the Plan
Commission with a positive recommendation with the following conditions: 1) approval of
landscape plan prior to full Commission meeting on January 20; 2) BZA approval of size of signs
and return by petitioner for sign approval; 3) NO EIFS on the building," seconded by Wayne
Haney, voted 4 -0 Motion Carried
4. Docket No. 08100011 DP Amend /ADLS: Weston Pointe Outlot 2 Firestone
The applicant seeks site plan and design approval for an automobile repair facility. The site
is located north of 11055 Michigan Rd. and is zoned B -2 /Business within the Michigan Rd
Overlay Zone. Filed by Jamie Shinneman of Weihe Engineers for Firestone Service Center.
Present for Petitioner: Dave Fisher, Amcon Design; Jamie Shinneman,Scott Rucker Weihe
Engineers.
Overview:
Dumpster enclosure gate and doors will match color of overhead door. Correct drawings
submitted
Bike parking located in island between parking area—vertical area intended for bike parking
Revised plans and elevations submitted

Site plan within Weston Pointe included with revised packets —shows location of Firestone
store within development
Landscape plan also included with revised submission —bldg elevations as well
Jamie Shinneman:
Overall landscape plan for Weston Pointe included in submission
30 foot greenbelt already installed along 421
Petitioner seeking landscape variance -to be heard at BZA on Jan 26—regarding perimeter
plantings
Hamilton County Surveyor approval received from Bob Thompson and Greg Hoyes —sent
to Angie Conn
Overall landscape to be submitted with next submittal
Ballards are "Firestone Safety Yellow"
Mechanical equipment located at the "L" of the building and hidden by dumpster enclosure.
Sill not be visible from Michigan and /or drive thru of mall retail area
Rachel Boone, DOGS— reports there is no sign application on file for this project
Firestone will file with BZA for Sign variances—no directional signs, no multi- tenant
ground signs
Jamie Shinnamen reported that the additional 4 parking spaces have not yet been included in
the plans (Firestone favors 10 parking spaces per bay--40 in this case)
Tire recycling located in the interior of bldg
Department Report, Christine Barton Holmes:
Most all outstanding issues addressed
Signage approval— number and square footage— outside purview of Committee
Petitioner to include location of mechanicals on site plan
Recommend forwarding to full Commission with positive recommendation
Additional Committee Comments:
Not in favor of yellow ballards —color should match building
Request signage representation
Suggest Tabling until signage detail submitted
Motion: Sue Westermeier "To Table Docket No. 08100011 DP Amend /ADLS, Weston Pointe,
Outlot 2, Firestone until a full sign package is presented to Committee for approval," seconded by
Woody Rider, voted 4 -0 Motion Carried.
