Also Present: Ramona Hancock, Secretary, Plan Commission
Rick Ripma was elected Chairperson of the Special Studies Committee for the coming year.
The Special Studies Committee considered the following items:
1. Docket No. 08100011 DP Amend /ADLS: Weston Pointe Outlot 2
Firestone
The applicant seeks site plan and design approval for an automobile repair
facility. The site is located north of 11055 Michigan Rd. and is zoned B-
2 /Business within the Michigan Rd Overlay Zone. Filed by Jamie Shinneman
of Weihe Engineers for Firestone Service Center.
Present for Petitioner: David Olson, 20633 Watertown Court, Waukesha,
Wisconsin.
Overview:
Signage facing Michigan Road -one sign facing north, one facing south, one
sign faces Michigan Road
Petitioner has filed variances with BZA —one for number of signs, one for
square footage, one for sign not facing public right -of -way
Sign Variances will be addressed at BZA on March 23

Scot Brewer also requested more soil volume on north side—petitioner will

Department Report, Christine Barton Holmes:
All outstanding issues resolved except for landscaping
Confident that landscaping issue will be resolved prior to full Commission

Recommend forwarding to Plan Commission with recommendation for
approval
Committee Comments:
Number of plantings based on linear feet
Brian Shapiro's letter discussed consensus of committee: design is fine,
subtle colors, blends
Signs are larger than allowed and over the number allowed
Sign issues determined by BZA
Motion: Woody Rider "to forward Docket No. 08100011 DP Amend /ADLS,
Weston Pointe Outlot 2 Firestone to the Plan Commission with a positive
recommendation, with final approval of signage at BZA," seconded by Wayne
Haney, voted 4 -0. Motion Carried.
2. Docket No. 08080020 ADLS: Hotel Indigo
The applicant seeks design approval for a 5 -story hotel building. The site is
located northeast of 131 st St. US 31 and is zoned B -6 /Business within the
US 31 Overlay. Filed by Jay Gibson of CDG Consulting, Inc.

Cross Parking Agreement in works between Indigo Browning

Regarding Stucco —has talked to all parties involved and decided on an in-
depth discussion at committee
Amount of EIFS on project is less than 10%
Requested reasoning for requiring Stucco rather than EIFS
Petitioner feels stucco material has performance issues in Indiana
Apologies for any misunderstanding
Department Report, Christine Barton Holmes:
Aesthetic Issue with EIFS
Prefer not to see EIFS except as trim on high -level piece out of sight range
Department would consider stucco, pre -cast, or light color brick
Stucco—no risk of cracking, staining, etc.
Stucco approved at previous committee rather than EIFS
Recommend refer to full Commission with favorable recommendation after
EIFS issue is resolved.
Committee Comments:
Committee has lost confidence in petitioner
Committee expected petitioner to honor agreement, i.e. use of stucco
No misunderstanding on part of CommitteeEIFS is contrary to what was
agreed at previous Committee meeting
Committee may have an issue with murals as well
Would like more info and time to study
Recommend Tabling until March meeting
Petitioner's Response:
Believes stucco has performance issues in Indiana
Using EIFS as trim in places not accessible to public
Petitioner believes design meets the criteria

3 -4. Docket No. 08070022 DP Amend /ADLS: St. Vincent Sports
Performance Center
The applicant seeks site plan and design approval for a sports
performance /training/ physical therapy center and medical offices and also
seeks zoning waiver approval:
Docket No. 08070023 ZW ZO §27.01: required parking spaces
The site is located at 13400 N Meridian St. and is zoned B -6 /Business within
the US 31 Overlay and OM /MM Old Meridian District, Mixed Medical.

Windows across top—translucent panels will reduce need for artificial light
Landscape Plan:
Tree plan/landscaping—working with Scott Brewer
Petitioner to show tree representative on demo and landscape sheet
Preliminary study of trees on site —Scott comfortable with plan
Most significant trees on southern portion currently on Chauncie's Place and
will not be disturbed

Allan Tucker, response to committee comments:
Design elements are more large scale feature
Flex space— different sports functions
Necessary to control daylight
Current Parking: -277 spaces currently not being used
Will have shuttle service for employees —close parking spaces used for
clients
Motion: Sue Westenneier "to Table Docket No. 08070022 DP /Amend /ADLS, St.
Vincent Sports Performance Center to the March 03, 2009 Special Studies
Committee meeting," seconded by Woody Rider, voted 4 -0 Motion Carried.
5. Docket No. 09010002 ADLS Amend: Extra Space Storage Signage
The applicant seeks approval for three new signs. The site is located at 3750
Bauer Dr. W. and is zoned B -3 /Business. Filed by Brent Bennett of A -1
Expeditors on behalf of Extra Space Storage.

Space Storage Signage, with the caveat that the raceway will be painted to match
the brick," seconded by Sue Westermeier, voted 4 -0 Motion Carried.
