The Special Studies Committee considered the following items:
1. Docket No. 09070012 ADLS Amend: Salin Bank ATM
The applicant seeks approval for an ATM to be placed in a parking island at The Fountains.
The site is located at 452 E. Carmel Dr. It is zoned B -8. Filed by Amanda Gates of Sign Craft.
Present for Petitioner: Amanda Gates, Sign Craft.
Overview:
ATM structure will be seen from Carmel Drive
ATM access will be facing north into the parking lot
3 square foot sign allowed
Building Signs already approved
Petitioner has not yet determined graphics for ATM sign
Petitioner states ATM structure is all blue

2. Docket No. 09070015 ADLS Amend: Four Points by Sheraton (former Radisson)
The applicant seeks design approval for 3 new wall signs, 1 new ground sign, and 3 new directional sign
panels. These signs are changing due to the name change for the hotel. The site is located at 251 E.
Pennsylvania Pkwy. and is zoned B -6 within the US 31 Overlay. Filed by Nancy Long of A -1 Expeditors
on behalf of Tweeten Rolf.

5. Docket No. 09070014 ADLS Amend: Taco Bell (former Boston Market)
The applicant seeks design approval for the exterior renovation and signage of an existing building.
The site is located at 615 E. Carmel Dr. and is zoned B-8/Business. Filed by Jon Dobosiewicz of Nelson
Frankenberger on behalf of Southern Bells, Inc.

Overview:
Petitioner requests ADLS Amendment approval to allow retro -fit of former Boston Market for
Taco Bell
Site located at 615 East Carmel Drive
Property is not within any Overlay District requiring design standards
Existing Entrance and Building Footprint will remain unchanged
Parking spaces currently along Carmel Drive will be removed and drive aisle reconfigured to
allow outdoor seating at the front of the building and more lawn area adjacent to the street
New Drive -thru will be reconfigured to allow additional stacking and more efficient use
Menu Board and mechanical equipment will be screened by a wall behind the Menu Board
Plan will be amended to provide for additional landscaping at rear of the building
Proposed building elevation includes a cultured stone base, EIFS
Preference would be to incorporate a color band around the building
The panels are not all window locations but designed to appear as such—it is an architectural
element designed to break -up the building facade
Petitioner is willing to limit to single color on the window areas
Muted pattern contains three color hues
Petitioner willing to commit to yellow/brown/green colors, would leave windows with same
design as band at the top

Petitioner will make modifications to building elevations and submit to DOCS Staff —three
colors and solid window
Committee Comments:
Not in favor of purple color—perhaps could be more muted
Color band at top of "windows" favorable
If any complaints about colors, it would be the purple color
Favorable comments regarding Bell (arch) over menu board
List of Sustainable Building Practices?
Committee suggests Staff/Dept work on list of sustainable building practices to include in the
Ordinance
Jon Dobosiewicz regarding sustainable building practices:
Redesign of site will provide more green surface, outdoor seating area incorporated, less asphalt
with removal of 8 or 10 parking spaces
Landscaping (additional shrubs) will be added
Roof will be white membrane
Re -use of building rather than razing
No guidance for petitioners in the Ordinance or from Staff regarding elements of Sustainable
Practices no standard in the Ordinance
Motion: "Woody Rider "to approve Docket No. 09070014 ADLS Amend, Taco Bell (former Boston
Market) with the three -color band (not muted colors) and solid color "windows" that match one of the
three colors—no purple—to be chosen by petitioner's designer." Seconded by Madeleine Torres, voted
4 -0. Motion Approved.
6 -7. Docket No. 09050022 ADLS: Meridian Main Medical Office Building (Parcel 4)
The applicant seeks design approval for a medical office building and surgery center and also seeks the
following zoning waiver:
Docket No. 09060008 ZW: ZO Section 23B.08.05.B maximum first floor gross floor area (gfa)
The site is located northeast of 131S St. US 31 and is zoned B -6 /Business within the US 31 Overlay.
Filed by James Browning of Browning Investments, Inc.

Unique building design, detention areas, effective, sustainable design.
Building Materials: architectural pre -cast, two colors, EIFS blue, tinted glass
Petitioner not seeking LEED certification due to HVAC loads from MRI equipment, etc.
Dept Report, Christine Holmes:
Outstanding Issues Landscaping, Tree Preservation, Streetscape Plan and Adequate
Screening of HVAC Equipment, especially from US 31
Petitioner states parapet goes All The Way Around and rooftop equipment is fully screened

Committee asked for additional landscaping for screening —Dept agreed—something taller,

Petitioner will work with Dept regarding landscape details
Petitioner will revise landscape drawings to accommodate
Developer of retention pond to the south (Opus) has set new standard for retention ponds
Committee hopes this petitioner will come close to the new standard

Motion: Sue Westermeier, "to forward Docket 09050022 ADLS, Meridian Main Medical Office
Building (Parcel 4) and Docket No. 09060008 ZW, ZO Section 2313.08.05.13, with condition that at
time of full planting, it has Dept approval with additional landscaping, and revised rendering presented
at full Plan Commission." Seconded by Madeleine Torres, voted 4 -0 Motion Approved.
