The Special Studies Committee considered the following items:
1. Docket No. 09070012 ADLS Amend: Salin Bank ATM (The Fountains)
The applicant seeks approval (for signage) for an ATM to be placed in a parking island. The site
is located at 452 E. Carmel Dr. It is zoned B -8. Filed by Amanda Gates of Sign Craft.
2. Docket No. 09080017 ADLS Amend: Salin Bank Night Deposit Surround
The applicant seeks approval for a Night Deposit Surround to be placed on the south facade of
their tenant space at The Fountains. The site is located at 452 E. Carmel Dr. It is zoned B -8.
Filed by Amanda Gates of Sign Craft.
Note: Items 1 and 2 were heard together.

The applicant seeks design approval for 2 new wall, 1 new /updated ground, and 2 updated
directional signs to reflect the name change from Irwin Union Bank to First Financial Bank. The
site is located at 751 City Center Dr. and is zoned M -3. Filed by Timothy Hoskins of Triangle
Sign Company.

Presented." Seconded by Sue Westermeier, voted 4 -0. Motion Carried
8. Docket No. 09050023 Z: Rezone, Old Meridian Main
The applicant seeks approval to rezone the southwest corner of Old Meridian St. Main St.
from OM /SU -Old Meridian District Special Use to OM/MU -Old Meridian District Mixed Use.
The site is located at 12960 Old Meridian St. Filed by Matt Worthley for the Carmel
Redevelopment Commission.
Present for Petitioner: Les Olds, Executive Director, Carmel Redevelopment Commission and Matt
Worthley, also Carmel Redevelopment Commission.
Overview:
Request Plan Commission consider rezone—Apostolic Church on southwest corner of Main and
Old Meridian
Proposed land exchange with VFW
Uses: Retail, residential, mixed use
Plans are to redevelop with RFP include design concepts (notions) and use would be retail residential,
with parking behind. The CRC would usually ask to rezone to C2 district. Staff rec Meridian Overlay
Zone to Mixed Use to Spec Use. CRC going along with rec. Require developer to follow regulations,
CRC would retain right for design control and oversight of project. Site plan change —City Engineer
requests reconfigure at 131S Street and round about —would provide at no cost to City additional row
for road changes. Will meet with developers in next 60 days. RFP will be explicit—building will be
created equally on all 4 sides and certain materials will not be permitted.

permitted. Lot 21 is a corner piece—included in the petitioner—is an old remnant of service station
negotiated for purchase by City. Lot 21 is included in the site design and zoning request.
Motion: Woody Rider "to forward Docket No. 09050023 Z, Rezone Old Meridian Main, as
presented, to the full Commission with a positive recommendation." Seconded by Sue Westermeier,
voted 4 -0 Motion Carried.

9. Docket No. 09060011 DP /ADLS: Roberts Camera
The applicant seeks site plan and design approval for a multi -tenant retail/office building. The
site is located at 12773 Old Meridian St. The site is zoned OM/MU Old Meridian District
Mixed Use Zone. Filed by Matt Griffin of Providence Commercial Partners, LLC (Buckingham
Companies).

Engineering has no major issues
No County Highway or Surveyor issues
Committee Questions /Comments:
Tree Species is a concern—blocks signage and bldg facade
Prefer Urban Forester recommend new species of trees
Faux windows add more visual interest on north and south elevations
Signage allowed at north end and front of bldg
A general Concern of the Committee is that required trees will block signage and building fagade at
mature growth; the concern will be referred to Scott Brewer, Urban Forester.
Motion: Sue Westermeier "to approve subject to final approval by the Urban Forester that species of
trees won't ever block signage and building facade." Motion seconded by Heather Irizarry, voted 4 -0.
